Kishanji demanded that the government should stop the ongoing operations against Maoists to pave way for talks.He also demanded that Prime Minister Manmohan Singh should announce halting of operations.
Koteshwar Rao also claimed that he is not directly involved in the kidnapping of Bankura school headmaster, Ranjit Duley, and that ‘people’ have kidnapped him to protest torture by security forces.
On Friday evening, Duley was kidnapped from the school in Sarulia village of Bankura District in which he was working.
The Maoists have issued a 48-hour ultimatum. They demanded the West Bengal government to release six men arrested on the charges of involving in the murder of a police officer Rabi Lochan Mitra.
Meanwhile, Arundhati Roy has said that though she is ready to be an independent observer if the government agrees to hold peace talks with the Maoists but cannot act as a representative for the Maoists.
"Kishanji is operating in jungle mahal. The police and intelligence agencies have information about his tactics," Sen told reporters after a meeting with district magistrates and superintendents of police of the three districts besides Burdwan.
The police and joint forces in 'jungle mahal' were successful in arresting 40 Maoist leaders and guerrillas from the area.
Later in Kolkata, Sen said "the state will require at least 8 to 10 more companies of central forces, in addition to 11 companies, to deal with Maoists."
The Centre has called a meeting of chief secretaries and director-generals of police of some Maoist-hit states in Delhi on January 12.
Sen said the situation in the Maoist-hit area was not good, but some positive response had been found in the joint operations.
Chief Secretary Asok Mohan Chakraborty said some success could be achieved with the opening of ration shops and government offices. "We have decided to activate police stations in those areas," he said.
To a question, he said the Centre and the state government would decide on the future course of operations to flush out Maoists.
"The Union Home ministry has set some procedures for the talks. If an environment for dialogue is to be created, let (the Maoists) appeal to the Centre as per the procedures. No dialogue can be held in thin air," CPI(M) state secretary Biman Bose told newsmen here.
According to a section of the media, Kishenji has named noted writer-activist Arundhati Roy and Trinamool Congress MP Kabir Suman as his choice as interlocutors for the talks.
A section of eminent personalities led by Magsaysay Award-winning writer Mahasweta Devi has appealed to Union Home Minister P Chidambaram for immediate halt of anti-Maoist operations in Lalgarh, saying that a ceasefire by all parties and talks were necessary.
Yesterday, Kishenji had said the Maoists were in a position to overthrow the Indian state much before 2050, a day after Union Home Secretary G K Pillai made public that the ultras with their army were planning to overthrow the government by that year.
New Delhsi: The West Bengal CID is trying to bring in top Maoist ideologue Kobad Ghandy, who is under arrest in Delhi, to Kolkata so that he can be grilled along another Maoist leader Venkateswar Reddy alias Telugu Dipak.
Dipak is suspected to have masterminded the attack that killed 24 Eastern Frontier Rifles personnel in Silda in West Midnapore district.
Dipak, a close aide of Maoist Polit Bureau member Kishanji alias Koteswar Rao, is a member of the State Military Commission, West Bengal chapter, and is in charge of armed operations in Orissa, Bihar and Jharkhand, CID sources said.
The State Military Commission of Maoists is responsible for detailed planning, operational method and process of execution of an armed operation, said sources. An expert in explosives, Dipak was behind all major strikes in West Bengal in recent times as also the attack on Andhra Pradesh Police’s elite anti-naxal force Greyhound in Balimela reservoir in Orissa’s Malkangiri district killing 38 cops in June 2008.
Dipak’s arrest is the biggest catch after the arrest of Maoist ideologue Kobad Ghandy, the sources said, adding that the leader, who holds a mechanical engineering degree, also masterminded the Maoist strikes in Silda, Sankrail, Gidhni and the Rajdhani siege incident in West Midnapore district of West Bengal since last year.
In its over 700-page chargesheet, the police had alleged that 63-year-old Ghandy along with his associates was trying to build a Maoist corridor in the national capital.
