"We have seen media reports...and are seeking an independent verification of these reports. If true, it would be a matter of serious concern and we would do all that is necessary to ensure safety and security of the nation," official spokesman of the Ministry of External Affairs Vishnu Prakash told reporters today.He was asked about the reports in New York Times about the influx of an estimated 7,000 to 11,000 soldiers of the Chinese People's Liberation Army in strategic Gilgit-Baltistan region in the PoK, which is closed to the world.
The Army proposal, now under consideration at the highest levels of the government, envisages an expenditure of Rs 9,500 crore. The cost is primarily for new equipment such as ultra light howitzers and helicopters required for creating these highly mobile units. Units of the strike corps, to be based somewhere in the northeast, would be capable of operating like rapid reaction forces. The strike corps would have two divisions and other support troops, TOI has learnt.
The Army proposal includes raising of an independent brigade in Ladakh, and another brigade in Uttarakhand. Sources within the security establishment have for long been worried about India's military weaknesses before China's intimidating military modernisation. Coupled with a weak infrastructure, India's situation has been worrying to security experts.
After the defeat of 1962, India abandoned infrastructure development along border areas with China for decades.
According to the US newspaper, "China wants a grip on the strategic area to assure unfettered road and rail access to the Gulf through Pakistan," and for this purpose is building high-speed rail and road link.
The link up would enable Beijing to transport cargo and oil tankers from eastern China to the new Chinese-built Pakistani Naval base at Gawadar, Pasni and Ormara in Balochistan, just east of the Gulf in 48 hours.
"Many of the PLA soldiers entering Gilgit-Baltistan are expected to work on the railroad. Some are extending the Karakoram Highway, built to link China's Xinjiang province with Pakistan. Others are working on dams, expressways and other project," the paper said.
Meanwhile, Times of India Reports that The Indian security establishment is considering the largest-ever upgrade of military capabilities along the China border as it tries to catch up with the militarily advanced neighbour. Sources told TOI that the defence ministry has proposed the setting up of a Mountain Strike Corps and two Independent Brigades along the China border. The proposed corps would be India's fourth strike corps and the only one dedicated for offensive operations in mountainous terrain.
When contacted, a senior Army official looking after media affairs denied any such move. However, authoritative sources said the Cabinet Committee on Security is set to consider the proposal in the coming weeks. Once approved, the proposal would lead to a massive upgrade in India's military capabilities, and would be a huge step-up of Army presence along the border.
A senior official in the security establishment told TOI that the entire proposal was part of Army leadership's "vision" to catch up with China in military capabilities. The entire effort was "defensive in nature", he said.
Presently, Indian Army is engaged in raising two mountain divisions along the border with the giant neighbour. The proposed strike corps and two independent brigades would be separate from the two divisions being raised, he said.

Ayodhya title suit: Tremor in Congress as verdict nears
NEW DELHI: The Congress core committee, which met here on Friday evening to draw up a contingency plan to deal with the fallout of the Ayodhya title suit verdict, took stock of all scenarios that may follow the crucial judgement.
The Lucknow bench of the Allahabad high court is expected to pronounce its verdict on the Ayodhya title suit in the second week of September. The government foresees a crisis of sorts whichever way the judgement tilts. It will have major political consequences as votebank politics will take centrestage and could possibly lead to law and order disturbances not just in Uttar Pradesh but across the country.
The court will be addressing three issues. One, whether there was a temple at the disputed site, prior to 1538. Two, whether the suit filed by the Babri committee in 1961 is barred by limitation. And third, whether Muslims perfected their title through adverse possession.
The court has before it an excavation report by ASI, which points to existence of a massive structure just below the disputed structure. Among the excavation yields, the report has mentioned stone and decorated bricks, mutilated sculpture of divine couple, carved architectural members including foliage patterns, amalaka, kapotapali, doorjamb with semi-circular shrine pilaster, broken octagonal shaft of black schist pillar, lotus motif, circular shrine having pranjala (watershute) in the north and 50 pillar bases in association with a huge structure.
All these point to an architecture associated with north Indian temples. The report concluded that it was over the top of this construction during the early 16th century that Babri Masjid was constructed directly resting over it. But the Sunni Central Waqf Board has been maintaining that the report is "vague and self-contradictory".
