Major Flaws in the Documents Received from Government of Maharasthra
January 5, Mumbai : Relay fast for 24 hours to demand land and housing rights started today at 1 pm with 30 representatives of various slums as well as middle class localities across Mumbai while more than 5000 people continue their sit-in through out the day at Azad Maidan in Mumbai. Today is the 5th day of the Ghar Bachao Ghar Banao Andolan agitation for right to dignified housing of the Mumbai working class living in various slums and bastis.
The documents that the Andolan received from Maharashtra government today are ridden with serious flaws. Government of Maharashtra has written to GOI, indicating only Municipal Corporation areas but not communities eligible under Rajeev Awas Yojana (RAY). State Government has not given detailed information and thus there has been no appropriate response from the Centre. Moreover, Maharshtra has not yet received any funds under RAY. All these are the reasons now used by the Government to justify non-implementation of RAY in Mumbai.
We also learnt today that the only pilot project proposal on Mankhurd, Mandala submitted by Ghar Bachao Ghar Banao Andolan, for last 2-3 years and followed with everyone including Centre and MHADA, has not yet seen the light of day, indicating State Government's lack of political will which has compelled the people to struggle for self-reliant housing and against builder-centred housing.
From other documents, it also became clear that on issue of slum declaration the collector of Mumbai has not given a truthful opinion to the ministry of Urban Development. Number of families eligible for the same under Slum Act, being 100% families in slum which GBGB has suggested, the collector has not even included those families whose names are in voter list of 1995 (supposedly cut-off date).
We regret the fact that following an hour and half long meeting with the CM and Home Minister on 2nd January, no official or minister has yet come with a written time bound commitment or to have further dialogue with the people camping at Azad Maidan for the last four days.
Andolan demands that Maharashtra Government take firm and concrete decisions, investigates into corruption and irregularities and until then, people are determined to continue their agitation.
