Poverty Eradication through National Rural Livelihood Mission (NLRM)

A focused approach to rural poverty eradication in a time bound manner  is on the anvil with the proposed restructuring of the existing Swarnjayanti Gram Swarojgar Yojana (SGSY) into National Livelihood Mission (NRLM) under the aegis of the Union Ministry Of Rural Development and Panchayati Raj. The proposed main features of NRLM are :

§  To bring each BPL household under Self Help Group(SHG) net

§  To set up dedicated implementation structure at various levels

§  To enhance capital subsidy for the beneficiaries

§  To ensure easy access for multiple doses of credit

§  To form and strengthen people owned organization such as Self Help Groups(SHG) Federation at various level

§  To upscale the skill development and placement programs, Rural Self Employment Training Institute (RSETIs) in each district of the country

The target population would be the deprived sections of the society, the SC/ST, women and the minorities in the BPL category. Special emphasis will be given to technology inputs. The Mission proposes to seek the dedicated professionals at various levels for its  implementation. In order to finalize the details of the mission, the Ministry Of Rural Development has convened one day conference of Rural Development and Panchayati Raj Ministers from the States & Union territories on Wednesday, 9th September, 2009 at Vigyan Bhawan, New Delhi. Prime Minister Dr. Manmohan Singh will deliver the keynote inaugural address on this occasion while the Union Minister of Rural Development and Panchayati Raj, Dr.C.P. Joshi would highlight the features of NRLM. The meeting would provide the forum to seek the views of various stakeholders in finalizing the details of the NLRM.    

The objective of the Mission is to reduce poverty among rural BPL by promoting diversified and gainful self-employment and wage employment opportunities which would lead to an appreciable increase in income on sustainable basis. The Mission proposes to achieve the following 'Outputs' and 'Outcomes' by 2016-17.

Under the re-structured program it is proposed to aim for universal mobilization of the rural poor communities into SHGs i.e. to bring at least one member from each BPL family into the SHG fold in a time bound manner, in order to correct the even spread of formation of SHGs among the states and also to ensure widespread social and economic empowerment of the rural poor, especially of rural women.  It will also be attempted to further federate the SHGs at village and block levels for collective actions.   A dedicated implementation structure is proposed to be put in place with the National Rural Livelihood Mission at the National level supported by similar apex bodies at the state, district and sub-district levels in the states for inducting professionals/domain experts and dedicated support staff, lack of which has been a major drawback under SGSY.  It is proposed to enhance the subsidy under the program to bring it in line with the increased cost indices. In addition, it is proposed to introduce interest subsidy for ensuring availability of credit at prime lending rate to the swarojgaris from public sector banks.  It is also proposed to up-scale Special Projects to focus on innovative projects  placement linked skill development projects in order to provide wage employment by tapping the opportunities arising at the lower end of the skill base in the sunrise sectors of the economy like textiles, construction, hospitality, security, automobile, health, services etc,.

In addition to utilizing the existing infrastructure in the states for skill training and capacity building of rural poor, a major initiative has been taken for involving the public sector banks for setting up Rural Self Employment Training Institutes, at least one in each district in the country, for skill training and handholding of the rural BPL youth both for self employment and wage employment.   500 such institutes are proposed to be set up by 2012.   Steps are also proposed to be taken to create pools of Community Resource Persons and Master Craftsmen for capacity building and skill development training of the SHG members.  Skill training to be imparted will be aimed exploiting the employment opportunities both in local areas and also elsewhere.

The on going Swarnjayanti Gram Swarozgar Yojana (SGSY) has been under implementation since April, 1999.  The scheme involves selection of key activities, planning of activity clusters, organization of the poor into Self Help Groups (SHGs) through social mobilization and building their capacities through training and skill development, creation of infrastructure, technological and marketing support, etc.  The scheme is implemented through District Rural Development Agencies (DRDAs) with active involvement of Panchayati Raj Institutions (PRIs), banks, line Departments of the state governments and Non-Government Organizations (NGOs).  Since the inception of the program and up to March, 2009, 34 lakh Self Help Groups have been formed of which 23 lakh SHGs are women SHGs which is about 67.64% of the total number of SHGs formed under SGSY. During this period a total number of 120.88 lakh Swarozgaris have been assisted with a total investment of Rs. 27183.03 crores. 

