Basu's dying wish: To `live' for ever
In
death, Jyoti Basu has made a point, unlike other Marxist leaders. The
charismatic Marxist made a plegde a few years back that his body should
be donated for research. He had said that as a true communist he would
serve humanity till his last breath and continue to serve even after
his death. According to his wishes, Basu's mortal remains will be
handed over to the SSKM's anatomy department in Kolkata on Tuesday.
The body of former West Bengal Chief Minster Jyoti Basu being shifted to a morgue in Calcutta on January 17.
Not
many leaders have taken such a step, even in hardcore communist
countries. Even the body of Karl Marx, the founder of the Marxist
movement, was buried. Vladimir Lenin's body has been kept at the Lenin
Mausoleum for posterity by embalming it, but has not been donated for
research. Joseph Stalin's body was kept next to Lenin's for while and
was later buried near other minor leaders of Revolution near the Lenin
Mausoleum.
China's Deng Xiaoping's organs were donated, remains
cremated and ashes scattered over the seas. Another Communist leader
from China, Chou en Lai's body too was cremated and ashes scattered by
air over hills and valleys according to his wishes. Communist leaders
in India like EMS Namboodriripad and Harkishan Surjeet Singh too were
cremated.

Union
Finance Minister Pranab Mukherjee will represent the central
government, Communist Party of India-Marxist (CPI-M) West Bengal state
secretary Biman Bose told mediapersons here.
Bose said several
other central ministers, including Urban Development Minister S. Jaipal
Reddy, have also said they would be present when Basu's body is taken
out of the funeral parlour, Peace Haven - where it is now embalmed -
and handed over to a state-run hospital.
Rashtriya Janata Dal (RJD) chief Lalu Prasad is reaching the city Monday to attend Basu's last journey.
Top leaders of other national parties are also scheduled to attend, Bose said.
Bharatiya
Janata Party (BJP) stalwart L.K. Advani, party president Nitin Gadkari
and Janata Dal United (JD-U) leader Sharad Yadav will fly in to the
city Tuesday afternoon to pay their last respects at the state assembly
where Basu's body will be kept for public viewing, BJP sources said.
All
members of the CPI-M politburo and several central committee members
will attend the last journey of the former West Bengal chief minister.
Asked whether representatives of communist parties from abroad will be present, Bose said: 'No names have been confirmed yet'.
In New Delhi, Congress spokesperson Shakeel Ahmed confirmed Sonia Gandhi would be going to Kolkata Tuesday.
The
Congress chief had written to Jyoti Basu's son Chandan Basu Sunday to
condole the death and had described the Marxist leader as a 'tireless
crusader against communalism' and a 'warrior for social justice'.
The
Congress president said Basu 'did not go gently into the night - he
fought bravely until his last breath, just as he did throughout his
life. And what a rich, fulfilled and glorious life he had.'
Sonia
Gandhi also said that Basu had contributed to the formation of the
United Progressive Alliance government in 2004. 'We continued to count
on him for his wise counsel even after he retired from political life,'
she said, adding that his demise had left millions of his political
followers in the country feeling bereft.
There will be no funeral
of Basu on Tuesday as he has pledged his body for medical research. The
body will be handed over to a government-run hospital Tuesday. His eyes
have already been donated.

'A sahib in a dhoti', a 'bhadralok', 'a pragmatic patriarch','Communist
by training and patrician in temperament, Marxist by conviction and a
liberal democrat in practice, mass leader and recluse...' Just what or
who was Jyoti basu? As Ashok Mitra put it in the Telegraph:
After Subhas Chandra Bose, Jyoti Basu was the next idol the Bengali
masses created and clung to. The chemistry at work was almost
inexplicable, for Jyoti Basu was by nature a shy and reserved
individual. That apart, despite his fame as a spellbinding speaker,
he abhorred histrionics; his voice never deviated from the normal
pitch, the electric current nonetheless hurtled across in waves and a
bond got instantly established between the person on the podium and
the assembled dishevelled rows of humanity. The Communist Party of
India (Marxist) and the Left Front owe an immense deal to this
inexplicable phenomenon.
While most obituary writers recognised Jyoti Basu's biggest contribution to be the land reforms and agrarian rights for sharecroppers
that he helped usher in via Operation Barga in the early years of his
tenure, there were also many controversies that dogged India's longest
serving chief minister. Swapan Dasgupta, after characteristically saying, "If you seek his monument, look around," elaborated:
Initially, the party went in for radical land reforms and
decentralisation of power to consolidate its hold in the countryside.
But after five years, this strategy had run its course—though the
political dividends keep flowing to this day. When it came to the
revival of manufacturing and the creation of a new services sector, the
Chief Minister found himself outvoted inside the party. His government
adopted measures such as the abolition of English teaching till class 5
and the politicisation of institutions which set West Bengal behind by
decades. Trade union militancy and crippling power cuts led to the
decimation of small and medium industry. To the investing classes,
Bengal became a big no-no. Its efficiency was limited to the
organisation of bandhs....He inherited a crumbling edifice and bequeathed a similar
structure to his predecessor. He merely prevented the roof from caving
in.

