Favouring reservation for Muslims, Uttar Pradesh Chief Minister Mayawati today said that 27 per cent OBC quota should be increased by making constitutional amendment to include backwardmuslims in it.

UPA government's move to provide fixed quota to Muslims under quota for other/most backward classes (OBC/MBCs) may lead to polarisation of votes on communal lines in 2012 assembly poll.While the Congress may not gain much from it, the decision may give a lease of life to theBharatiya Janata Party, which is desperate to regain the lost ground in the state.Reports Times of India.

As it finalises the Lokpal Bill for moving it in Parliament next week, government is open to many suggestions made at the all-party meet, including bringing PM under the purview of the ombudsman with certain safeguards and 50% quota for SCs, STs and others.

The bill, which is being given final touches, is expected to be taken up by the Cabinet at its meeting on Monday after which the government plans to move it in Parliament next week before the end of the session on December 22, sources said.
Considering the sensitivity of the legislation, fine-tuning is being done by an informal group of ministers including Finance Minister Pranab Mukherjee, Home Minister P Chidambaram, Law Minister Salman Khurshid and MoS Personnel V Narayanasamy.

While the bill will see incorporation of recommendations made by the Parliamentary Standing Committee which examined it, the government today made it clear that it was open to other ideas that emanated at the all-party meeting convened by Prime Minister Manmohan Singh on Wednesday.

These include bringing the Prime Minister under the purview of the ombudsman with certain conditions and providing 50% reservation to Scheduled Castes, Scheduled Tribes, OBCs, minorities and women.
The demand for reservation was made by almost all the parties, except BJP, at Wednesday's meeting, the sources said.

With regard to demand for inclusion of Group 'C' employees, the sources said discussions are underway to create an "appropriate mechanism" for this.

One of the suggestions in this regard is placing them under the purview of the CVC who would be asked to report the progress on anti-corruption cases to Lokpal.

    On the other hand,Paving the way for subsidised foodgrains to poor, the government today cleared the Food Security Bill that seeks to give legal entitlement of cheaper food to over 63 per cent of the population that will cost an additonal subsidy of Rs 27,663 crore.

    Under the Bill cleared at a special meeting of the Cabinet, chaired by Prime Minister Manmohan Singh, each person of the priority household, similar to Below Poverty Line families under current Public Distribution System (PDS), would be supplied seven kg of rice, wheat and coarse grains per month at the rate of Rs 3, Rs 2 and Rs 1 per kg respectively.

    According to estimates, the implementation of this would result in higher food subsidy by Rs 27,663 crore taking the overall figure to about Rs 95,000 crore.

    The Bill, considered to be the pet project of UPA Chairperson Sonia Gandhi, was announced in the election manifesto of the Congress Party in 2009 general elections.

    Since September, 2009 the empowered Group of Ministers, headed by Finance Minister Pranab Mukherjee, has been deliberating on it.

    Agriculture Minister Sharad Pawar has been vocal about his criticism of the initiative due to financial burden and also about the avaialbility of foodgrains to meet the requirement under the proposed law.

    The government would require 61 million tonnes of foodgrains to provide food security as against 55 million tonnes required now under the PDS.

    Food Minister KV Thomas, who has met senior Cabinet Minister (including those from UPA allies) last week to evolve a consensus in view of some differences voiced by Pawar and also Trnamool Congress seeking more time to study the Bill.

    Besides cheap foodgrains to the poor, the Bill also seeks to provide minimum three kg of foodgrains per month per person under general household category at rate not exceeding 50 per cent of the Minimum Support Price.
    The government has also made a special for pregnant women and lactating mothers, children, destitutes, homeless and people under starvation among others.


    Meanwhile,DOW Chemical has agreed to remove all its branding from London's Olympic stadium, in a victory for campaigners furious at the US conglomerate's links to the deadly Bhopal gas disaster, a British newspaper reported today.

    DOW said it was agreeing to the "vision" of the 2012 Games by waiving its sponsorship rights to place its brand on a controversial fabric wrap for the stadium.

    However, its hopes of dampening the row received a blow -after the Sunday Express found it had been in talks with the Olympic Park Legacy Company about partnership deals in what will become the Queen Elizabeth Olympic Park after the Games.

    The Queen has close links with India and the park is being named for her Jubilee.

    Dow was made a sponsor of London 2012 by Lord Coe's organising committee (Locog) in August.

    Dow spokesman Scott Wheeler said: "The agreement ­ between Dow and ­ Locog was limited to branding of five 'test panels' that were to be removed in the months before the Games and were not part of the final design.