"Home Minister P. Chidambaram is a liar. At one level he says the offensive is a media creation but at the same time he is pumping in more troops in Jharkhand and Chhattisgarh. I understand there is going to be a major crackdown in March," said Koteshwar Rao alias Kishanji, a politburo member of the Communist Party of India-Maoist (CPI-Maoist), which does not believe in parliamentary democracy and swears by the barrel of the gun.
Till Nov 15 this year, over 770 civilians and security personnel were killed in Maoist violence, the largest number of casualties in four years. In Jharkhand alone - one of the worst affected states - there have been 1,885 incidents of violence since 2006.
Kishanji, 52, operates from the interiors of Lalgarh in West Bengal and is one of those fine-tuning the strategy of the Maoists. It was after considerable effort that IANS managed to track him down on one of the several mobile phones he uses through a chain of contacts.
Reputed to be a military strategist and an advocate of tough tactics, Kishanji is said to be the mastermind behind recent killings of Communist Party of India-Marxist (CPI-M) members in Lalgarh, West Bengal.
In his view, Operation Green Hunt, as the proposed offensive he says is labelled, will "backfire".
He had initially joined the movement for a separate Telangana state and then became a full-time member of the Maoist outfit way back in 1971.
Kishanji, said to be responsible for the abduction of West Bengal policeman Atindranath Dutta and his subsequent release in October, said the Maoist leadership had changed its strategy after some top-rung leaders were arrested.
"We have learnt our lessons. Our tactics have changed and we won't make similar mistakes again," he said, speaking both in English and Hindi.
In the last few months, police and security personnel have arrested several Maoist leaders, including Kobad Ghandy from an undisclosed place in Delhi, Chhatradhar Mahato from West Bengal and a couple, Ravi Sarma and B. Anuradha, who were nabbed in Jharkhand.
The arrests have come as Chidambaram has been stressing that civil society must stop romanticising the rebels and instead judge them in the context of the "mountain of violence".
Kishanji also lashed out at Prime Minister Manmohan Singh's lament that there had been a systemic failure in giving the tribals a stake in the economic processes and how authorities should change ways in dealing with them.
"Does he (Manmohan Singh) know what's happening on the ground? State governments go around signing agreements for special economic zones and setting up more sponge iron factories at the cost of the tribals. Where is the healing touch? They are all hypocritical."
However, Kishanji did hold hope that there could be room for talks with the authorities.
"We can talk, if there is ceasefire and if there is a withdrawal of forces. But it has to be genuine. Otherwise it has no meaning at all."
Kishanji refused to comment on reports that a section of Maoists disapproved of methods of "indiscriminate killing" unleashed by him. Media reports have quoted unnamed rebels in the outfit's state unit questioning Kishanji's way of dealing with CPI-M sympathisers.
"If that was true, then I would not be here. My ways are transparent and there for everyone to see," he said, refusing to be drawn further into the debate.

Enraged by the arrest of close aide, Telugu Deepak, on Tuesday, Mar 2, the naxals have warned the government of dire consequences if he is not released, media reports said.
The naxals have also demanded the release of arrested polit bureau members along with Dipak.
The arrest of Venkatesh Reddy alias Telugu Deepak by the West Bengal police was considered as a prize catch as he is believed to be a close aide of Maoist Politburo member Kishanji.
He is in charge of armed operations in Orissa, Bihar and Jharkhand, CID sources said.
Deepak is suspected to be the mastermind of the attack carried out on Feb 15 on Eastern Frontier Rifles (EFR) camp at Silda in Paschim Medinipur district, in which 24 EFR personnel were killed.
A day after police from Andhra Pradesh came down to interrogate Deepak, officers also came down from Chhattisgarh. Another team of intelligence officials from Delhi is on the way to interrogate him.
Deepak apparently got unnerved when officers from the Andhra Pradesh police team spoke to him in Telugu and confronted him with the many things they knew about him.