The Telegraph, Calcutta provided a fuller list of the many controversies that dogged him.
He had a reputation among reporters, as Monobina Gupta
recalls, for his "exasperatingly short, brusque replies, sometimes even
with outright sarcasm or rudeness". Which is why, it was wonderful to
also be reminded about about the warm, human side of the man many
people accused of being aloof: Barun Ghosh on How Basu saved my job in Telegraph.

Saubhik Chakrabarti in the Indian Express appraises Basu's failures and puts his tenure in perspective:
Basu’s many obit writers, irrespective of their politics, refer to
him as a tall and visionary leader who often seemed bigger than the
party. CPM’s Vajpayee, as it were.Here’s the third surprise: Basu was actually CPM’s Advani.
He had personality by the spades. But like Advani, Basu couldn’t rise
above the party. He didn’t even try. He was very much a part of the
party’s political think tank that downgraded real welfare
provisioning. He never seemed to recognise the limitations of the
CPM-is-Bengal/Bengal-is-CPM mantra. Indeed, he was its showpiece.Jyoti Basu could have reworked the Bengal CPM model. He had the
political heft to do it. The final surprise: he never saw the need.
Sunanda K. Datta-Ray in the Telegraph:
Given Indian class consciousness, villagers and the party’s rank
and file were awed by his aloof manner and unseeing, hooded gaze. He
seemed born to rule. Westerners, especially the British, loved his
unsmiling visage and clipped, monosyllabic replies. Society women
swooned over his gallantry. One who wanted her whiskey small at a
cocktail party was very taken when Basu intervened, “Don’t worry,
they serve it in homeopathic doses in this house!” Such repartee was
not expected from an austere Marxist whose government was identified
with radical social and economic measures...He was too sophisticated to discuss land concessions, contracts,
loans and licences at social occasions; but they soldered the bond
that gave rise to the “Communist Party of India (Marwari)” joke about
the CPI(M)....He sanctioned or turned a blind eye to criminally harsh repression and the use of agents provocateurs. He chose to condone police brutality,
often making light of the atrocities reported in the newspaper I
edited. “Editor-sahib sees torture everywhere!” he once joked. When I
defended my reporter’s eye-witness account he replied that he had
asked the police commissioner, who had denied the story. Naturally,
the police commissioner would deny a report that indicted his men.
Similarly, Basu did little or nothing to prevent the CPI(M) and its
allies from sponsoring illegal immigration from Bangladesh. He railed
against the Anandabazar group at our last meeting, saying they
invented stories about him.
Aditya Nigam in Kafila:
Basu was neither Bonaparte nor Caesar. He was certainly not a
‘heroic’ personality, and not by any means a demagogue. His political
appeal came from his ‘ordinariness’. His political speeches in rallies
at the Brigade Parade ground, were delivered in simple conversational
style, almost sounding like one-to-one conversations. No fire-spouting
rhetoric; no big words whose meaning only the converted can understand.
...Many have labelled this style ‘pragmatic’ – a euphemism for the
somewhat more uncharitable term ‘opportunist’. That is to say,
uncluttered by ‘ideology’. This diagnosis is, interestingly, shared by
many. In the eyes of liberals, ‘ideology’ refers to doctrinairism and
is essentially negative, whereas to many Marxists, it refers to purity.
But for both, Basu’s style of doing politics shuns ideology. In our
reckoning, both these readings are completely off the mark. Basu’s
politics was certainly uncluttered by ideology but in another sense:
there was nothing pre-determined about his responses. It was as if one
was ‘thrown’ into a political context where all had to fall back upon
was one’s political instincts.
Gopal Krishna Gandhi in the Telegraph:
It was in London, where I was working as director of The Nehru
Centre, that I had got to know Jyotibabu. The year was 1993. The
Nehru Centre had organized a commemoration of the 200th year of
Cornwallis’s Permanent Settlement. Jyotibabu was the chief speaker.
His head buried in the text, he read in an unfluctuating timbre and
tone from a prepared script. And as he progressed from page to page
of the closely typed document I could see many in the audience
‘switching off’. Jyotibabu, too, seemed to realize this for he
suddenly stopped midway and, looking up through his spectacles, said,
“You can see I am reading this out. It has been written for me by an
expert who knows all these things. I do not know all this myself. I am
also learning as I read this. You see, for most of my life I have
been among the people, with little time to read or study….” The
audience burst into applause in appreciation of the candour of this
man who had shaped history, while most of the listeners had only read
history and some had written on aspects of it.