    "In mid-summer, Locog and Dow discussed Dow deferring the rights to these five panels to allow free and full execution of the design as determined by Locog. Dow agreed to this to ­ support Locog's and London 2012's vision for the stadium wrap."

    The Sunday Express reported that an unnamed artist now working on the wrap insisted on "artistic integrity", which meant not using Dow's logo.

    Amid growing resentment over Dow Chemicals' association with the London Olympics, the Indian Olympic Association's Executive Board had decided last week to write a "strong" protest letter to the International Olympic Committee, seeking the removal of the company as a sponsor of the Games next year.



    Besides fear of a backlash of Hindu OBC/MBCs who would not like their quota share to shrink, political analysts and Muslim intelligentsia are skeptical about the UPA move given the socio-economic and educational backwardness of Muslims . It may also hurt the Samajwadi Partyand the Bahujan Samaj Party, which have strong base among Hindu OBC/ MBCs.
    While a section of the All India Personal Law Board (AIMPLB) and several Muslim-base parties have rejected the move on grounds that their demand was a dalitlike-quota by amending Article 341 of the Constitution, because 36 out of 38 Muslims classes are in the OBC list in UP, the Muslim intelligentsia says the need today is to empower backward Muslims at the grassroots so that they can reach a position required to avail the quota benefit. They also fear that the move may prompt the BSP and SP to step up their campaign to woo Muslims, leading to split in votes, which would help BJP.
    Muslims constitute 18% of UP's population and can tilt elections in around 130 out of 403 seats in the assembly. Muslims voted for the Congress till late 1980s, but deserted it after the Babri Mosque demolition.
    They supported SP for a decade till Mulayam Singh Yadav shook hands with Kalyan Singhunder whose regime Babri Mosque was demolished. As voting en bloc for a party-led to communal polarisation helping BJP, the Muslims now vote for candidates in position to defeat BJP in their respective constituencies. Muslims comprise 20-30 % of electors in 34-odd assembly seats and 30-45 % in 36 constituencies .
    "Muslims are already in OBC list in UP. However, majority of backward Muslims dropout before class 10 and get into family trade to earn livelihood. Only 2-3 % are able to avail the quota benefit and that too is restricted and recycling in classes which have already progressed through the OBC quota. Most of the Muslims are self-employed in petty trades such mechanics or are in lowly placed jobs in private sector. They require support to reach to a level, educationally and economically, from where they can avail benefit of quota," says Prof Muhammad Muzammil, department of economics, Lucknow University .
    About 75 classes are listed as OBC/ MBCs in UP. As per Sachar Committee report , while the enrolment rate of dalit children (6-14 years) in UP is 80.2%, for the OBC it is 85.9%, and upper castes 93.5%. But, for Muslims, it's 69.4%.
    The average schooling years of Muslim children in 6-14 years age group is also lowest. While average of entire population is 3.43 years, for scheduled castes/ tribes it is 3.09 years, for others 3.85 years and for Muslims only 2.6 years. The quota facility can be availed only after class 10 or 12 but majority Muslim students dropout before that.
    "Muslims are getting quota facility in UP on the basis of Mandal Commission report which states that OBCs are 50% of the population. The OBC quota at present is 27%. There is no authentic break up of backward classes. Dominant OBCs like Yadavs and Kurmis, which have been getting maximum benefit of OBC quota, would oppose the move as it squeeze their space. Yadavs form SP's base and MBCs support BSP. However, the move will provide BJP an opportunity to raise the issue of Muslim appeasement, creating possibilities of polarisation of votes on religious lines," says political analyst JP Shukla.
    SP leader Azam Khan has described the Congress move as a 'political bribe which would divide OBCs on communal lines' and has demanded implementation of reports of Sachar and Rangnath committees in toto. UP chief minister Mayawati has also asked for constitutional amendment for dalit-like-minority quota. She is also said to be considering quota within quota for minorities and may announce it at the Muslim Brotherhood Rally on December 18.
    Congress leaders, however, say the Centre is also considering to fix quota of MBCs in OBC quota to prevent a backlash against Muslim quota.

    "BSP government favours quota for muslims. The Centre should amend the constitution and increase 27 per cent quota of OBCs to include muslims in it. Our party will support it," Mayawati said addressing a rally here.

    Mayawati said that for providing a reservation, a national policy should formulated so that same system should be in place in the entire country. Alleging that Congress always betrayed muslims, she said that it used muslims as mere vote banks and did nothing for their welfare.

    "In the Congress regime, the country witnessed maximum riots which had a deep impact in the minds of muslims. The community had to live in fear for 40 years in Congress rule in the state," the Uttar Pradesh Chief Minister said.