Deepak himself had used the alias of Gouranga in Nandigram, a fact he told the CID officers as well. Singh said that Deepak had entered Bengal through Belpahari, and that his plans were to "create trouble" in Haripur the proposed site of the nuclear power plant and to incite people against the land acquisition movement there. "That is the single-most emotive issue in Bengal today and it is the best way to create trouble," he said.
According to Singh, since Deepak is known to be close to Kishanji and is a top leader, the Delhi intelligence officers might be interested in probing the Maoists' past and present links to other terror groups Ulfa, Kashmir militants and LTTE.
Home secretary Ardhendu Sen will himself visit the Eastern Frontier Rifles (EFR) camp at Silda in the coming weeks. The government held a high-level meeting at Writers' Buildings on Friday over ways to thwart the Maoist offensive, as the guerrillas have started organising tribal women in Belpahari and Lalgarh. In the first meeting of the committee formed to probe the Silda attack, Sen met ADG CID Raj Kanojia and IG Western Zone Zulfikar Hassan.
The three top officers will not only visit the Silda camp which the Maoists had attacked on February 15, killing 24 jawans, but also other camps in the area.
Governor M K Narayanan has told the government to improve the security of the EFR headquarters in Salua, to improve the illumination system and focus on the boundary walls, Sen said.

Time is running out for the Bankura school teacher kidnapped by Maoists in Bengal. The Maoists have issued a 48-hour ultimatum. They want the release of six men arrested for the murder of a police officer in Bankura on February 24. If they aren't freed, then the school teacher they say will be executed. The deadline expires on Sunday. Maoists kidnapped Ranjit Duley on Friday. His brother Ramkrishna was shot dead by Maoists in August last year. Now, the family is distraught at the possibility of a second tragedy striking them. "I was out when the incident occurred. When I came back, I heard what had happened. My father went to work at the school and never came back. At around 1 pm, 2 people came and started calling out for my father. They then took him away on a motorcycle. The other teachers were told that he would return in half-an-hour," says Golak Duley, son of the kidnapped teacher. Around 9 pm on Friday, Kishenji phoned reporters to confirm the kidnap and issue an ultimatum - free six Bankura villagers from police custody in exchange of Ranjit or else... But the administration is showing no signs of working on a swap. "We have received no conditions. And the administration can't run by cutting deals. We have not received any demands. This is no way," says AM Chakraborty, Chief Secretary, West Bengal. In October, Maoists had kidnapped the OC of Sankrail police station in West Midnapore and freed him after 14 villagers arrested for Maoist connections were released from jail. The Maoists deadline expires around 9 pm on Sunday. So far, no signs of the police releasing the six men, as the Maoists have demanded. The Duley family's hopes for Ranjit's return are sinking. |

Posted: Jun 20, 2009 at 0314 hrs ISTKolkata Several months before Lalgarh hit the headlines in November 2008, the West Bengal government had a fair idea of the extent of Maoist presence and activities in the state, including Nandigram. The information was received after interrogating CPI-Maoist Bengal state secretary Himadri Sen Roy alias Somen. The Maoist leader was arrested by the state Criminal Investigation Department in February 2008 from Hridaypur railway station in North 24-Parganas.
Over the last few days in Lalgarh, Mallojula Koteswara Rao alias Kishanji, claiming to be in-charge of Bengal unit of CPI-Maoist, has told media that Maoists were present in Nandigram for long, when they supported the Trinamool’s movement to resist the state government’s plan for land acquisition.
On Friday, CPM state secretary Biman Bose accused Mamata Banerjee of “shielding Maoists” quoting Kishanji’s interviews to media. Union Home Minister P Chidambaram and senior Trinamool leader Sougata Roy, now MoS Urban Development, have denied that their parties had any links with Maoists.
But, according to Somen’s interrogation report, accessed by The Indian Express, the 58-year-old admitted to Maoist involvement in Nandigram and links with Trinamool leaders and Trinamool-backed Bhumi Ucched Pratirodh Committee (BUPC).
