DGCA issues fresh directions to airlines

 

New Delhi : November 11, 2009

 

             The Directorate General of Civil Aviation (DGCA) has issued guidelines to all airlines following the skidding of Kingfisher aircraft in Mumbai yesterday.

ATR 72-212A aircraft of Kingfisher Airlines operating a scheduled flight IT-4124 Bhavnagar-Mumbai sector on 10 November, 2009 while landing at Mumbai on Runway 27A at 1640 hrs skidded off the Runway resulting in damage to aircraft.  All passengers and crew were evacuated safely.  Six passengers and one crew member were released after first-aid.  Aircraft is not obstructing the Runway and operations were restored.

            The Mumbai International Airport has undertaken the full re-construction of Runway 14/32 including the overlay of the Runway inter-section between 1 October, 2009 to 31 January, 2010 for 4 months on 24/7 basis and Runway 27 is available for operations between 25 October, 2009 to 27 March, 2010 for six hours between 1300 hrs to 1900 hrs on every Tuesday.  Only short runway operations were permitted on Runway 27A side.  These short runway operations were permitted after undertaking full safety assessment and operational requirements in consultation with airlines, AAI, MIAL and other stakeholders.   It is also mentioned that during the closure period on Tuesday, a total of 84 movements are involved.

 Operations at MIAL on short runway 27A are being reviewed in DGCA before and after the operations.  Keeping in view the inputs received, DGCA issued following directions to all airlines for strict compliance when using Runway 27A on Tuesday, 10 November, 2009 onward.  These directions are in addition to the existing directions of the DGCA.

 

1.         Pilot-1 should be a Training Captain and Pilot-2 should have minimum 300 hours of experience on type.

 

2.         No assisted take-off and landing is permitted.

 

3.         No Operation shall take place when Runway surface is wet.

 

4.         Pilots are required to file a de-briefing report after every flight.

 

DGCA had also directed MIAL to carry out videography of operations on every Tuesday during runway operations. DGCA, FOI has also been stationed at Mumbai Airport during closure.

 

            DGCA has ordered investigation into the incident.  DGCA has de-rostered in all Six pilots of three operators – Kingfisher, Go Air and NACIL.

 

            Three airlines on 10 November, 2009 operated flights during wet runway conditions.  DGCA has issued show-cause notices to three operators for alleged violations of its directions regarding wet runway operations.

 

DGCA is undertaking a full review of safety assessment for short runway operations at MIAL and will take appropriate decision.

Indian Society of Aerospace Medicine : A Curtain Raiser

Indian Society of Aerospace Medicine (ISAM) will be conducting its 49th Annual Conference at the Air Force Auditorium, Subroto Park from 13-15 Nov 2009. The Conference will be inaugurated by Chief of the Air Staff, Air Chief Marshal PV Naik. The Chief Patron of the Society, Air Marhsal Madhusoodanan, DGMS (Air) and President of the society will deliver the Presidential address. The theme of the Conference is "Military and Civil Aviation Medicine – Current Challenges"

 

The conference is a unique annual event that provides a platform for medical professional engaged in aerospace health to exchange ideas and advances in medical sciences to promote, protect and maintain safety of life in the hazardous and perilous environment in air and in space. The conference will commence with "Air Marshal Subroto Mukherjee Memorial Oration" delivered by Dr. SNA Zaidi, Director General Civil Aviation. He will be speaking on "Challenges and Opportunities in Civil Aviation" on 13 November 2009. The Subroto Mukherjee Oration was instituted in honour of the first Chief of the Air Staff of the Indian Air Force. The oration is a prestigious and much sought after feature at every annual conference of ISAM. Distinguished scientists like the Nobel laureate JBS Haldane and Sir CV Raman have delivered this oration in the past. Another highlight of the conference will be the AVM Srinagesh Memorial Oration, to be delivered by the eminent Cardiologist Dr Ashok Seth of Escorts Heart Institute on "Coronary Intervention – Is the Interventionalist a Threat to the Cardiac Surgeon?" An oration "Healthy Liver: Elixir of Life" will be delivered by Dr S Acharya, Professor and Head of Department of Gastroenterology, AIIMS.

 

A Scientific Exhibition will be inaugurated by Mrs. Madhubaala Naik, President Air Force Wives Welfare Association (AFWWA) during the conference. The scientific exhibition highlights the role and advancement of aeromedical equipment in modern aviation b y national and multinational companies. This also gives an opportunity for the users and manufacturers to stand on the same platform and exchange views. The conference provides an excellent business opportunity and prospect to showcase products/technology/expertise-domain and to gain a wide publicity for the companies dealing with aeromedical equipments.

 

A large number eminent doctors and scientists, both of national and international fame will participate in this conference. A total of about 200 delegates including foreign delegates will participate in this conference both from operational and medical streams. The members of ISAM are from varied fields viz aerospace medicine, clinical specialties, physiologists, aeronautical engineers, physicists biomedical engineers, psychologists, pilots etc. ISAM has been functioning as an expert platform for exchange of views from its members including those from all the three services, doctors from civil aviation, engineers and aircrew.