    Claiming that due to the soft stance of Congress towards BJP, its associate organisations like RSS, VHP and Bajrang Dal got strengthened, Mayawati said it resulted in the Ayodhya incident of December six, 1992 (Babri mosque demolition) due to which the community started feeling insecure.

    "The BSP has given maximum number of tickets to muslims in Lok Sabha and Assembly polls," she claimed adding that other parties deliberately ignored the community.

    Stating that SP supremo Mulayam Singh Yadav's statement during Ayodhya incident created tension and riots, Mayawati said that in her government law and order was utmost priority and no incident was reported post-Ayodhya title dispute decision.

    Condemning association of muslim community with terrorists, Mayawati said that terrorists did not have any caste and associating them with a particular community was wrong.

    Emphasising the need for finding the root cause of rising terrorism, Mayawati asked the Centre to step up intelligece and timely share information with states to thwart terrorist activities.

    Mayawati also alleged that Central funds on various head for muslim welfare were not reaching the state timely.


    Ajit Singh sworn in as civil aviation minister


    Days after he struck an electoral deal with the ruling UPA, Rashtriya Lok Dal (RLD) leader Ajit Singh was Sunday sworn in as cabinet minister at a brief ceremony at Rashtrapati Bhavan.
    Singh was the only minister to take oath at a 50-minute ceremony. President Pratibha Patiladministered the oath.

    Son of former Prime Minister Charan Singh, Ajit Singh is a six-time member of the Lok Sabha and represents the family bastion Baghpat.

    Prime Minister Manmohan Singh, Congress president Sonia Gandhi, Congress general secretary Rahul Gandhi and some ministers were present as the 72-year-old Jat leader took oath in Hindi.

    Several senior ministers stayed away due to prior engagements. These included Finance MinisterPranab Mukherjee and External Affairs Minister S.M. Krishna.

    Vice President Hamid Ansari, Defence Minister A.K. Antony, Home Minister P. Chidambaram, Commerce and Industry Minister Anand Sharma and Renewable Energies Minister Farooq Abdullah were among those present.

    The RLD has five members in the Lok Sabha, including Singh and his son Jayant Chaudhary.
    Singh, who joined the United Progressive Alliance Dec 12, is likely to be made the civil aviation minister.

    The Congress admitted the RLD into the ruling alliance in a bid to improve its prospects in the coming Uttar Pradesh assembly elections.

    PM's statement on Kudankulam power plant termed 'anti-people'

    An organisation spearheading the anti-Kudankulam stir Sunday termed Prime Minister Manmohan Singh's statement about operationalising the nuclear power plant in a couple of weeks as 'anti-people', saying it indicated that the state government's resolution to halt work on the project was never honoured.
    "The Prime Minister's assertion that the first unit of KNPP would be operational in a couple of weeks simply betrays the fact that the cabinet resolution to halt work there was never honoured earnestly or implemented effectively," People's Movement Against Nuclear Energy said in a statement here.
    PMANE also alleged it is very clear now that the Centre, Department of Atomic Energy, Nuclear Power Corporation of India Limited and KNPP authorities had all been 'secretly' working on loading fuel rods in the reactor, "against the letter and spirit of the cabinet resolution."
    This, PMANE said, was in complete violation of all Atomic Energy Regulatory Board rules and international regulations, which mandated compulsory mock drills and evacuation exercises among local people before loading fuel rods in the reactor.
    Though Tamil Nadu wanted the Centre to allay the fears of Tamil people, the latter had simply put together "an assorted 15-member expert group for talks with the state team."
    However, this team had never shared any basic documents on KNPP with the state team or convincingly answered queries of locals or interacted with them, it said.
    PMANE said it was regrettable that Singh had announced dates for commissioning the plant even as preliminary talks were on,"showing scant regard for dialogue."
    "We condemn the Prime Minister's gross disrespect for the Government of Tamil Nadu and disregard for the Tamil people's feelings, sentiments and interests," it said.
    The Prime Minister had said in Russia that the first reactor at Kudankulam would be operationalised in a couple of weeks and the second one in another six months.

    On his way back from Moscow, he had made it clear that the Kudankulam reactor cannot be allowed to remain "idle" when the nation has sunk an amount of Rs 14,000 crore on the project.

    Samajwadi Party wooing muslims ahead of UP polls; demands separate quota in government jobs

    NEW DELHI: With elections to the Uttar Pradesh assembly just around the corner, competitive politics among three "secular" contenders - the Samajwadi Party, BSP and Congress - to woo the Muslims is set to intensify.


    Days after the Union Cabinet, bowing to the demands of the Muslim clergy from the state, exempted madrasas from the right to education, SP demanded a separate quota for the community in government jobs "in proportion to their population".