The Rural Livelihood Mission is proposed to have a three-tier interdependent structure at the National, State and Panchayat level. The Governing Council of the Mission at the central level will be the policy making body setting overall vision and direction to the Mission, consistent with the national objectives. It will lay down priorities and review overall progress and development of the Mission and will meet at least twice a year.

NRLM programs is proposed to be implemented in all rural districts of different states  excluding the districts in Delhi and Chandigarh. However, the Governing Council of the Mission based on the latest available data is empowered to include or exclude the districts for the implementation of various components of the Mission.It is envisaged that the State Governments will transit into the NRLM mode only in a phased manner. Till such time the States do not transit into NRLM mode, the SGSY activities will continue to be implemented as per current guidelines/norms and fund releases will be made to DRDAs as per existing procedures.

Funds for implementing the Mission's programs are proposed to be directly released separately to the state level agency and the DRDAs. MoRD will release 75% of the approved amount to the State Government/DRDA and the State government will release the balance amount of 25%. In respect of north-eastern states, J&K, Himachal Pradesh & Uttrakhand, the Govt. Of India and state share will be in the proportion of 90:10, respectively. As far as possible, e-banking will be used for transfer of funds to the state level agencies and to the districts.The Mission will have a strong mechanism of Monitoring and Evaluation with the involvement of the state level agency and dedicated district level units..

The restructuring of SGSY comes close on the heels of the President's address to the parliament on 4th June,2009 and the Finance Minister's budget speech this year which envisage National Livelihood Mission (NRLM) as the cornerstone of national poverty reduction strategy.

Government expresses concern at public inconvenience caused by cancellation of Jet Airways flights

The Government has expressed concern at the inconvenience that is being caused to the traveling public by the cancellation of flights of Jet Airways.

 

The Home Secretary, Shri G.K. Pillai, taking into account the provisions of the relevant Civil Aviation Regulations laying down conditions of public interest, has written to the Chief Secretaries of all States to review the situation in their States with regard to the 'Wildcat' strike by Jet Airways pilots leading to disruption of flights. The State Chief Secretaries have been asked, in consultation in consultation with their respective Home Secretaries and Labour Secretaries, to see whether there is a necessity to invoke the provisions of Essential Services Maintenance Act (ESMA) to ensure restoration of services so that general public are not put into inconvenience.

 

At present, reportedly, 145 Captains and 154 Co-pilots of Jet Airways have reported sick enmass, as a consequence of which, a total of 119 flights have been canceled – 4 international flights and 115 domestic flights. At the moment all efforts are being made to divert passengers to other flights.

 

As per the Civil Aviation Requirements, any act on the part of pilots, which may results into last minute cancellation of flights and harassment of passengers, 'would be treated as an act against the public interest'.

 

Meanwhile, Chairman, Jet Airways, Shri Naresh Goyal has met the Secretary, Civil Aviation, Shri M. Madhavan Nambiar and the Director General Civil Aviation, Shri N. Zaidi today to brief them on the issue. The Ministry keeping in view the inconvenience that is being caused to the traveling public has directed the management to set up Control Offices at their headquarters, bases and airports. Jet Airways has been asked to ensure that their passengers are accommodated in other airlines depending on availability of seats. They have also been directed to put in place a full refund mechanism without any deduction - on passenger request. They have also been asked to adopt a method of combination/re-scheduling of flights for smooth transfer of passengers. The Ministry has directed the management to ensure full facilitation of passengers and their amenities. Jet Airways has been asked to minimize the inconvenience that is being caused to the traveling public.