regret over all that he could have achieved. Many analogies will be
used to describe Jyoti Basu. But with the benefit of hindsight he reminds one more of tragic Rajput princes more than anyone else.
These are people who built incredible political citadels, often at
great personal sacrifice. They were even able to make them
impregnable, and often worked with a sense that they were making
history. The whirl of events, in the world at large, did not defeat
them. But it did render them progressively more on the wrong side of
history.Basu built a magnificent political citadel against two enemies: the
Congress centralism of Delhi and the horrendous exploitation of share
croppers in Bengal. But while this was enough to keep his party secure
in power, it was not enough to prepare his people for the whirlwind
changes that India and the world have experienced. But it is a measure
of his personal greatness that his contributions to Indian democracy
will long survive debates over his ideological fidelity to communism.
Some will regret that he was not more Maoist, more ruthless; others
will regret that he was not Deng, more thoroughly pragmatist about
development. But Indian democracy will be grateful that he remained
Jyoti Basu: someone who knew how to consolidate real power, but who did not let it go to his head.

Thousands of people in the Indian city
of Calcutta have queued up outside a mortuary for a glimpse of
communist leader Jyoti Basu's body.
Mr Basu died at the age of 95 on Sunday after a long illness. Tributes have been pouring in from around the world.
He was chief minister of West Bengal state from 1977 to 2000 and led the Communist Party of India-Marxist (CPM).
Mr Basu was credited with restoring stability to the state, and bringing in land reforms.
In
1996 he was offered the post of prime minister in a national
left-of-centre coalition, but his party chose to support the government
from outside the coalition.
Mr Basu described his party's decision not to join the coalition as a "historic blunder."
'Pragmatic'
The Communist-led government of West Bengal has announced two days of mourning in the state.
All
state government offices are closed and the authorities have also
requested private organisations to keep their offices closed on Monday.
Thousands of people gathered outside the mortuary despite the
morning chill to pay tribute to Mr Basu, the BBC's Subir Bhaumik in
Calcutta reports.

The body is to be taken to the state-run SSKM hospital on Tuesday evening.
There will be no cremation - Mr Basu's body will be donated to medical research in accordance with his wishes.
Mr Basu was India's most respected Communist leader.

politicians. I often turned to him for his sagacious advice... which
was statesmanlike, always pragmatic and based on unshakeable values,"
Prime Minister Manmohan Singh said.
"His death ends a chapter
in the country's politics," former PM and senior Bharatiya Janata Party
leader Atal Behari Vajpayee said.
Bangladesh's prime minister Sheikh Hasina described Mr Basu as "a great leader not only of India but also of South Asia".
"We
recall with deep gratitude his contribution to the liberation of
Bangladesh and conclusion of India-Bangladesh Ganges water-sharing
treaty," she said.
She is due to arrive in Calcutta on Tuesday to pay tribute to Mr Basu.
The Communist leader leaves behind a controversial legacy.
Though
he undertook crucial land reforms in West Bengal state and empowered
the peasantry, the state slid into industrial stagnation and the period
of his rule was characterised by radical trade union activity.