    Party chief Mulayam Singh Yadav, in fact, rejected the quota-within-quota proposal mooted by Union law minister Salman Khurshid, who had suggested that backward Muslims be granted reservation in government jobs from within the quota earmarked for the OBCs.


    "This will be betraying both the Muslims and the OBCs. There should be separate quota for the Muslims, which should be commensurate with their population. Also, there should be no discrimination among the community members along caste and class lines while deciding the beneficiaries," the SP chief told ET on Thursday.


    With the Election Commission getting ready to set the ball rolling for the next round of electoral battle, competition among the three "secular" parties for capturing the Muslim votes - about 15% of the electorate - has hotted up.


    On AICC general secretary Rahul Gandhi's prodding, the Cabinet had on Tuesday cleared the proposal exempting madrasas from the Right to Education Act. The demand had been on top of the agenda of Muslim clerics for sometime now.


    In fact, it had become a major bone of contention between the Centre and All-India Muslim Personal Law Board, as the latter feared that extending the purview of RTE to madrasas would lead to government control and interference in the functioning of the institutions.


    The issue, however, was resolved after Gandhi met board president Maulana Rabe Hasan Nadvi in Lucknow on Tuesday. Maulana Nadvi is rector of Nadwatul Ulema, a leading Islamic seminary.


    Not to be left behind, SP has mounted an aggressive campaign to win back Muslims. The community had been steadfast in its loyalty to Yadav's outfit since the peak of the Ayodhya movement. But, recently, it had shown signs of gravitating back towards Congress.


    Incensed with the SP supremo's dalliance with ex-chief minister Kalyan Singh - the erstwhile Hindutva posterboy who held the reins of UP when the Babri Masjid was demolished in 1992 - a sizeable chunk of Muslims had backed Congress in the 2009 general election.


    In keeping with this endeavour, SP members, led by Kaushambi MP Shailendra Kumar, on Thursday rushed to the well of the Lok Sabha during the Zero Hour and later at 2 pm, seeking permission to take up the issue of Sachar Committee recommendations and their implementation.


    Their voices, however, were drowned in the din caused by NDA members, who were demanding home minister P Chidambaram's resignation.

    Now that it has the Congress-Rashtiya Lok Dal tie-up under its belt and Chaudhary Ajit Singh has been sworn in as Union minister, the United Progressive Alliance government is getting ready to grant reservations to Jats in the central list of Other Backward Classes, and the announcement is expected in the next days.

    The government had already announced its intent to include backward Muslims in the Mandal list at the Centre, which provides 27 per cent reservations to the OBCs. The idea is to help consolidate the Jats and Muslims behind the Congress-RLD alliance, which is expected to have a bearing on 60-70 seats, most of them in western Uttar Pradesh, which the alliance sees as its main catchment area. The reservation to Jats-Muslims move may annoy the Yadavs but that is a group unlikely to vote for the Congress.

    Finally, with the crossing of the 't' s and the dotting of the 'i' s, the Congress has decided to leave 45 seats for the RLD in the assembly elections, which has formally joined the United Progressive Alliance, while this alliance takes the UPA tally in Lok Sabha up to a more comfortable number 277, from the razer thin 272.

    When the late PM Vishwanath Pratap Singh had opted to implement the Mandal Commission's decision in August 1990, the late socialist leader Madhu Limaye had repeatedly urged him to include Jats in the list. Limaye had argued that had Singh listened to him, it would have saved the Janata Dal government, forcing Jat leaders like Devi Lal and Ajit Singh to fall in line.

    RAMABAI NAGAR (UP): Making an ambitious outreach to "most backward castes" Congress general secretary Rahul Gandhi on Saturday usedSam Pitroda, the technocrat acclaimed by many as the architect of India's telecom revolution.

    By any standards, it was a remarkable hatchet job. The Yashwant Sinha-chaired parliamentary standing committee on finance described the National Identification Authority of India Bill 'unacceptable' in its present form. The committee asked how the Nandan Nilekani-led UID project had been collecting personal information from millions of people without taking the permission of parliament.

    While the NIA Bill would have given the UID project legal sanctity, the problem, the committee, said was why the government allowed UID to operate for almost three years without seeking legal cover. In the meantime it had built up a huge database of names, addresses, fingerprints and iris scans.

    There were other problems. Illegal immigrants too could get Aadhar cards issued by the UID project, helping them avail of social sector schemes and putting them on an eventual path to citizenship. The report raised technical concerns about the use of biometrics, the safety of data collected, as well as the privacy implications. Other government ministries too were unenthusiastic about UID, notably the home ministry, which is compiling its own database of citizens under the national population register project, and the finance ministry. And even the Planning Commission, UIDs parent, stuck the knife in, telling MPs that the project had gone well beyond its original mandate. ET on Sunday emailed Nilekani for this story but he did not respond.

