विकल्प जो हम चुनने लगे,सारा देश गुजरात और इस गुजरात देश में संस्कृति सलवा जुड़ुम!इस आलेख के शुरु में ही यह साफ कर देना चाहेइ कि हम चुनाव के प्रहसन के खिलाफ जरुर हैं,जनादेश के कारपोरेट हस्तक्षेप के भी विरुद्ध हैं हम,लेकिन हम जितना विरोध कारपोरेट नरसंहार और वैदिकी हिंसा का करते हैं,उससे भी ज्यादा विरोध हमारा माओवादी हिंसा से है।


हमारी आदरणीया लेखिका अरुंधति राय के राष्ट्र के सैन्यीकरण, कारपोरेट साम्राज्यवाद संंबधी विचारों को अद्यतन समाजवास्तव को समझने के लिए हम जरुरी भी मानते हैं और हम यह भी जरुरी मानते हैं कि लोग बाबासाहेब के जातिभेद उच्छेद पर उनकी सामयिक प्रस्तावना को अवश्य पढ़ें।


हम उनके हालिया इंटरव्यूसकल से सहमत है कि इस चुनाव में हम यह तय करे जा रहे हैं कि देश का राज अंबानी चलायेंगे या टाटा।अमेरिकी पत्रिका स्ट्रेट को दिये गये उनके इंटरव्यू से बी हम सहमत है कि जनादेश निर्माण की प्रक्रिया में हम दरअसल तय यह कर रहे हैं कि निःशस्त्र जनता के विरुद्ध युद्ध के लिए सेना उतारने का आदेश कौन जारी करें।


इस इंटरव्यू का उपलब्ध बांग्ला अनुवाद हमने अपने बांग्ला ब्लाग में लगाया है।हिंदी में कोई अनुवाद हमारे फिलाहाल सामने नहीं है।


इसी बीच आनंद तेलतुंबड़े ने साफ साफ अरुंधति के अंध अंबेडकर वाद पर सवालिया निशान दागते हुए पूछा है कि अंबेडकर की हमें जरुरत तो है लेकिन किस अंबेडकर की।हमने भी इस पर लिखा है।


माओवादी आंदोलन को अरुंधति क्रांतिकारी आंदोलन मानती है हालांकि वह भी माओवीद हिंसा की निंदा करती हैं।


हम शुरु से कहते रहे हैं कि दरअसल माओवादी हिंसा अंततः कारपोरेट हिसां ही है।


हमने सिर्फ लिखा ही नहीं,दंडकारण्य में माओवादी इलाकों में खुली सभाओं में बार बार ऐसा कहा है और यह भी कहा है कि माओवादी हिंसा का शिकार कारपोरेट हित कभी नहीं हुआ।


नौकरी में लगे बहुजनों के जिगर के टुकड़े काट दिये जायें,राष्ट्र की संपत्ति को नुकसान पहुंचाया जाये,इससे कारपोरेट हितों पर कोई असर होता नहीं है।सेना और अर्धसैनिक बलों के जवान तो शतरंज के मोहरे हैं।उनके जीने मरने पर न भारत सरकार या राज्यसरकारों पर काबिज लोगों और न कारपोरेटघरानों को कुछ आता जाता है।


बंगाल में भी सत्तर के दशक में कारपोरेट और पूंजी के ठिकानों पर एक पटाखा भी फूटने का कोई इतिहास नहीं है,जबकि बंगाल में सत्तर के दशक में नक्सली आंदोलन सर्वव्यापी था और उसका असर इतना व्यापक था कि बांग्लादेश की सरजमीं पर भारतीय सेना पाकसेना और रजाकारों के खिलाफ लड़ रही थी,तो अपने ही देश में नक्सलियों के खिलाफ।


हकीकत में बांग्लादेश में भारत के सैन्य हस्तक्षेप में देरी इसी वजह से हुई,सैन्यदस्तावेज इसकी पुष्टि करते हैं।


आपको बता दें कि आदिवासी इलाकों में न भारत का संविधान लागू है, न कानून का कोई शासन है। कानून ताक पर कारपोरेट योजनाएं अबाधित तौर पर चलाने के लिए बेदखली जरुर अविराम है।