It has staved off the worst
effects of the slowdown and spawned over 450 projects across the
country from some of India’s leading property developers. But even
before the boom in affordable housing fructifies, worrying questions
are being raised about the viability of demand for one- or two-room
apartments at a reasonable price—Rs 5 lakh to Rs 30 lakh. Simply put,
at a time when credit is easily available, consumer interest seems to
be flagging. Is the trend for affordable housing in trouble?
“Property prices have risen 15-20 per cent in the past six months.
If there is a rise in home prices, people will get out of the market,
as it is the middle-income group that is driving sales,” warns Renu Sud
Karnad, managing director, HDFC ltd. As property prices firm up,
there’s a ripple effect on the lower segment. Now, there are fears that
a further 25-30 per cent rise in residential property prices might
strangle the demand from those seeking low-priced housing.
The apprehension seems justified. During the year-long liquidity
crunch from mid-2008, the government had stepped in to offer a helping
hand: it partnered private development and provided incentives for
affordable housing in the sub-Rs 20 lakh bracket. Yet, either there
aren’t enough appealing projects available or there aren’t enough
takers for ‘affordable’ housing in cities like Mumbai, Greater Noida or
New Gurgaon. “During the downturn, when supply was more than the
demand, there was a decline in prices,” says a spokesperson for
developer Parsvnath. “Now, as the demand has started picking up,
there’s a cascading impact on the prices.”
The problem is multifold. The most important facet is the perception
of what is ‘affordable’ housing. Property developers broadly bracket it
as one- to three-bedroom apartments priced below Rs 30 lakh, but this
categorisation does not work uniformly across different cities and
income groups. Moreover, post-recession, there has been a drop in risk
appetite, says Kumar Gera, chairman of CREDAI, a real estate developers
body. He says, “Today, buyers have become more price-sensitive; they
look at sustainability, affordability, ability to service debt. Unlike
before, the lower the price, the greater is the number of buyers.”

about 60 per cent of buyers depending on financing, it is the sub-Rs 20
lakh units that are finding takers. The catch, however, is that even
attractive prices are not proving a lure for many projects.
Industry-watchers cite some projects near the Greater Noida expressway
or those off Manesar, which are places lacking in proper roads or other
infrastructure. Even in Ghaziabad, where affordable housing has long
been the norm, the entry of new developers in the ‘affordable’ segment
hasn’t pushed sales. “The launch of new projects has slowed since
November as there is some oversupply of units,” says Samir Jasuja, CEO
of PropEquity, a Gurgaon-based real-estate analysis firm.
Similarly, PropEquity’s report till early November 2009 indicates
that there has been better offtake in the sub-Rs 15 lakh category,
particularly at locations closer to large cities. Overall, of the
90,000 units available in the ‘affordable’ category, only 40,000 had
been bought. Describing 40 per cent absorption as not bad by industry
standards, Jasuja adds that with market sentiments improving sales have
since inched up.
Admitting to having ventured into the low-cost segment to tide over
the slowdown, Rohtas Goel, CMD of Omaxe, avers, “As there is a lot of
appetite for affordable houses, we find no problem in sales and plan to
launch more projects.” Omaxe is one of the developers that has held on
to the price and sold 90 per cent of the 1,400 flats on offer in the Rs
15-25 lakh category in Indore, Faridabad and Bahadurgarh, on Delhi’s
border, in the last four months. The company also sold 1,500
one-bedroom units in Vrindavan for Rs 8 lakh each.
Developers point out that land cost is a big decider in the final
price tag. That’s why many projects are coming up further away from big
cities. Where transportation and other facilities compensate, there is
no lack of takers. Falcon Realty Services has got good response for
its 2,500 units priced at Rs 5.9 lakh-Rs 28 lakh at Global Eco City, a
45-minute drive from Delhi international airport. Good facilities,
including transportation, is proving the clincher.
As Anshuman Magazine, CMD of CB Richard Ellis, South Asia, states,
“Consumers are now aware and demanding quality.” This includes social
infrastructure like schools and other such facilities along with
physical infrastructure. “Consumers lower down the pyramid tend to work
backward from the price point. Just because the price point is low, you
can’t expect people to compromise on quality, social and physical
infrastructure and location, as the commute time means not just time
but also money,” says Jerry Rao, former CEO of MphasiS. Rao is building
2,000 flats of various sizes, priced under Rs 10 lakh, outside
Bangalore, and plans more ventures in cities like Chennai and Mangalore.
With demand for big-ticket projects picking up, many fear that
developers with lots of commitments may lose interest in the affordable
segment. Many projects are already running behind schedule for various
reasons, including city regulations, forcing people to move up the
segment. As Rajiv Mehrotra of Noida-based Sunshine Enterprises puts it,
“Demand is there, but there are hardly any houses below Rs 20 lakh
available.” Already staring at rising inflation, people’s euphoria over
affordable housing looks likely to fade—unless the government lends a
helping hand.