In the event of the court taking cognisance of the ASI report, the government may have to deal with adverse reaction from the losing side. This can be politically tricky for Congress as it has just begun reclaiming its supportbase among the minority community. The then Congress government at the Centre could not stop kar sevaks to from destroying the Babri Masjid, thanks to a BJP government in UP, alienating its Muslim supporters.
Congress obviously does not want any misstep to come in the way of its efforts to win over the Muslim community, a group that is critical for sustaining its electoral project. The government leadership will also be looking at influential Muslim leaders to come to its aid in dealing with the fallout of the judgement.
In the event of the verdict going against the Ram Janmabhoomi Trust, consequences could be equally worrying. It could give Hindu-minded political formations an opportunity to rake up the issue, which has lost its potency in the recent years.
A shrill Hindu campaign could upset Congress' plans to create a political ambience where neutral issues gain traction. Congress feels that it can perform exceedingly well when emotional issues are not allowed to play out. Its leadership has been concentrating on livelihood issues in recent months with considerable success.

India military ties on track despite visa row: China
BEIJING: China said on Saturday that military ties with India remained on track, despite a visa row that some reports said led to a freeze in defence contacts between the two big neighbours with sometimes testy relations. An Indian defence source and some Indian news media said on Friday that defence ties with China were suspended after Beijing refused a visa to an Indian general from disputed Kashmir, where Pakistan and China also hold territory.
But the Indian Defence Minister AK Antony said "ties with China will continue", and now China's Ministry of Defence has also denied any freeze in ties with the Indian military. "China has not suspended military exchanges with India, and nor has it received any notification from India of any such suspension," the press office of the Chinese ministry said in a statement faxed to Reuters.
India and China have limited military ties, focused on visits by military chiefs and defence officials and occasional, small joint exercises. But the official Chinese statement indicated that Beijing did not want the quarrel to curtail those contacts or seriously damage the overall relationship. "China takes seriously developing military ties with India, and we are confident that both sides will stay focused on the broader picture of bilateral ties between our two countries, acting in a spirit of consultation and unity to promote the healthy development of military ties," the statement said. China is now India's biggest trade partner and the spat, one of several over the last few years, is unlikely to snowball. Friction is, however, also unlikely to abate entirely.
Border disputes and mutual wariness remain. India holds 45 percent of the disputed Himalayan region of Kashmir, while Pakistan controls a third. China holds the rest. Last year, India protested against a Chinese embassy policy of issuing different visas to residents of Indian Kashmir. New Delhi bristles at any hint that Kashmir, where a separatist insurgency has raged for two decades, is not part of India. Distrust between the two economic powerhouses dates back to a 1962 border war, partly over the northeastern Indian state of Arunachal Pradesh that China claims in full. China's support for India's foe Pakistan, which backs the Kashmir separatists and also claims the region in full, has exacerbated the tensions with Delhi.
India plays down Chinese taking away maps from its pavilion
India today sought to play down an incident in which some Chinese entered into the Indian pavilion at the World Expo 2010 in Shanghai and took away brochures that contained map of India. An External Affairs Ministry spokesman in New Delhi said, "there is no factual basis to this report" which stated that officers of China''s Public Security Bureau (PSB) marched into the Indian pavilion, taking away the maps showing Arunachal Pradesh as part of India, a fact that Beijing disputes."There has been no interference in the functioning of our pavillion at Shanghai Expo," the spokesman said. Other sources, however said that two or three Chinese had walked into the India pavilion on July 13 and asked for the Indian maps and took them away.
These sources described the Chinese variously as "students or visitors or possibly officers." An official of the Commerce Ministry which oversees the India Trade Promotion Organisation (ITPO), responsible for organising Shanghai fair said on condition of anonymity that a few Chinese had indeed come to the Indian pavilion and taken away the papers.
NAC to hold further consultations on Food Security Bill
The National Advisory Council on Monday decided to hold further consultations on the Food Security Bill.During today's meeting presided over by Sonia Gandhi in the national capital, a presentation highlighting the components of the proposed Bill was made by the Convenor of the Working Group, Harsh Mander.
These included proposals to reform the Public Distribution System, further strengthening it and making it more inclusive.
The NAC also discussed special programmes for destitutes and vulnerable groups and improving Child and Maternal Nutrition, which were presented to it as part of the proposals.
The Convenor of the Working Group on Communal Violence Bill, Farah Naqvi, meanwhile, apprised the members of the NAC on the status of the re-drafting of the Bill.
Set up as an interface with Civil Society, the National Advisory Council (NAC) is meant to provide policy and legislative inputs to Government with special focus on social policy and the rights of the disadvantaged groups.