    PEAS IN A POD

    Critical though it was, the report sprung one big surprise towards the end - in the very last para in fact. After saying the bill was unacceptable in its present form, the committee went on to say: "The data already collected by the UIDAI may be transferred to the National Population Register (NPR), if the government so chooses." This was ironic, since NPR and UID have much in common.

    The NPR came about after the Kargil War, when the Cabinet under the BJP-led government decided to register all citizens and non-citizens resident in the country, and issue them separate identity cards. Legal backing to the NPR project was in place by 2004, through amendments to the Citizenship Act, as well as new rules which specified an entire institutional setup under which the data was to be collected and compiled.

    Quota within quota for Muslims could be the next flashpoint

    Even before the political fire over allowing 51 per cent FDI in multi-brand retail could be doused, the Congress is getting ready for the next flashpoint —  quota for  Muslims within the reservation for other backward castes (OBCs).
    "Welfare of the minorities has been our policy and our manifesto promises that we shall take all steps necessary to solve the problem of their educational and economic backwardness, and we expect to take a decision on this issue soon," Congress spokesperson Rashid Alvi said.
    However, it is the political mileage of the quota for Muslims that has lent an element of desperate urgency to the Congress decision-makers.
    With all-out efforts being made by Congress general secretary Rahul Gandhi to restore the party's position of primacy in Uttar Pradesh politics in the 2012 assembly elections, the UPA government has a political compulsion to make this move.
    It is seen as win-win situation for the Congress vis-a-vis the two major opponents — the ruling Bahujan Samaj Party and the Samajwadi Party. For the SP, the move will dent is support base among the OBCs and the Muslims, as an opposition to this quota for the minorities would wean them away from it. For the BSP, the move come comes as an answer to Uttar Pradesh chief minister Mayawati's announcement to split the state into four.
    The party would not mind turmoil in parliament because of the obvious political dividends. "We do expect a hostile reaction from different quarters, but then we are prepared for it," a senior party functionary said.
    Highly-placed sources in the party indicated that the cabinet would take a decision on this issue in the third week of this month, and a lot of preparatory effort has already gone into the exercise.
    A note prepared by the Union ministry of social justice envisages the government to bring a simple gazette notification after the cabinet approval, rather going for a parliamentary approval.   The note prepared in consultation with the law ministry says there is no need for Parliament's nod as reservation would be carved out of the OBC quota.
    The Muslim communities to get the benefit will be notified by expanding the list of the OBCs as was done last week by adding 50 castes from 20 states, including Andhra Pradesh, Goa and Maharashtra, in the list by the social justice ministry on the recommendations of the National Commission for Backward Classes.
    Uttar Pradesh has 18 per cent Muslim population according to the 2001 census. Around 24 per cent of them, including Muslim Jats in western UP, could swing the poll fortunes of whichever party they vote, that too mostly en-block as seen in the past polls.

    Mayawati seeks poll victory as birthday gift from Muslims

    LUCKNOW: Contrary to expectations of important poll announcements, particularly sops for Muslims, UP chief minister and BSPsupremo Mayawati on Sunday, while reiterating her demand for a separate Muslim quota at the mammoth party convention for Muslim, Kshatriya and Vaishya communities, chose to thank her supporters in advance for birthday falling next month and said that the best gift for her would victory in upcoming state assembly elections.

    It was Mayawati who set the ball rolling on the issue of Muslim quota in July this year by writing to prime minister. In response, theCongress led UPA government promised to bring fixed quota for Muslims within quota for other backward classes (OBCs). As a result, Maya was under pressure to make announcements to counter Congress's move to keep intact her Muslim vote bank which played a crucial role in bringing her to power in 2007 assembly elections.

    However, Mayawati reiterated her demand for a separate quota for Muslims as recommended by Sachar and Rangnath Mishra committees. "Muslims must be given quota on the basis of their population, for which the proportion of OBC reservation should be increased and a national policy should be formed to ensure that the benefits of quota reach Muslims across the country. BSP will support constitutional amendment required in this regard," she said.

    Muslims constitute 18% of the UP population and can affect elections in over 150 constituencies. In 2007 assembly polls, Mayawati fielded 59 muslim candidates, of which 29 won. The Muslim votes also gave her edge in other seats. However, in 2009 Lok Sabha elections, of 20 Muslim candidates, only four won and the community preferred Congress and SP over BSP. As a result, the BSP, which was expecting to bag 45 seats, could win only 20 in the state.