 

The society had made a modest beginning as the Aero Medical Society in 1952 to update medical officers with the ever increasing knowledge in the field of Medicine as practiced in the aerospace environment and to promote safety of life in air. Since then, under the leadership of successive DGMS (Air), the society has strived to further the science and art of aerospace medicine by stimulating investigation, study and dissemination of knowledge. It is with the perseverance and dedication of two generations of practitioners of Aviation Medicine, that today ISAM has attained its present exalted status and boasts of over 800 members. Indeed, this society has earned immense respect in the international community of aerospace medicine practitioners. Since 1954, the society has been publishing original scientific work conducted by its members in "Indian Journal of Aerospace Medicine". The journal is published biannually and distributed free of cost to all members. The society also supports original research activities.

Cyclone PHYAN is crossing Maharashtra coast near Mumbai

 

New Delhi : November 11, 2009

 

Latest coastal observations indicate that the cyclonic storm, PHYAN has moved north-northeastwards and lay centred near the Mumbai coast. It is likely to cross coast between Alibag and Mumbai and moved further north-northeastwards and weaken into a deep depression during next six hours.

 

According to India Meteorological Department (IMD) heavy to very heavy rainfall is likely to occur at a few places over Konkan, Madhya Maharashtra, Marathawada and south Gujarat Region during next 12 hours, while isolated heavy rainfall is likely over Madhya Pradesh during next 24 hours.

 

Winds having speed up to 65-85 km per hour are likely along and off north Maharashtra and South Gujarat coast during next six hours. IMD has suggested total suspension of fishing operation along and off the above coast.

Multi Disciplinary Committee of Experts constituted to assess floods damage in Karnataka

 

New Delhi : November 11, 2009

 

The Indian Council of Agricultural Research (ICAR) has constituted a Multi-Disciplinary and Multi-Institutional Committee of Experts to make an assessment in respect of flood affected areas in Karnataka, nature and extent of damage and suggest ameliorative measures. The Committee has been constituted on the behest of Union Agriculture Minister.

 

The Committee includes scientists from Central Soil and Conservation Research Centre, Bellary; National Bureau of Soil Survey & Land Use Planning, Nagpur and ICAR Research Complex for Eastern Region, Patna. The Committee has been called upon to visit the affected areas immediately and submit its report within a week. The experts will visit flood affected districts namely, Bellary, Bijapur, Bagalakot, Raichur, Gulbarga, etc.

 

The recent floods in Karnataka not only damaged the standing crops but also deposited silt, debris, etc. on farmers' fields. It also caused extensive river/stream bank/gully erosion making large areas unfit for cultivation.

Jaipal Reddy chairs the 31st Board Meeting of National Capital Region Planning Board (NCRPB)

THREE MORE TOWNS TO BE DEVELOPED AS COUNTER MAGNET AREAS

 

New Delhi : November 11, 2009

 

            Union Minister for Urban Development, Shri S. Jaipal Reddy Chaired the 31st Board Meeting of National Capital Region Planning Board, here today to discuss the various issues concerning the development of National Capital Region. The meeting was attended by Sh. Saugata Roy, Minister of State for Urban Development, Sh. Tejendra Khanna, Lt. Governor NCT-Delhi, Smt. Sheila Dixit, Chief Minister NCT-Delhi, Sh. B.S. Hooda, Chief Minister Haryana, Shri Naseemuddin Siddiqui, Minister for Housing & Urban Planning, Govt. of Uttar Pradesh, Sh. Jayant Malaiya, Minister for Urban Administration and Development, Madhya Pradesh, Secretary, Ministry of Urban Development and the Chief Secretaries and other senior officials of the Central and State Governments.

 

            Highlighting the decision taken at the board meeting Shri Reddy informed that the revised budget of the Board for the current year and the budget for the next year has been approved. He further said that the Board has agreed to provide total financial assistance of Rs.2700 crore from 2009-10 to 2010-11. Board also decided to raise total borrowing of Rs.8000 crore from ADB/World Bank/Kfw and domestic capital market for meeting the target investment of Rs.15,000 crore  during 11th Plan in the NCR.

 

            The Minister mentioned that the Board has agreed to the proposals for undertaking new studies on social infrastructure, Health, Education, Economic Profile and Household industries in the NCR. These studies are expected  to identify gaps and target interventions/investment needs in the  region. He further added that that NCR Planning Board also approved inclusion of three more towns viz. Ambala in Haryana, Kanpur in U.P. and Dehradun in Uttarakhand as Counter Magnet Areas, in addition to existing five counter Magnet Areas (namely, Hissar,Barielly Kota,Gwalior,Patiala).

 

           Shri Reddy stated that a new Integrated Multi-modal Transportation Plan for NCR which includes the proposal for Roads (Expressways, National Highways, State Highways & other roads), Bus systems, bus terminals, new rail lines, Regional Rapid Transit system (RRTS), MRTS, Airports, logistic hubs, integrated freight complexes etc. in the region was also approved by the Board. In order to  integrate leading and lagging areas of the NCR, the Minister  mentioned that the Board decided to initiate action for priority implementation of a region-wide rail based system connecting various metro/regional centres and sub-regional centres, which is considered necessary to widely share the benefits of economic density and agglomeration.