In the report, which was forwarded to the state government by the CID, Somen also outlined the regional organisational structure of the party. The CID report claims Somen, during his interrogation over a year ago, said:
* CPI-Maoist leaders, including Soren, visited Nandigram in December 2006 to “assess the temperament of locals” when protests against land acquisition by the state government for a chemical hub was just about beginning.
* Based on the visit, a meeting of his party was held in Chakulia forest in Jharkhand in February 2007 to devise a strategy for Nandigram. A decision was taken to keep the Maoists away from the forefront of agitation, due to lack of proper organisational network in Nandigram. It was also decided to procure arms. Accordingly, the party central committee sanctioned Rs 8 lakh, by which six .315 rifles and 500 bullets worth Rs 4 lakh were purchased from one Sahoo based in Jharkhand.
* The consignment was received at Haldia, shipped to Nandigram and kept at the house of CPI-Maoist East Midnapore zonal committee secretary Narayan’s residence in Sonachura, the epicentre of Nandigram movement. Besides these, 30 crude guns were procured locally. Narayan also acted as the link with the BUPC, whose members Karabi, Ranjit Pal and Dipak formed the Maoist squad along with Narayan.
* Somen also confessed to visiting Nandigram in July 2007 for two days and staying at Narayan’s residence.
* Narayan was in contact with Trinamool MP from Tamluk Subendhu Adhikari, who was the then MLA from Contai South Assembly Constituency, and BUPC leaders. Maoists also forged links with Sidiqullah Chowdhury’s People’s Democratic Council of India (PDCI), SUCI and Bandi Mukti Committee (BMC).
* Several Bengal intellectuals, including BMC president Mahasweta Devi, went to Nandigram at the Maoists’ behest to exhort people to join the anti-acquisition movement.
* However, as the Nandigram conflict progressed, relations between the BUPC and Maoists soured when the former rejected a proposal to form volunteer groups to take on CPM cadres, on the ground that it would unnecessarily draw the administration’s attention. About the Maoists’ organisational set-up, the CID report claims Somen told his interrogators:
* Kishanji, who also operates under the names of Pradip, Bimal, Prahalad and Sridhar belongs to Andhra Pradesh, was elected in-charge of a new 13-member state committee as a “central party observer” at a state party conference held in August 2006 at Dampara in East Singbhum district of Jharkhand.
Kishanji collected “levy” from contractors in Bankura, Purulia and West Midnapore averaging Rs 8 lakh per month. He also received Rs 1.3-1.5 lakh from the central party headquarters every month which he distributed directly to the state unit.
He also wrote the press statements of the party in English, while Somen framed the Bengali ones.
* Training of fresh inductees was conducted in Damuria Hills of Dalma forest in Gorabandha, Mayurbhanj, Orissa, where they were instructed in use of arms and explosives and taught about the Maoist ideology. Trainees would move in small batches of two to three by train from Howrah station to Tatanagar in Jharkhand, then by public transport to Dalma Hills and finally on foot.
* At the 9th Unity Congress held from January 12-17, 2007 in Pareshnath Hills in Giridh, Jharkhand, a 32-member central committee and five alternate members were elected and four regional bureaus were set up. These include the Eastern bureau covering Assam, Bengal, Jharkhand and Bihar. Under this comes the Midnapore-Bankura-Purulia zonal committee. A sub-zonal committee for Salboni, Lalgarh and Ranibandh is headed by Sasadhar Mahato, his wife Suchitra and Madan Mahato. Sasadhar alias Bikash is the brother of PCPA leader Chhatradhar Mahato.
* Other zonal committees in Bengal are Howrah-Hooghly, Dalara-Kharsoa-Balarampur, Burdwan-Birbhum-Nadia-Murshidabad. There are also Local Organising Squads and Local Guerrilla Squads. As state secretary, Somen said he handled political matters, while military activity was under the Bengal-Jharkhand-Orissa regional committee.