    Since Muslims tactically vote for the party which can defeat BJP, Mayawati reminded Muslims that it was Congress government at the Centre when the Babri mosque was demolished in 1992. She also said that during Ram Temple movement in 1989, SP chief and the then chief minister Mulayam Singh Yadav's provocative speech on foolproof security of Babri Mosque in Ayodhya (parinda bhi par nahi mar sakta) and led to riots in all over the state and country.

    In comparison, Maya said "In my rule there were no riots. There was peace even after 2010 Ayodhya verdict". Hinting towards shilanyas in Ayodhya during Rajiv Gandhi's prime ministership, she said that the Congress is responsible not only for many riots in the country after independence but has also promoted activities of VHP, RSS and Bajrang dal leading to demolishing of Babri mosque but she did not allow Mathura and Varanasi to become another Ayodhya.

    Maya also touched the raw nerve of the Muslims by saying that during her regime, no one was harassed on ground of suspicion of involvement in terror acts but at the same time she kept away from the saffron terror controversy by adding that she believes that terror has no religion. Citing anti-sikh riots of 1984 after assassination of Indira Gandhi, she said that under Congress rule, entire Sikh community had to suffer for wrongdoing of a few from the community.

    Emboldened by presence of huge Muslim gathering conspicuous by presence of skull caps and burqas, Mayawati promised to give proper representation to Muslims in ticket distribution for assembly polls and in the government, if voted back to power. Pointing towards her right hand man and party leader Naseemuddin Siddiqui who has over 12 departments under him as minister, she said that Opposition parties have not given any Muslim leader such importance.

    Counting steps taken by her for development of Muslims, she said that she has delivered and not appeased Muslims like Congress. She claimed that the Centre had sanctioned Rs 1015.70 crore for UP under multi-sectoral development plan but so far only Rs 634.08 crore has been released. She also claimed that the law enacted by her government to grant special status to Muslim educational institutions is pending with the Central government for approval.

    Social Polarisation of SCs and OBCs can destroy brahminical system Hence, through communists, they are trying to break it

The question is that revolutionary circumstances have been created in the country, but revolution is not taking place. It has become a riddle as to how revolution can take place. Only because revolutionary circumstances have been created in the country revolution will not come. To bring about revolution, many other things are needed. The objective of BAMCEF is change of system. It is being repeatedly mentioned here. We are also saying that circumstances for change of system are already existing in the country. But the actual change is not taking place. Why this change of system is not taking place? To understand its complexities, we have kept this topic for discussion today,

    Before understanding what we mean by "Vyavastha Parivartan"? Change in the power structure of the country means change of system, How it will be done? To achieve this objective the first requirement is of social change. Then second requirement is political change and in the end there will come change of system. Social change means, those oppressed and ruled castes who need change of system, there must be refixation and re-establishment in their mutual relations. Brahmin-vad is a system and it has got a definite ideology on the basis of which this system is standing and standing firmly since last two thousand years. Hence if we want to change the system of Brahmin-Vad. then we must change its ideology Today, the mutual relations of the oppressed castes have been fixed in accordance with brahminical ideology. The foundation of it is "Graded Inequality", Unless and until the mutual relations of these oppressed communities, which are fixed on the basis of graded inequality, there can not be a social change. And unless there is a social change, there can not be a political change. Because, due to this inequality existing in their mutual relations, the political.behavior of these oppressed and ruled castes is different, un-united and some lime mutually contradictory. Therefore; because of the reflation and re-establishment of their mutual relations, these castes will be able to rise as one society. Then, their political behavior and action will be one and similar. This will bring political change in the country and then this change can be used for change of system.

    There are four pre-conditions without fulfillment of which change of system it not possible. The first and foremost precondition is to have a common objective of all those oppressed castes, who need change of system Today they do not have common objective It is a bitter truth, The second pre-condition is to have a common ideology. It can nto be Gandhi-ism. Lohiya-ism or Marxism. This ideology can only be Phuley Ambedkarism. Today the oppressed and ruled castes are yet to acquire one ideology. But the process has began. In any condition, these castes
    will have to bring together on the basis of this common ideology of Phuley-Ambedkarisrn. The third pre-condition is development of leadership among these castes. Even among'them, those castes, which are most backward like SCs/STs and M.B.C., the leadership must.be developed among them. Today there are many leaders in these castes. but there is no leadership "working specifically for change of system. It is most lacking. Hence it is necessary to create this leadership among them: The fourth and the last pre condition is social polarisation of SCs and OBCs. Without fulfillment of these four preconditions, you can not achieve the objective of change of system.