The NAC comprises distinguished professionals drawn from diverse fields of development activity who serve in their individual capacities.
Through the NAC, the Government has access not only to their expertise and experience but also to a larger network of Research Organizations, NGOs and Social Action and Advocacy Groups. (ANI)

Rs 28,000 cr Games expense sounds like wrong priority: Azim Premji
Recently, the central government disclosed that its total spend on the Delhi Commonwealth Games is likely to be Rs 11,494 crore. This number is disconcerting for two reasons. One, because it is an order-of-magnitude away from its original estimate of Rs 655 crore. Two, because the real cost of the games will be much higher if we were to include:
Rs 16,560 crore additionally spent by Delhi government on upgrading the capital's infrastructure — a new airport terminal, wider roads, new flyovers, Metro rail extensions, and so on;
Real cost of labour - labourers got sub-minimum wages, worked in unsafe conditions, and were housed in sub-human tenements;
The human cost of driving the poor out of streets and out of sight.
The term 'commonwealth' originally meant public welfare, things that are for the greater good of society. Do the Commonwealth Games pass this commonwealth test? Is this Rs 28,000-crore drain on public funds for the greater common good?
Before I respond to the question, let me clarify my position on the Games themselves. The desire to celebrate runs deep in our collective psyche. The teachings of a spiritual master, the creation of a nation, the birth of a child, celebrating each of them is important because they are our cultural compass; they remind us of things we value most.
There are few things as uplifting as watching a sportsperson push physical and mental limits to achieve the incredible. The Commonwealth Games, like the Olympics, are a celebration of the human spirit of excellence. Therefore, in itself, the Games are a worthy endeavour.
However, given the thousands of crores being spent on the Delhi Commonwealth Games, we need to ask if this is money spent wisely. As a country, we are constantly forced to compromise on funds. For instance, India needs more schools, and the existing schools need better infrastructure and more teachers. This will require us to spend 6% of our GDP on education, but we manage just over half that figure.
Similarly, the country has very little sports infrastructure on the ground. To encourage sports, our first step has to be to ensure children get access to playgrounds, good equipment and quality coaching. To not have this, and to instead spend on a grand sporting spectacle sounds like we have got our priorities wrong.
Despite the wonderful economic strides of the past two decades, the reality is that India is a poor country. A recent study by the University of Oxford measured levels of education, health and living standard in the world's poorest countries. This study shows that India continues to be predominantly poor. In fact, there are more poor people in eight Indian states than in the 26 poorest African countries combined.
Delhi has amongst the lowest occurrences of poverty in India, while at the other extreme, 81% of Bihar's population is poor. No surprise then that many of the 100,000 labourers who worked for unfair wages to prepare Delhi for the Commonwealth Games were from Bihar.

BJP suffering from selective amnesia: Cong on CBI misuse issue
Congress today took a dig at the BJP for raising the issue of "misuse" of CBI in both Houses of Parliament saying the opposition party was suffering from "selective amnesia". "The issue of CBI misuse was raised.It is selective amnesia. I want to ask the BJP, the CBI was right in Haren Pandya case but wrong in the case of Amit Shah.
They are now citing Gita Johri but forgetting the father of Haren Pandya who had raised a finger at Narendra Modi," party spokesman Manish Tewari told reporters here. BJP was having "double standards" on the issue, Tewari said adding, RTI activist Amit Jethwa''s father wants his murder case to be handed over to CBI as he does not trust the state government, "described as a modern day Nero by the Supreme Court".
He said there was a charge against the BJP''s Junagadh MP that he gave a contract for the killing of Jethwa, who had filed a PIL against illegal mining in the Gir forest. "I do not know whether the MP Dinesh Solanki is absconding or attending Parliament.
The BJP should give answers for this," the spokesman said. Tewari also drew a comparison between the Congress and the BJP on the issue of illegal mining.
"The UPA government rejected environmental clearance to Vedanta for saving the tribal way of life, environment and preventing illegal mining. The BJP has made the kingpin of illegal mining a minister in Karnataka," he said.
The spokesman said that to give a clean chit to the BJP minister in Karnataka, allegedly involved in illegal mining, the Leader of Opposition (Sushma Swaraj) went to Bellary during the the Parliament session.