Adhikari, however, denied any links with Maoists. “We believe in democracy. We can never support Maoists. Anyway, the CID acts on instructions from the CPM. No report of theirs can be believed. I had no contact with Maoists in Nandigram,” Adhikari told The Indian Express. Mahasweta Devi also said she didn’t know anyone named Somen or Himadri Sen Roy. “Who is Somen? Why should I go to Nandigram or anywhere at the Maoists’ behest? All talk of Maoist links (with me) is nonsense,” she said.

Posted: Mar 06, 2010 at 2350 hrs ISTNew Delhi The government has formally allowed power producers in special economic zones (SEZs) to sell electricity to outside customers by paying a customs duty of 16% of the sale price.
The commerce ministry has on Friday notified that power generating units in SEZs will be deemed to have the licence to distribute power from the day they get SEZ status. Finance minister Pranab Mukherjee has in Budget 2010-11 imposed a 16% customs duty on the sale of power by SEZ units to outside customers retrospectively from June 2009. The minister, however, exempted import of electrical energy other than from SEZ units from the customs duty. Therefore, some state run agencies that import power from neighboring countries will not be taxed.
FE had first reported the move on January 14 saying the finance ministry was planning to slap a customs duty of 16% on power sold by SEZ units to outside customers.
The move is expected to reduce the profit margins of groups like Reliance, Adani and Essar that produce power from SEZ units. RIL subsidiary Reliance Jamnagar Infrastructure Ltd, Adani group’s Mundra SEZ and Essar’s Hazira SEZ have power generation units. The government’s logic is that the surplus power generated by these units should be made available to outside customers starving for power, but there should be a level-playing field for power producers inside and outside SEZs.
SEZ units are exempt from all taxes — including customs, excise, service and income taxes — since they bring valuable foreign exchange. The government also believes that because of the cost advantage in SEZs, power producers there make a hefty profit compared to producers outside. They should therefore, be willing to share a part of it with the government. The government also believes that if SEZ units are allowed to sell to customers in the domestic tariff area without a tax, it would discourage investments in DTA in the power sector. While power projects within SEZs are allowed duty-free imports irrespective of their capacity, only mega power projects get this benefit outside SEZs.

Left-wing Extremist groupCommunist Party of India-Maoist (CPI-Maoist)The Maoist Communist Centre of India (MCC) and the Communist Party of India (Marxist-Leninist) People's War (also known as the People's War Group or PWG) merged to form a new entity, the Communist Party of India-Maoist (CPI-Maoist) on September 21, 2004, somewhere in the projected 'liberated zone'. Officially, the merger was announced on October 14, 2004, by the PWG Andhra Pradesh ‘state secretary’, Ramakrishna, at a news conference in Hyderabad, on the eve of peace talks between the PWG and the State Government. Formation The merger is the consequences of initiatives that date back five years, when the PWG approached the MCC with a proposal of merger. In fact, since its inception on April 22, 1980, the PWG had been trying to bring all the Left Wing extremist groups (also called Naxalite) in India (numbering around 40) under its umbrella with the objective of overthrowing 'the bureaucrat comprador bourgeois and big landlords classes who control state power in collusion with imperialism' and 'to establish in its place the New Democratic State under the leadership of the proletariat' with the ultimate aim of establishing socialism and communism. The MCC had been its first target and talks had been on since the early 1980's. However, the discussions failed to progress initially as a result of turf wars and differences at the leadership level. Despite ideological commonalities and shared objectives, the pathways to the merger have been full of obstacles, with territorial and leadership clashes giving rise to an internecine conflict that lasted through much of the 1990s, as the two groups struggled for supremacy in different parts of then undivided Bihar, resulting in the death of hundreds of cadres and sympathisers. However, continuous interaction resulted in declining hostility between the two groups over time, and gradually increased operational cooperation and consolidation. The creation of Jharkhand State in November 2000 and anti-Maoist operations launched by the administration pushed the MCC and PWG into closer cooperation, and a truce was announced between