    When polarisation of SCs and place, if automatically affects other oppressed and ruled castes like STs. The converted minorities, not only get influenced by this polarisation, but it is their demand. We can see it happening in U,P. There, the backward muslims had some time back conducted a special campaign for bringing SCs and OBCs together. Therefore the polarisation of SCs and OBCs has got a potential to bring all the oppressed and ruled communities together. And this polarisation can affect the power structure of the country in a major way, What is this effect? Those ruling and oppressor castes, who are now controlling the power structure of the. country, because of this polarisation, they are bound to loose their control over the power structure and in their : place, the control of the oppressed and ruled caste will be established. How can this happen? We keep on telling our people that political structure is a mere reflection of the social structure. Those castes, which are considered to be degraded and rightless in social structure, the same castes are degraded and rightless in power structure also. When these castes rise up in social structure, they are bound to rise up in power structure also. Therefore it is necessary to have a change in social relations of these oppressed and ruled communities, which are established on the basis of inequality and conflict, are refixed and re established on the basis of equality and brotherhood. This will bring change in political structure and there will be a revolution in the country.

    Today, the OBCs have come up in political power on a large scale. But still, change of system is not taking place. Because, this political power is not being used for bringing change of system. Instead it is being used to strengthen the existing brahminical system. These OBCs are enjoying power within the limitations of existing system and hence change of system is not taking place. Because the polarisation of SCs and OBCs has not taken place. The immediate result of such a polarisation is that the brahmins and upper castes loose their domination. Hence, the ruling castes are not allowing the polarisation of SCs and OBCs to take place. And to break this polarisation, they are planning in various ways and have adopted different strategies. To prevent the polarisation of SCs and OBCs, they have first adopted the strategy of religious polarisation in the name of Hindutva. But the present circumstances of the country has proved that this strategy of religious polarisation has failed and became ineffective. Along with this, the ruling castes have also come to understand that as a reaction of religious polarisation, the process of social polarisation of SCs and OBCs gets momentum and this creates dangers for the ruling castes. Hence, the ruling castes have prepared another strategy to retain their control over the political structure. This strategy is to use the communist brahmins for the purpose of preventing the polarisation of SCs and OBCs.

    Sometimes back, we have seen in U.P. that no political party of upper caste can face the polarisation of SCs and OBCs. Hence, they have now brought forward these psudo communists, who are always giving the slogan of class struggle and unity of oppressed of the world, to break this polarisation. They began their efforts and became successful also in breaking the alliance of SCs and OBCs. In this context, we have to note that RSS-BJP the pro~hindu forces could not break this alliance. At the most, they must have taken some advantage of the situation, but that is also not on large scale. That is why, they are now running this campaign to break the alliance of SCs and OBCs through these pseudo-communists. The communists are very much active today in protecting brahminsm and brahminical interests, Not only that whatever experiments they have concluded in U.P. to break this alliances, they are now extending it throughout the country. In fact 1 would like to go one step ahead and tell our people that today RSS-BJP is not in a position to work for protecting brahiminical interests. Because, the moment they work for this purpose, the SCs and OBCs become united to oppose it, as reaction to their efforts. Hence, today there efforts of protecting brahminical interests are now being made by communists. What is the proof of it? In U.P., B.J.P. has got maximum MPs elected, But very lew of these arc brahmins and large no, of them comes from OBCs. BJP is a brahmin party, but still it could not get more brahmins elected in U.P. Where as CPI (M) is not a brahminical party. But out of the 13 general seats of Lok Sabha in West Bengal, won by communists, 11 of them are brahmins and that too higher brahmins. The remaining two are other upper castes. Not a single M.P. is from OBCs. What more proof we need to prove that at present communists are protecting the brahminical interests.

    Secondly, in West Bengal, not a single SC/ ST MLA has been made a cabinet minister. When BJP forms a govt. in any state, it definitely makes SC/ST MLA as Cabinet Minister. They can not do without it. But West Bengal is the only state. where communists have got SC/ST MLAs. but no minister.They say that there is no capable person with them, whom they can make minister. How they, are working for protecting brahminical interests, this is second proof. The third proof is in connection with Mandal Commission. The comniunists have taken a stand that there are no OBCs in West Bengal. Because of certain pressure of circumstances that are developing in the country. we can find some change in their stand. But as a matter of policy, there is no change in their stand. What more proof we need in protecting brahminical interests by communists. The fourth proof in connection with creamy layer. Today, only the communists are very much active in implementation of creamy layer. Through creamy layer, the rulling castes are conspiring to counter the entire reservation policy and in this conspiracy the communists are leading.