भूमि अधिग्रहण कानून,खनन अधिनियम,पर्यावरण कानून,समुद्रतट सुरक्षा कानून,संविधान प्रदत्त मौलिक अधिकार,पांचवीं और छठी अनुसूचियों,पेसा के साथ साथ सुप्रीम कोर्ट के फैसले भी वहां लागू नहीं होते।


राजनीति वहां सिर्फ वोट मांगने चुनाव मौसम में दस्तक देती है और लोकतंत्र में आदिवासियों की कोई हिस्सेदारी है ही नहीं।


देशभर में ज्यादातर आदिवासी गांव राजस्व गांव बतौर पंजीकृत नहीं है।एकबार अपने गांव से हटने पर वे वहां वापस नहीं जा सकते।


विकास परियोजनाओं के नाम पर कारपोरेट हितों में आदिलवासियों के इन गांवों को मिटाने का सबसे भारी कार्यभार है सैन्य राष्ट्रवाद का।


अब माओवादी हिंसा के बाद माओवादी गुरिल्ले मुटभेड़ में मारे न जाये तो उन्हें पकड़ना मुश्किल है।वे मौके से फौरन नौ दो ग्यारह हो जाते हैं। लेकिन प्रतिक्रिया में जो सघन सैन्य अभियान आदिवासी इलाकों में जारी रहता है,उसके चलते एकमुश्त बीसियों गांव खाली हो जाते हैं और कारोपोरेट गुलशन का कारोबार यूं ही आसान हो जाता है।


सारे माओवादी इलाकों में यह खेल साल भर चलता रहता है।


छत्तीसगढ़ और दूसरे आदिवासी इलाकों इस चुनावी माहौल में आदिवासी जनता की बेदखली का यह खूनी खेल फिर जारी है।


माओवाद से निपटने में सिरे से नाकाम राष्ट्र निरपराध आदिवासियों को माओवादी तमगा लगाकर समूची आदिवासी जनता के खिलाफ निरंतर दमन चक्र चला रही है ,जिसे बाकी देश आर्थिक सुधार और विकास समझते हैं लेकिन वह आदिवासियों का चौतरफा सत्यानाश है।


बहुजनों में आदिवासियों को शामिल करने की डींग हांककर अपनी अपनी दुकानें चलाने वाले अंबेडकरी मसीहा संप्रदाय को इन आदिवासियों के जीने मरने से कोई लेना देना नहीं है।

अंबेडकर जयंती है।ढोल ताशे का शोर बहुत है।सरकारी अवकाश है और फूलो की बहार है।अंबेडकर जयंती के मौके पर आज बंबई शेयर बाजार, नैशनल स्टाक एक्सचेंज, मुद्रा विनिमय बाजार और ऋण बाजार बंद हैं।


केंद्र ने डॉ. भीमराव अंबेडकर की जयंती के उपलक्ष्य में सोमवार को छुट्टी की घोषणा की है जिससे करीब 50 लाख केंद्रीय कर्मियों को विस्तारित सप्ताहांत मिला है। कार्मिक मंत्रालय द्वारा जारी कार्यालय ज्ञापन में कहा गया है, पूरे भारत में औद्योगिक प्रतिष्ठानों सहित केंद्र सरकार के सभी कार्यालयों में सोमवार 14 अप्रैल 2014 को डॉ. भीमराव अंबेडकर की जयंती के उपलक्ष्य में अवकाश रखने की घोषणा की गई है। मंत्रालय के एक अधिकारी ने कहा कि केंद्रीय कर्मियों के लिए 14 अप्रैल को छुट्टी अनिवार्य नहीं होती।


जो है नहीं ,वह है अंबेडकरी आंदोलन।जो है वह है,भारतीय कृषि समाज और जाति व्यवस्था में बंटे कृषि समाज का नख शिख भगवाकरण।


नमो ब्रांडिंग की धूम है।सैन्य राष्ट्र में पुलिसिया सरकार के लिए जनादिश निर्मिते वास्ते प्रायोजित सुनामी है।लठैतो कारिंदों की बांस बांस छलांग है।