them three years ago. Significantly, the PWG had earlier merged with the CPI-ML (Party Unity) of Bihar in August 11, 1998. The first ever meeting between the PWG and MCC was held in 1981, when Kanai Chatterjee of the MCC and Kondapally Seetaramaiah of PWG met for over 12 days. Both leaders, though belonging to different streams of the Naxalite movement, stated that the grounds to merge are strong as both were pursuing a similar end. The PWG and MCC subsequently set out the procedure for a possible merger. However, such possibilities were premature, as in 1982 Chatterjee died of illness and Seetharamaiah was arrested in the Secunderabad conspiracy case. Though the initial desire of PWG and MCC for unity was strong, not much progress was possible. Differences over tactical and strategic issues, personality clashes and a ‘turf war’ to control territory were predominant. Attempts to further the unity process, however, continued with talks commencing in 1992. Later, in September 1993, the PWG, MCC and the CPI-ML (Party Unity) decided to jointly intensify the Naxalite movement in Andhra Pradesh, Bihar, Maharashtra and other States and constituted the All India Peoples Resistance Forum to build a strong anti-feudal and anti-imperialist movement. The process of unification continued for three years, after which it finally broke down due to some differences on international issues pertaining to the Revolutionary International Movement. Both outfits issued a joint statement for the failure of the talks, outlining the differences and its momentary suspension, but decided to deliberate the unity at a later date. Relations between the two outfits also soured, particularly after the merger of PWG and another left-wing extremist group, the Communist Party of India (Marxist-Leninist) [Party Unity], in August 1998. After 1998, armed clashes between the PWG and MCC intensified and this period is referred to by Naxalite outfits as the ‘black chapter’. These clashes occurred despite the PWG’s claim that "serious efforts were made by all the three (groups) to unite and build a united revolutionary proletarian party in India." The clashes were reportedly a result of the ‘wrong handling of contradictions among the people.’ "Instead of solving the contradictions with a class approach … (and) in a non-antagonistic manner, we adopted a parochial and non-proletarian approach", admits a PWG statement. In one of its self-critical note, the PWG ‘central committee’ has pledged to "learn from this negative experience and never again (to) take up arms against our class friends, no matter how sharp may be the differences. Political differences must be settled by polemical debates and by proving correctness of our politics through revolutionary practice, but not through the gun." MCC took the initiative in declaring a unilateral cease-fire in January 2000, a gesture reciprocated by the PWG. This was primarily due to a rethinking in the MCC and appeals from ‘revolutionary forces’ within India and abroad. Subsequently, the dialogue process between the two outfits commenced in August 2001. At the first meeting, the two sides engaged in an introspection exercise, and decisions were taken to initiate joint activities at the Bihar/Jharkhand level. The introspection, much of it reportedly in written form, was circulated to the rank-and-file of the Bihar/Jharkhand party. Throughout the latter part of 2001 and entire 2002, joint activities were undertaken in Bihar-Jharkhand. Further, during November 2002, a joint statement issued by the two groups at Patna, capital of Bihar, claimed that the indiscriminate use of the Prevention of Terrorism Act (POTA) against the Naxalite cadres and sympathizers by the Jharkhand Government had "compelled them to iron out differences" and fight jointly against the state. It was at the February 2003-meeting that a decision was taken to initiate concrete steps towards discussions on ideological issues with the clear direction and purpose of a merger. In this meeting, an extensive introspection exercise was put forward by both outfits for the ‘Black Chapter’ period and this was later made public. Both the outfits decided not to resort to clashes with ‘class friends’ irrespective of how severe the differences were. The meeting also laid ground for the advancement and finalisation of the process of merger. Towards this end, the two groups decided to draft five documents: Marxism-Leninism-Maoism, Party Programme, Strategy and Tactics, Political Resolution on the International and Domestic Situation, and the Party Constitution. Subsequently, during four rounds of negotiations between high-level delegations of the two outfits and the respective Central Committees (CC), a final agreement was reached in