Dugwell Recharge Scheme to be implemented at a cost of Rs. 1798.71 crores

New Delhi: August 17, 2009

 

 

The State sector scheme of 'Artificial Recharge to Ground Water through Dugwells' has been formulated by the Ministry of Water Resources.  It is being implemented in 1180 over-exploited, critical and semi-critical blocks of hard rock areas in the seven States namely Andhra Pradesh, Maharashtra, Karnataka, Rajasthan, Tamil Nadu, Gujarat and Madhya Pradesh at an estimated cost of  Rs. 1798.71 crores including the subsiding component of  Rs. 1499.27 crore.

The funding of the Scheme is being done by Ministry of Finance through NABARD.  It is  being  implemented on 'Cluster approach basis' in a time span of three years from 2007-2010.  A National Programme Monitoring Committee (NPMC) has been set up by the Ministry of Water Resources for monitoring the progress of the Scheme.

  Total number of irrigation dugwells proposed for recharge is 4.45 million. Of which 2.72 million dugwells owned by small and marginal farmers and 1.73 million dugwells owned by other farmers. The average cost of recharge structure per well is Rs. 4000 which varies from Rs. 3600 as in Maharashtra to Rs. 5700 as in Andhra Pradesh. The beneficiaries would be farmers having own wells in their agricultural land.

Selja inaugurates all India "Hunar Se Rojgar" Programme to train F&B service and Food production staff

New Delhi: August 17, 2009

 

The Union Tourism Minister Kumari Selja today inaugurated "Hunar Se Rojgar" programme here at the Institute of Hotel Management (IHM), Pusa, New Delhi. These are training programmes to create employable skills in hospitality sector under the Capacity Building Scheme of Ministry of Tourism. The programme started simultaneously across the country in 25 Institutes of Hotel Management and Food craft institutes.

Speaking at the glittering function organized by IHM Pusa she applauded the role of the Institutes of Hotel Management in providing quality education to all aspiring people to fulfill the needs of skilled manpower in the hospitality industry. She pointed out that there is a need of 2.03 lakhs skilled people in hospitality industry every year. To meet this growing demand her Ministry has planned to start new hospitality institutes in the country. Ministry of Tourism is also asking the existing institutes to increase the number of craft level courses and short term courses to provide manpower at the cutting edge level.

The Skill Development Programmes started under "Hunar Se Rojgar" will offer short but quality training courses covering i) Food & Beverage Service and ii) Food Production. The programme will target the youth of weaker sections of societies who are interested in joining the hospitality industry and are in need to acquire skills facilitating employment. Kumari Selja further mentioned that there would be accommodation and hotels for every section of tourists, be it domestic or international at the time of Delhi Commonwealth Games–2010. It is expected that more than 1,00,000 tourists will visit Delhi during the Commonwealth Games. "Maximum number of tourists would prefer staying in small and economic hotel instead of 5-Star Hotels. The Guest Houses spread over Delhi will provide a large number of rooms to accommodate the tourists" added Kumari Selja.

She also talked about the initiatives underway for the development of niche tourist products. "Guidelines are being framed for development and promotion of Caravan Tourism and Heliport Tourism for destinations which have tourism potential but lack accessibility. The Ministry will provide central financial assistance to State Governments or UT Administrations for construction of Convention Centre in each state/ UT for the promotion of MICE Tourism. We are also developing sites for Rural Tourism, Buddhist Heritage Tourism, Adventure Tourism and Medical Tourism," She said.

Sujit Banerjee, Secretary (Tourism) commended the Institute of Hotel Management, Pusa in the Survey of Guest Houses and in the training of the Owners, Managers and staff of the Guest Houses. He also talked about the initiatives of Ministry of Tourism in providing hospitality education in the country. "The Ministry of Tourism is having a target of setting 8 more IHMs and 15 more Food Craft Institutes during the remaining period of 11th plan." He said.