भाजपा में उदित राज के समाहित हो जाने के बावजूद नेट पर इंडियन जस्टिस पार्टी है।दिल्ली में वोट पड़ने से पहले तक जिसके बैनर में यूपी के नेक्स्ट सीएम बतौर उदित राज की तस्वीर थी। ईवीएम में किस्मत तालाबंद हो जाने के बाद नेक्स्ट सीएम का नारा गायब है।


अब बिहार में नेक्स्ट सीएम रामविलास पासवान का नारा है।कुल मिलाकर अंबेडकरी आंदोलन का चेहरा यही है।


ठगे रह गये तीसरे दलित राम,जो संघ परिवार के प्राचीनतम हनुमान हैं,जिन्हें महाराष्ट्र का सीएम कोई नहीं बता रहा।नये मेहमानों का भाव कुछ ज्यादा ही है।

मनुस्मृति का स्थाई बंदोबस्त कायम रखने के लिए वैश्विक जायनवादी व्यवस्था से सानंद नत्थी हो जाने वाले संघ परिवार बाबासाहेब के संविधान को बदलने के लिए नमो पार्टी लांच कर चुकी है भाजपा को हाशिये पर रखकर और अमेरिकी राष्ट्रपति की तर्ज पर नमो प्रधानमंत्रित्व का चेहरा आकाश बाताश में भूलोक,पाताल और अंतरिक्ष में सर्वत्र पेस्ट है।बहुजनों के संवैधानिक रक्षाकवच से लेकर बाबासाहेब के लोककल्याणकारी राज्य का पटाक्षेप है।

मजा तो यह है कि संघ जनसमक्षे नीला नीला हुआ जा रहा है तो नीला रंग अब केसरिया है।नाजी फासीवाद हिंदू राष्ट्र के लिए उतना जरुरी भी नहीं है।हम चाहे जो कहे ,हकीकत यह है कि आजादी के बाद वर्णवर्चस्वी नस्ली सत्तावर्ग ने भारत को हिंदू राष्ट्र ही बनाये रखा है।सवर्ण राष्ट्र।जहां दलितों,आदिवासियों,पिछड़ों,मुसलामान समेत तमाम विधर्मियों और नस्ली तौर पर विविध अस्पृश्य भूगोल के वाशिंदों के न नागरिक अधिकार हैं और न मानवाधिकार।हिंदू राष्ट्र का एजंडा आक्रामक राष्ट्रवाद धर्मोन्मादी है।कांग्रेस का हिंदू राष्ट्र और संघी हिंदूराष्ट्रवाद में बुनियादी फर्क इस आक्रामक धर्मोन्माद का है और बाकी हमशक्ल कथा है।जो राम है वही श्याम।जो नागनाथ है,वही सांप नाथ।फासिस्ट नाजी कायाकल्प और पुलिसिया सरकार नागरिक अधिकारों और मानवाधिकारों के साथ साथ लोकतंत्र और सभ्यता के बुनियादी वसूलों को खत्म करके जल जंगल जमीन नागरिकता रोजगार प्रकृति और पर्यावरण से बहुसंख्य भारतीयों को बेदखल करने और क्रयशक्तिविहीन वंचितों के सफाये का नस्ली एजंडा है।


फिर मजा देखिये कि नमो पार्टी के भावी प्रधानमंत्री के ओबीसी मुख से अंबेडकर वंदना वंदेमातरम कैसे समां बांध रही है।राहुल पर अटैक करके मोदी ओबीसी कह रहे हैं कि सारे अधिकार अंबेडकर ने दिये हैं।सौ टका सच है।बरोबर।


कोई उनसे पूछे,उन हक हकूक के बारे में जैसे अंबेडकर के बनाये श्रम कानूनों को बहाल रखने की उनकी ओर से गारंटी क्या है।


वैश्विक छिनाल पूंजी,वित्तीय पूंजी और कालाधन की जो मुक्तबाजारी ताकतें हैं,वे सारी की सारी गुजरात माडल पर बल्ले बल्ले क्यों  हैं।क्योंकि पांचवी और छठी अनुसूचियों का वजूद ही मिटा दिया है गुजरात माडल ने।