    It means. BJP and Congress can not work in present circumstances for protecting brahminical interests, if BJP comes forward for this purpose, there is a direct opposition and as a reaction of this, the polarisation of SCs and OBCs gets strengthened. That is why pro-hindu forces can not become successful. Congress is also a brahminical party. But it can not do any thing to protect brahminical interests, since it is struggling for its existence and in its endeavor to save its existence, it has fallen on the feet of very those people in U.P. who have been degraded most by brahminical system. Therefore, the brahmins have in well planned manner, given this responsibility of protecting the brahminical interests to brahmin communists and Marxists. And today these people are playing their active role in this area. It is this activism of communists that has lead to breaking a mutual understanding and coordination between Kanshi Ram and Mulayam Singh Yadav, The communists have played a big role in keeping BSP out and including S.P. in United Front. These are very recent developments. When Laloo Prasad Yadav president of Janata Dal tried to have political alliance with BSP for parliamentary elections, Harkishan Singh Surjeet of CPI (M) gave a threat that if Janata Dal forms alliance with BSP, they will not join this front. He used veto against BSP.

    Mr. D.K. Khaparde in his speech charged that these efforts of communists to protect the brahminical interests has created political instability in the country and it can be seen more vigorously in UP. in U.P. no party can form a govt. without having alliance with BSP. But the communists are preventing this alliance and are spreading political instability. What we have seen in.north India is that when the social relations of the oppressed castes get-reestablished on the basis of equality and brotherhood, the process of making Bahujan Samaj gains momentum and in the same proportion the communists forces become weak. This is the phenomenon that is going on in north India since past few years. The communists have lost enough ground. The biggest example of this is U.P.and Punjab. In Punjab, the condition of communists has become so worst that their biggest leader Harkishan Singh Surjit can not get elected even as Punchatyat member in his own village, but he-dictates terms to the U.F. govt From where he is getting strength to do so? Certainly not from Punjab, but from West Bangal. Here the brahmins have played another trick. What they found is that it is not possible for a brahmin, even if he is communists, to break the polarization of SCs and OBCs. Hence, they have brought forward Harkishan Singh Surjit, a non-brahmin feudalistic person to break this alliance. Why is it so? Because neither BJP nor Congress is capable today to protect brahmanical rule, brahminism and brahmin culture..Hence the comniunists have taken up this responsibility on their shoulders. This is the present picture of the socio-political situation of the country.

    Now the foremost question that strikes our mind is, what is the remedy on this problem? The polarisation of the SCs and OBCs in U.P. was infact not a polarisation. It was only a political alliance. And it was between two political leaders. Kanshi Ram from SC and Mulayam Singh from OBC. It is not a proper way of polarisation. They came together to acquire political power and the same power was cause of conflict between them and they parted their ways. What could have actually happened is that, when they came together and got political power, they could have used it to bring change of system. But the same power divided them. Therefore political polarisation is
    we will have to do two. things. One is that the oppressed and ruled castes are attached with one or other ideology or organisation, whether it is Hindutva organisation, or socialists or communists. They have a polarization with them. Hence without breaking them from these ideologies and organisation, we can not unite them, with Phuley-Ambedkarite ideology of social change. Hence it is necessary to separate them. Who can do this work? Certainly, those people who consider themselves as Phuley-Ambedkarite. it becomes their duty, to first separate them and then unite them. If BAMCEF activists consider themselves as Phuley-Ambedkarite and are committed to this movement, then they must take initiative in separating the oppressed castes from their present ideologies and organisation and then unite them with Phuley-Ambedkarism. But there is a big hurdle in this work. Today, whatever identity of Phuley and his movement has been established in the country, it has been done by BAMCEF. And the majority of the activists of BAMCEF comes from SCs. These SC employees have established the identity of Phuley and his movement in the country. They have not done this, out of same obligation on Phuley. They have done it and are still doing it, because that is the requirement of social polarization. But despite of these efforts on their part, the OBCs have not been able to understand Phuley's movement and its significance. But the process has begun. Hence we will have to take initiative in removing this hurdle, which is hampering the process of social polarization.

    Secondly, the brahminical system is based on the concept of graded inequality. In this system of graded inequality, the position of OBCs is very peculiar. They are neither high nor low.When they compare themselves with brahmins, they think that they are low caste. But when they compare themselves with SCs, they think that they are upper castes. Hence, they re neither high nor low castes. This mental conflict among them is creating a biggest hurdle in their social polarization. Hence to remove this hurdle, they will have to understand the Phuley-Ambedkarite ideology and movement especially the ideology and movement of Phuley, This can bring social polarization of SCs and OBCs and will bring social change. This social change will result into political changeAnd then, this not political change can be used to bring about a change of system Knowing all things fully well the communists are trying to break this social polarization of SCs and OBCs. We will have to understand all these things, their conspiracies and strategies and do our work in a planned manner.