 

            Looking into the fast depletion of ground water resources in the region, Board approved a new Function Plan on Ground Water Recharge in NCR informed Shri Reddy. It highlights the need for recharging and techniques for implementing the same. It has identified many locations where State Governments can recharge the ground water, added the Minister. Further, in view of many new developments in the area such as Delhi-Mumbai Industrial corridor, Dedicated Freight corridors etc, he informed that the Board decided to initiate process for review of Regional Plan-2021, which is sue in September 2010.

 

            The Board also reviewed the progress of implementing common transport agreement signed by the states last year for free movement of taxis/autos in NCR and requested the participating states to speedily implement and operationalize it. The Board also called on states to urgently conclude the common Transport agreement for stage carriages between Delhi, UP,Haryana and Rajasthan, which will facilitate seamless travel of vehicles in the entire region.

 

The NCRPB Board has completed 25 years of its existence in planning and coordinating harmonized development of NCR. The achievements are as under:

 

·         Preparation of two regional plans 2001 and 2021. 

 

·         Functional plans for transport, power, industry and telecommunications.

 

·         Raised about Rs. 1,500 crore from the domestic capital markets and Rs. 1225 crore grant from Government of India and Delhi.

 

·         Provided financial assistance of Rs 4,057 crore for infrastructure development to support 230 projects costing Rs. 15, 000 crore in water supply, sewerage and sanitation, roads, ROBs, power generation transmission and distribution.

 

·         During first two years of the 11th Plan, the Board has approved financial assistance of Rs. 2098 crore for 59 infrastructure projects in the area of water supply, sewerage, transport, power etc and has disbursed loans amounting to Rs. 1428 crores.

 

·         Support of about Rs 960 crore for development projects worth s 5600 crore in five counter magnet areas in Bareilly (UP), Hissar (Haryana), Kota (Rajasthan, Gwalior, Patiala to act as regional interceptor of migration to Delhi.

 

·         NCPRB's major recommendation like upgradation of NH converging to Delhi and outer-grid roads an also construction of peripheral expressway (western and eastern) around Delhi is being implemented by nodal authorities.

 

·         Work on a 4.4 km signal free Badarpur flyover has commenced at the cost of Rs. 340 crore which is likely to be completed by December, 2010. 

 

·         Governments of Haryana and NCT of Delhi have commenced work on Munak Canal for carrying surface water to Delhi which is likely to be completed by end February, 2010. 

 

·         Railways are under process of implementing new rail lines namely Rewari-Jhajjar-Rohtak, Sonipat-Gohana-Jind and Delhi Cant. – Brar square.  These projects are likely to be completed by 2012. 

 

·         In addition, to increase the capacity of existing tracks, Railways doubling/ multiplying tracks in New Delhi, Sahibabad, Anand Vihar.  These projects are likely to be completed by 2011.

 

            The National Capital Region Planning Board (NCRPB) is a Statutory Body under the Ministry of Urban Development, Govt. of India, constituted under an Act of Parliament namely the National Capital Region Planning Board Act, 1985 for preparation of a plan for the development of the National Capital Region and for coordinating and monitoring the implementation of such plan and for evolving harmonized policies for the control of land uses and development of infrastructure in the Region.  The total area of the National Capital Region is 33,578 sq. kms covering nine (9) districts of Haryana i.e Gurgaon, Faridabad, Palwal, Mewat, Rewari, Rohtak, Jhajjar, Sonepat and Panipat; five (5) districts of U.P i.e Ghaziabad, Gautam Budh Nagar, Meerut, Baghpat, Buland Shahr and one district of Rajasthan viz. Alwar and NCT of Delhi.

Envoys of Five Nations Present Credentials to President of India

 

New Delhi : November 11, 2009

 

Five envoys presented their credentials to the President of India, Smt. Pratibha Devisingh Patil at a ceremony at Rashtrapati Bhavan.

 

The envoys who presented their credentials were: - His Excellency Mr. Julio De La Guardia Arrocha, the Ambassador of Panama, His Excellency Mr. Genaro Vicente Pappalardo Ayala, the Ambassador of Paraguay, His Excellency Mr. Jovan Mirilovic, the Ambassador of Serbia, His Excellency Mr. Thomas Matussek, the Ambassador of Germany and His Excellency, Mr. Gudmundur Eiriksson, the Ambassador of Iceland,

 

In her interaction with the envoys, the President welcomed them and said India is a growing economy and there are many fields in which it can work with other countries. The President mentioned that terrorism is a global menace and poses a threat to the global stability and security. The international community should come together and speak in one voice and take action. The President also noted that there were many lessons that could be learnt from the financial and economic crisis that had engulfed the world almost a year ago. Some of these were the need to have sound principles of financial governance and making multilateral financial institutions more inclusive to reflect the realities of today.

 

The credential presentation ceremony was attended by the senior members of the missions, senior officials of the Ministry of External Affairs and Rashtrapati Bhavan.