September 2004. The documents were adopted and also decided to be translated in about 10 regional languages for wider deliberations throughout the outfits’ bases across India. Some minor differences that remained were to be decided at a later date after further discussion and study. Finally, the joint CC meeting of both outfits took the merger decision and a Central Committee (Provisional) was established. Ideology Both organizations shared their belief in the 'annihilation of class enemies' and in extreme violence as a means to secure organizational goals. However, significant ideological divisions did exist in the past, with the PWG adhering to a Marxist-Leninist 'line', while the MCC embraced Maoism. These differences have now been ironed over, with Maoism prevailing, in the words of PWG Andhra Pradesh State 'Secretary', as "the higher stage of the M-L (Marxist-Leninist) philosophy. Marxism-Leninism-Maoism will be the ideological basis guiding its (CPI-Maoist's) thinking in all spheres of its activities." The new entity has reaffirmed its commitment to the classical Maoist strategy of 'protracted armed struggle' which defines its objectives not in terms of the seizure of lands, crops, or other immediate goals, but the seizure of power. Within this perspective, participation in elections and engagement with the prevailing 'bourgeois democracy' are rejected, and all efforts and attention is firmly focused on 'revolutionary activities' to undermine the state and seize power. Objectives According to a CPI-Maoist press release issued by Muppala Lakshman Rao alias Ganapathi, the 'General Secretary' of the Party, the unity was aimed at furthering the cause of "revolution" in India. The new party also pledged to work in close collaboration with the Communist Party of Nepal (Maoist). As part of its strategy, the CPI-Maoist would fiercely oppose the Central Government run by the Congress and its mainstream communist allies, the Communist Party of India (CPI) and the CPI-Marxist. Ganapathi also announced the formation of a 'People's Liberation Guerrilla Army' and extended support to "revolutionary struggles" in Nepal, Peru, the Philippines, Turkey and "other places". The CPI-Maoist intends to carry on the new "democratic revolution, which would remain directed against imperialism, feudalism and comprador bureaucratic capitalism." The new party believes that the merger would cause "fear among the ruling classes" and would fulfil "the aspirations of the masses" for a strong revolutionary party that would usher in a "new democratic society" by advancing towards socialism and communism. In a press statement dated October 14, 2004, General Secretaries of the Central Committee of the two outfits, Kishan of the MCC and Ganapathi of the PWG, declared that
The five documents drafted by the Central Committee, Hold High the Bright Red Banner of Marxism-Leninism-Maoism, the Party Programme, Strategy and Tactics of the Indian Revolution, the Political Resolution on the International and Domestic Situation and the Party Constitution, lay down the objectives and strategy to be adopted by the CPI-Maoist. Hold high the bright Red Banner of Marxism-Leninism-Maoism shows how Mao Tse Tung developed Marxism-Leninism to a qualitatively new and third higher stage in the fields of philosophy, political economy, military science and scientific socialism. In Programme, the CPI-Maoist points out that in India the ruling classes, subservient to imperialism, have transformed the country into a prison-house of nationalities under the so-called slogan of "unity and integrity" of the country. While claiming that "It is in such a context that the ongoing nationality struggles in various parts of the country today are advancing by assuming various forms including armed struggle," the Programme unequivocally supports these ‘nationalities struggles’. The Strategy and Tactics of Indian Revolution states that a concrete class analysis of Indian society reveals that the character of Indian society is semi-colonial and semi-feudal. This determines that the Indian revolution would have to pass through two stages. The task of first stage is to change the semi-colonial and semi-feudal society into an independent new democratic society. To carry on and advance the people’s war, an immediate task of the present stage of the revolution would be to arouse and organize the people, in a planned way, for agrarian revolutionary guerrilla war in the countryside - specially in the remote countryside (which is most favourable for the building up of the guerrilla war, the people’s army and the base areas), and to build up the people’s army and the rural red base areas through guerrilla warfare. The Political Resolution deals with both the