Secretary Civil Aviation assesses preparedness for closure of runway
10/28 at IGI Airport
MAIN RUNWAY TO REMAIN CLOSED FROM 2 APRIL 2010
RUNWAY TO BECOME OPERATIONAL BY 28 SEPTEMBER 2010
New Delhi: March 17, 2010
The Secretary, Ministry of Civil Aviation, Shri M. Madhavan Nambiar
today reviewed preparedness of the Delhi International Airport Limited
(DIAL) to handle traffic at IGI Airport during the closure of
Runway-10/28 from 2 April, 2010 onwards for maintenance and repair.
This was to ensure minimum disruption of air traffic, inconvenience to
the traveling public and to minimize operational difficulties to
airlines.
While the Ministry of Civil Aviation today has given its consent to
the closure of runway for the period required for its maintenance and
repair, (DIAL) has been asked to ensure that only the optimum
construction period should be utilized and all possible efforts should
be made to jump start the process and compress the closure time to the
minimum possible, keeping in mind the risk mitigation so that there
was minimum inconvenience to all during the process of recarpetting of
the runway.
The Ministry has been informed by DIAL that the work on the runway
will start on 2 April, 2010 and it will become fully operational by 28
September, 2010. During this time, air traffic movement would be
managed by simultaneous use of Runways 27 and 29. The repair work in
Runway-28 would be carried out in a phased manner so as to ensure
minimum inconvenience for the taxing aircrafts. DIAL is committed to
complete the rehabilitation work of the runway before the Commonwealth
Games. Generally, resurfacing of runways is required every 7 to 10
years depending on traffic density. The last resurfacing of runway
10/28 was done in the year 1999. Due to increase in traffic and
heavier aircraft, the runway surface has got distressed and requires
rehabilitation. The DGCA had carried out an inspection of the runway
and had concluded that the runway was a need of major repair works.
The Ministry has instructed the Airports Authority of India (AAI) for
the concurrence of the work and issue of necessary NOTAM. AAI has been
asked to ensure promulgation of procedures for air traffic control and
minimum reduction of capacity. They have also been asked to keep in
readiness a contingency plan in case of disruption of work at either
of the runway 27 and 29 during this period.
The Ministry of Civil Aviation will review the operations during this
period very frequently.
The meeting was also attended by the Director General of Civil
Aviation, the Chairman, AAI, senior officials of the Ministry of Civil
Aviation and senior officials of DIAL.

Planning Commission
Manipur Annual Plan 2010-11 finalized
New Delhi: March 17, 2010
The Annual Plan for Manipur for the year 2010-11 was finalized today
at a meeting between Planning Commission Deputy Chairman, Shri Montek
Singh Ahluwalia and Chief Minister of Manipur, Shri Okram Ibobi Singh.
The Plan size was agreed at Rs.2600 crores.
Deputy Chairman, Planning Commission, complimented the State
Government for accelerating pace of development and assured that fund
constraint would not be allowed to hamper progress in development. He
said the Commission will ensure that there is no delay in the release
of funds to the State. The State was asked to improve in the power
sector reforms and performance in execution of Pradhan Mantry Gram
Sarak Yojana.
It was pointed out that in recognition of the need for infrastructure
development, Planning Commission has agreed to give focused attention
to road, power, education and health services. Funds were also been
provided to improve employment opportunities. Attention was drawn to
the fall in allocation to social services and high incidence of HIV
cases.
The Chief Minister in his remarks said that efforts were on to
increase food-grain production to reduce food-grain deficit, expand
horticulture area and improve processing facilities, increase per
capita income to all India level and electrification of all villages
by 2012 He said the Government intends to construct building for all
schools during this year and also work towards electrification of all
villages and self sufficiency in food by 2012.

Shri Moily gets Moortidevi award for Shree Ramayana Mahanveshanam
New Delhi: March 17, 2010
Smt. Pratibha Devisingh Patil, President of India will present the
prestigious Moortidevi Award of Bharatiya Jnanpith to Dr.M.Veerappa
Moily, Union Minister of Law and Justice for his outstanding work on
Shri Ramayan Mahanveshanam tomorrow.
Dr.M.Veerappa Moily is a rare politician-literary figure. An
established writer in Kannada, he has authored, to date, four novels,
three collections of poetry, three plays, collections of essays,
besides his five-volume magnum opus "Shri Ramayana Mahanveshanam". He
was also awarded Second Father Kamil Bulke Ramayana International
Award 2007. He is now penning another epic poem on Draupadi titled
'Shrimudi Parikramanam' which is likely to be published within a year.
His two volumes of 'Musings On India' is a collection of essays and
lectures on Indian history, culture, and society. He has launched a
Magna-Opus-Unleashing India in five Volumes. First two volumes 'Road
Map for Agrarian Wealth Creation' and the second the 'Water-Elixir of
Life' have already been published.
On of his major novels, 'Kotta', has been produced as a telefilms in
both Kannada and Hindi, directed by M.S.Sathyu. His novels 'Kotta and
'Tembrare' have been translated into Hindi, English, and many other
Indian languages; parts of his ambitious epic have been translated
into Hindi and Tamil. The English translation of the entire work is
currently in the press.
As a writer, Moily is noted for his concern for the marginalized
classes, authenticity of depiction, and skilful craftsmanship. His
major works are always preceded by extensive research and discussion
with concerned experts. Hence his works have a distinct place of their
own in Kannada.
Many awards and honours have come seeking him, a few of which are: 'Al
Ameen Sadbhavana Award'(2000), 'Devaraja Urs Prashasti (2001),
'Aryabhata Award'(2001), and 'Dr.B.R.Ambedkar Award (2002). Honorary
Doctorate Degrees by Mangalore University (2009) and Russian Academy
and National Law School University, Hyderabad have been bestowed on
him.