RTI activist who exposed corruption found dead in Nanded
A Right to Information (RTI) activist who was in the forefront in exposing corruption in PDS, foodgrain and fuel distribution in the Marathwada region has been found dead in Nanded. The circumstances behind how 43-year-old Ramdas Ghadegavkar, a local Shiv Sena leader, died is shrouded in mystery.The death of Ramdas, who used the RTI Act, adds another name in the victim list of whistleblowers in the country. The Shivajinagar police in Nanded, about 650 km from here, have registered a case of "sudden death", after Ramdas'' body was discovered late Friday night in Mondha area, police said today.
Preliminary post mortem report revealed excess alcohol in his body, police said. His brother has informed police that the RTI activist had left home at around 8 am on Friday.
Ramdas''s death comes just weeks after the murder of RTI activist Amit Jethwa from Gujarat who was killed for exposing illegal mining in the Gir forest region. Jethwa was shot dead from a close range near the Gujarat high court on July 20 after he filed a public interest litigation (PIL) against illegal mining.
Ramdas was active in uncovering corruption in PDS, foodgrain and fuel distribution by using RTI Act. He was a local Shiv Sena leader in Nanded and the head of the district Milk Sellers Association.
He had exposed the thriving sand mafia in the region through the RTI Act. His complaint had led the district administration to initiate action on the issue.
Meanwhile, Sena district president Hemant Patil met senior police officials and demanded a CBI inquiry into the mysterious death of Ramdas.
Bihar CM announces compensation for Lakhisarai Maoist attack victims
Bihar Chief Minister Nitish Kumar on Monday announced compensation packages for the security forces killed in encounter with the naxals in Poonadih village of Bihar's Lakhisarai District.Kumar, who visited the injured victims in Patna, said the State police would carry out the necessary operations to find out the number of Maoists and their hideout in the forest area
"The police will assess the situation, and about the number of members in the group or any other details, or even going to the area. And to find out about their cover, all those things and the whole incident will be investigated, and they will tell us about it. We'll take necessary steps as and when needed," said Kumar.
"All those who have died in the incident would be given right compensation according to the State's policies. They will get ten million rupees, and since the area is such wherein under SRE (Security Related Expenditure scheme), the district has a certain kind of insurance, so they will get that as well. The amount is about 1.3 million rupees," he added.
Earlier today, a fierce encounter that was raging between security forces and Naxals for around 14 hours in Poonadih village of Bihar's Lakhisarai district came to an end.
The combing operations, however, are still on.
According to reports, at least six security personnel were killed and over eleven others were injured in the encounter.
The encounter began on Sunday evening when over 150 armed Maoists attacked search teams of the Bihar police that were combing the area after intelligence reports of Maoists' presence in the forest.
Several Maoists are also reported to have been injured in the encounter. (ANI)

Court expresses concern over misuse of Domestic Violence Act
A Delhi court has expressed its concern over the misuse of the Domestic Violence Act to settle civil dispute between sparring couples with the use of women as "pawn" by the male relatives. "The misuse and abuse of the Protection of Women from Domestic Violence Act, 2005 is a matter of serious concern for the courts which are required to be careful and ensure that a woman petitioner is not made a puppet or pawn in the hands of her male relatives so as to manipulate the Act and use it for ulterior motives," Additional Sessions Judge Kamini Lau said.The court said the purpose of passing the welfare law was to protect the family value system and not to create a civil right. "The provisions of special legislation in favour of women cannot be abused as the short cut for establishing a civil rights where none exists," the court said.
"The intent of the Act is to protect the value system and institution of family and save it from destruction. This being so, the provisions of the Act have to be so interpreted to ensure that the existing family system is preserved," it said.
The court made the observation while dismissing an appeal of a woman who challenged an order rejecting her plea to be given a wholesome right to reside in a shanty also being occupied by her brother-in-law and sister-in-law. "It is evident that the attempt of the appellant (woman) is to ensure the division of the property and create her independent right in the same under the garb of the present petition," the court said.
It also noted that the woman as well as her husband have "collusively" filed the petition by "camouflaging a dispute" and have sought the invocation of the Protection of Women from the Domestic Violence Act, 2005, with the sole object of seeking the removal of her brother-in-law and sister-in-law from the property in question. "This court cannot be a party to any such attempt of the parties to abuse the special legislation enacted to grant immediate relief to women who are victims of Domestic Violence.
The right of one woman (the appellant) cannot be implemented by infringing upon a similar right of another woman i.e.
sister-in-law/jethani in the same property," ASJ Lau said.