international and the domestic situation. At the international level, it states that the present day world is under great disorder, turbulence and instability, rarely witnessed after World War II. On the internal scenario, it states that the ‘imperialist offensive’ around the world is also clearly reflected in India. The CPI-Maoist put forward a new Constitution based on the "Bolshevik principles of democratic centralism, with the core comprising of professional revolutionaries." According to the document: A wide network of part timers will facilitate the Party to exist deep within the masses. It will be underground for the entire period of the New Democratic Revolution and its members will comprise the cream of society — principled, selfless, courageous, dedicated, modest, hard-working and fully committed to the cause of the Indian revolution and to socialism and communism. All members will put the interests of the Party and the people before their own personal interests. It will continuously view itself and its members self-critically in order to correct non-proletarian tendencies that inevitably enter the Party and seek to corrupt it from within. The ideological basis of the Party is Marxism-Leninism-Maoism. Leadership, Cadre and Command Structure While declaring the formation of the CPI-Maoist on October 14, 2004, the Andhra Pradesh ‘state secretary’ had also informed that the ‘general secretary’ of the PWG ‘central committee’, Muppala Laxman Rao alias Ganapathi, has been elected ‘general secretary’ of the new outfit. Although no further information with regard to the organisational structure has been declared or ascertained, reports indicate that the structure within the new outfit retains all the hierarchies that were present in the erstwhile outfits, including a Central Committee, Regional Bureaus, Zonal or State Committees, District or Division Committees and Squad Area Committees. The two guerrilla armies of the PWG and the MCC - the People's Guerrilla Army (PGA) and the People's Liberation Guerrilla Army (PLGA) respectively - have also merged under the agreement. The new armed force reportedly operates under the name of PLGA since December 2, 2004. Available reports indicate that the CPI-Maoist is currently strengthening the formations of all three forces of the PLGA – the Basic, Secondary and Main forces. According to official sources, the merger will have serious implications in all States facing the Maoist threat, and will increase the 'firepower', 'battle ability' and levels of modernization of the two groups. The PWG is estimated to have 3500 armed cadres and around 3000 firearms, including a large number of rifles of AK variety, light machine guns, self-loading rifles, carbines, .303s, grenades, revolvers, pistols, and landmines technologies. The PWG also has a technical squad, which manufactures 12-bore guns and its ammunitions, repairs all kinds of weapons and assembles grenades. The MCC is estimated to have cadre strength of between 3000-3500, and around 2500 firearms of similar varieties. Areas of Operation Following the merger, the outfit, according to current estimates is active in 156 districts of 13 States that include Andhra Pradesh, Chhattisgarh, Jharkhand, Bihar, Orissa, Uttar Pradesh, Madhya Pradesh, Maharashtra, West Bengal, Karnataka, Tamil Nadu, Uttaranchal and Kerala. The outfit has also been making attempts to establish and expand its presence in several other States such as Gujarat, Haryana, Punjab, Rajasthan and Himachal Pradesh. The MCC's current areas of influence extend over Bihar and Jharkhand, with some sway in Uttar Pradesh, Chhattisgarh, Orissa, West Bengal, Uttaranchal and a few pockets of Madhya Pradesh. The PWG's areas of dominance include Andhra Pradesh, Orissa, Chhattisgarh, Karnataka, Maharashtra and Tamil Nadu. The merger now makes the CPI-Maoist a pan-Indian revolutionary group, and brings the Maoists closer to their objective of 'liberating' their proposed Compact Revolutionary Zone (CRZ), which extends from Nepal through Bihar in the North to Dandakaranya region (forest areas of Central India) and Andhra Pradesh in the South. The intention is to have a continuous stretch of territory under their influence and control, with the ultimate goal of eventually "liberating" the entire zone. Large parts of this territory have already been brought under the extremist influence with only some link-ups now necessary in the remaining pockets to make the CRZ a reality. Once achieved, the CRZ will virtually drive a wedge through the vital areas of the country, and would help crystallize linkages with other Maoist groups operating in South Asia, including the Communist Party of Nepal-Maoist (CPN-M) and the Communist Party of Bhutan-Maoist (CPB-M). | ||
