President to give away 55th National Film Awards

New Delhi: October 19, 2009

 

The 55th National Film Awards for 2007 will be presented to the winners by the President Smt. Pratibha Devisingh Patil on October 21st 2009 in New Delhi. The eminent music personality Sh. Manna Dey will also be conferred the Dada Saheb Phalke Award for the year 2007 in the ceremony scheduled to be held at Vigyan Bhawan on Wednesday the 21st October 2009.

 

The National Film Awards aim at encouraging the production of films of aesthetic and technical excellence and social relevance contributing to the understanding and appreciation of cultures of different regions of the country in cinematic form, thereby also promoting integration and unity of the nation. In the feature film section, the awards are given in 31 categories which include Award for Best Feature Film, Indira Gandhi Award for Best First Film of a director, Award For Best Popular Film Providing Wholesome Entertainment, Award For Best Direction, Actor, Actress, Editing, Lyrics, Choreography etc.

 

In the Non-Feature Film section awards are given in 22 categories like Best Non-Feature Film, Best Biographical/Historical Reconstruction/Compilation Film, Special Jury Award, Best Audiography etc.

 

National Award for Best Writing on cinema and Best Film Critic are also given. The awards aim at encouraging study and appreciation of cinema as an art form and dissemination of information and critical appreciation of this art-form through publication of books, articles, reviews etc.

 

It may be recalled that the 55th National Film Awards for 2007 were announced on the 7th of September 2009. As per recommendations of the Jury, Kanchivaram (Tamil) was announced the Best Feature Film. Kanchivaram actor Sh.Prakash Raj was declared the Best Actor for his sensible multi-layered portrayal of a weaver in the film. Chak De India (Hindi) was adjudged the Best Popular Film Providing Wholesome Entertainment. Taare Zameen Par was adjudged the Best Film on Family Welfare. Taare Zameen Par also got award for Best Male Playback Singer and for Best Lyrics. Ms. Umashree was declared the Best Actress for her role in Kannada Film Gulabi Talkies. Gulabi Talkies was also declared the Best Feature film in Kannada. Master Sharad Goekar was adjudged the Best Child Artist for his role in Marathi Feature Film Tingya. Sh.Adoor Gopalakrishnan won the award for Best Direction for the Malayalam feature film Naalu Pennungal. The film also won the Best Editing Award for Sh. B. Ajith Kumar. The Children's Film Society, India produced Hindi Film Foto was adjudged the Best Children's Film. The Jury for the Feature Films Awards was headed by Ms. Sai Paranjpye. Thirteen othe0r members of the Jury were involved in judging the 92 entries for feature film categories for the 55th National Film Awards.

 

Hope Dies Last in War was adjudged the Best Non-Feature Film. Sh. Jayaraj was selected for the Award for Best Director for his Malayalam Non-Feature Film Vellapokathil. The Satyajit Ray Film and Television Institute, Kolkata produced Bengali film Lal Juto by Director Shweta Merchant was adjudged the best first non-feature film of a director. Films Division produced Hindi Film Antardhwani by Dr. Jabbar Patel was selected under the best Biographical/Historical Reconstruction/compilation film category. Ninety three entries for non-feature film section were viewed by six member jury headed by Sh. Ashoke Vishwanathan.

 

The Jury on Best Writing on Cinema headed by Ms. Namita Gokhale viewed 27 entries to declare From Raj To Swaraj : The Non-Fiction Film in India, the Best Book on Cinema. The Best Critic Award was given to Sh. V.K.Joseph for his intellectual and aesthetic integrity in writing about regional, national and world cinema. Eighteen entries were received for Best Film Critics Category.

HAJ 2009 Operations

New Delhi: October 19, 2009

 

The Union Cabinet today approved the following salient features for this year's Haj operations :

 

1. The Haj operations 2009 would commence from 20th October, 2009 and conclude on 1st January, 2010.

 

2. The number of Haj pilgrims would be approx. 1,23,211 under the Government subsidy scheme.

 

3. Every Haj pilgrim would pay only Rs.16,000/- as fare. The remaining fare would be borne by the Government of India.

 

4. The Haj operations would be carried out from 19 embarkation points as against 17 of last year.

 

5. Two embarkation points i.e. Ranchi and Mangalore, have been added this year in order to facilitate travel of Haj pilgrims from the States of Jharkhand and Karnataka.

 

6. The pilgrims would travel on Air India, Saudi Arabian Airlines and National Air Services of Saudi Arabia.

 

The Ministry of Civil Aviation is entrusted with the responsibility of providing air travel facility to Haj Pilgrims sponsored by Haj Committee of India.

Ministry of Urban Development  

Andhra Pradesh, Gujarat, Maharashtra & Tamil Nadu show good progress in urban sector reforms

New Delhi: October 19, 2009

 

        The Overall Reforms Progress under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) has indicated so far  that 56% of State level reforms committed till year 4 (2008-09) have been achieved, 50% of Urban Local Bodies (ULB)  level reforms and  57% of optional reforms committed till year 4 have been achieved. The mission was launched on 3rd Dec, 2005.  States such as Maharashtra, Gujarat, Tamil Nadu, and Andhra Pradesh have shown good progress in urban sector reforms. However it is of concern that Property Taxes have been withdrawn in Haryana, Rajasthan and Punjab. The Ministry of Urban Development has taken up this matter  with State Governments as it contravenes the spirit of JNNURM reforms. It is also recognized that certain States and cities have capacity constraints such as North- Eastern states, Jharkhand, Jammu & Kashmir and small towns under UIDSSMT scheme.

 

        Governance Reforms are Central to successful  implementation of JNNURM. The main objective of the implementation of reforms under JNNURM is to provide an enabling environment for the growth of our cities by enhancing effective urban service delivery, land management, financial management and stakeholder participation in local governance. The portfolio of reforms covered by this roadmap can be broadly classified into Governance reforms, Land and Property Reforms, Reforms for financial sustainability and Accountability reforms.

 

Some of the achievements on Reforms are as under:-

 

In Jharkhand, municipal elections were held after a gap of 22 years

20 states have taken steps to establish District Planning committees, 8 during the Mission

10 States have rationalised Stamp duty to 5%. Stamp Duty in Chandigarh was increased to 6.3% from 5%, but after intervention of the Ministry, this has now been reverted back to 5%.

16 States have enacted public disclosure laws and 9 states have enacted community participation laws

13 cities have accomplished e-governance reforms

29 cities have migrated to Double Entry Accrual Based Accounting System and have published their Balance Sheets after valuation of their assets and liabilities

15 cities have achieved 85 % coverage in Property Tax collection and 13 cities have achieved 90% collection efficiency

45 cities have Internal earmarking of funds for services to urban poor in their annual budgets

47 cities have undertaken revision of Building Bye-Laws for Mandatory Rainwater harvesting in all Buildings

Encouraging of PPP has been done in 40 cities.