Sanjay Kothari, Additional Secretary (Tourism) elaborated upon the programmes offered by the Institute under "Hunar se Rojgar" and Management Development Programme for Guest House Owners and Skills Development Programme for Guest House Staff and National Skill Certification for hospitality personnel. Thirty participants each have been enrolled for the two trades of Cooks and Waiters respectively representing a cross-section of catering establishment of the capital. Experts from the Pusa institute would deliver the programme comprising six weeks training in F&B Service and eight weeks for the Food Production staff. It was heartening to note that the Ministry of Textile too has come forward to supplement the MoT's initiative by providing two sets of customized uniforms for the two trades covered under the programme MoT is giving all financial support for the programme and is providing stipend of Rs. 1,500 for F&B and Rs. 2,000 for Food Production.

India Posts subscribes to Global Monitoring System

 

QUALITY MONITORING OF INTERNATIONAL MAIL TO BE ENSURED

New Delhi: August 17, 2009

 

The Department of Posts has subscribed to the Global Monitoring System(GSM) of the Universal Postal Union (UPU). This is a quality monitoring system for International mails. India Post delivers about 2100 tonnes of International Letter Mail received from different countries. This translates into 31 million articles per year, which are deliverable in every corner of the country. India Post aims to achieve better service quality in delivery of International letter mail to its customers and has therefore made a substantial investment in this project. At present the Global Monitoring System (GMS) is being tested in ten countries including India. The testing will continue up to December, 2009.

The Global Monitoring System (GMS) uses RFID (Radio Frequency Identification) technology for a precise diagnosis of the quality of service provided by the Postal operator. This involves testing of adherence to delivery standards by an independent Auditor selected by the Secretariat of the UPU. The independent Auditor has selected a panel consisting of a number of senders and recipients of letter mail in various countries. These panelists will send and receive letters which have RFID chips inside the envelope. The panelist and their location are not disclosed to the participating Postal organization. RFID readers (gates) have been installed at the postal facilities where mail is received from foreign countries at the Airports in Delhi, Mumbai, Kolkata, Chennai and Kochi. These readers will detect letters, which have the RFID chip inside and record the time of arrival in the postal facility. At the time of delivery of the article, the recipients will record the exact date and time of delivery.

The data recorded will be automatically transmitted to the independent auditor, who will analyse this data and forward it to the UPU. The UPU will be compiling this data and providing India Post with details of time taken for delivery of an article from time of receipt in India. Since the exact time of receipt and exit from the postal facilities at the Airport and the time of delivery in different cities will be known, it will be possible for India Post to take corrective action to improve quality.

World Bank to provide US $ 330 million for Haryana Power System Improvement Project

New Delhi: August 17, 2009

 

The government signed agreements with World Bank for 'Haryana Power System Improvement Project' here today i.e., 17th August, 2009. The total cost of the Project is US $ 471 million out of which US $ 330 million will be financed by the World Bank.

The development objective of the project is to improve the availability, efficiency and accountability of electricity supply in the State of Haryana through strengthening the transmission and distribution system.

The project Components are: (i) transmission system strengthening; (ii) urban distribution system strengthening; and (iii) technical assistance and capacity building of transmission and distribution companies.

The project will be implemented entirely in the State of Haryana, by two state-owned companies viz. Haryana Vidyut Prasaran Nigam Ltd., and Dakshin Haryana Bijli Vitran Nigam Limited.

Agreements for the Project were signed by Dr. Anup K. Pujari, Joint Secretary (MI), Department of Economic Affairs on behalf of Government of India. The other signatories were Ms. Jyoti Arora, Special Secretary (Power) for Government of Haryana, Mr. S. K. Mittal, Director (Projects) for Haryana Vidyut Prasaran Nigam Ltd., and Mr. R. K. Khudia, Company Secretary for Dakshin Haryana Bijli Vitran Nigam Limited. Mr. Roberto Zagha, Country Director (India) signed the Agreements on behalf of the World Bank.

The project is expected to be completed by December 31, 2014.