कच्छ से लेकर सौराष्ट्र तक कारपोरेट कंपनियों को पानी के मोल पर जमीन तोहफे में दी गयी है।नैनो के लिए सानंद कृषि विश्वविद्यालय की सरकारी जमीन की खैरात दी गयी तो कच्छ में अनुसूचित जनजातियों को पिछड़ा बनाकर पांचवीं और छठीं अनुसूचियों की हत्या करके बिना जनसुनवाई,बिना उचित मुआवजा जमीन अधिग्रहण हुआ।


जो शहरीकरण और औद्योगीकरण की फसल खेती को चाट गयी,उसमें खून पसीने की कोई कीमत ही नहीं है।


गुजरात नरसंहार से भी बड़ी उपलब्धि तो नमो ब्रांडेड हिंदुत्व का यही है कि उसने गुजरात माडल में श्रम कानूनों को बिना जहर मार डाला।


जैसे नये अर्थतंत्र के तहत बाबासाहेब के राजस्व प्रबंधन के सिद्धांत के विपरीत पूंजी को करमुक्त बनाने का करमुक्त भारत का प्रकल्प है और जैसे संसाधनों के राष्ट्रीयकरण के बाबासाहेबी सिद्धांत के विपरीत कांग्रेस भाजपा का देश बेचो ब्रांड इंडिया साझा चूल्हा है।

इन्हीं अंबेडकरी ओबीसी विकल्प में संसाधनों और अवसरों का न्यायपूर्ण बंटवारे के लिए सौदेबाजी के गुल खिला रहे हैं अंबेडकरी तमाम मनीषी,जिनके हाथों में कमंडल आया ही मंडल असुर के वध के लिए।

हम कहें तो हिंदुत्ववादी और अंबेडकरी अंध भक्त समुदाय हमें अरुंदति और आनंद तेलतुंबड़े की तरह हमें भी ब्राह्मण और कम्युनिस्ट करार देंगे तो गौर करे संघी ब्राह्मण कट्टर हिंदुत्व के प्रवक्ता डा.मुरली मनोहर जोशी के बयान पर जो कल तक अटल आडवाणी के साथ संघ परिवार के ब्रहामा विष्णु महेश की त्रिमूर्ति में शामिल है।नमो सुनामी की वजह से वाराणसी से बेदखल अप्रत्याशित कानपुर में भारतीय जनता पार्टी (भाजपा) के विस्थापित वरिष्ठ नेता मुरली मनोहर जोशी ने रविवार को कहा कि भारत में  मोदी नहीं, बल्कि भाजपा की लहर है।

मीडिया द्वारा यह पूछे जाने पर कि क्या भाजपा के प्रधानमंत्री पद के उम्मीदवार नरेंद्र मोदी के पक्ष में एक लहर है, जोशी ने कहा कि मोदी भाजपा के प्रधानमंत्री पद के उम्मीदवार के रूप में इसके एक प्रतिनिधि हैं। उन्हें देशभर में पार्टी और इसके नेताओं से सहयोग मिलता है। मदद मोदी की नहीं, भाजपा की है।इस पर तुर्रा यह कि ब्राह्मण शिरोमणिजोशी ने कहा कि अगर भाजपा के नेतृत्व वाली एनडीए लोकसभा चुनाव जीतती है तो गुजरात मॉडल को राष्ट्रीय जनतांत्रिक गठबंधन (एनडीए) के रूप में लागू नहीं किया जाएगा। जोशी ने कहा कि पूर्व भाजपा नेता जसवंत सिंह को बाड़मेर संसदीय क्षेत्र से टिकट देने से इनकार करने का निर्णय, एक सामूहिक निर्णय नहीं था।

गौर करें,अहमदाबाद में भीमराव अंबेडकर की 123वीं जयंती पर नरेंद्र मोदी ने राहुल गांधी पर हमला बोलते हुए कहा कि वह कानून लागू करने और लोगों को अधिकार देने का श्रेय लेकर संविधान के मुख्य निर्माता का 'अपमान' कर रहे हैं ।


मोदी ने कहा, 'यह दुर्भाग्यपूर्ण है कि इन दिनों कांग्रेस पार्टी के शहजादे, मुझे नहीं पता क्यों, बार-बार यह कहकर बाबा साहब अंबेडकर का अपमान कर रहे हैं कि कांग्रेस ने यह या वह अधिकार दिया है ।' उन्होंने कहा, 'हमें सभी अधिकार और कानून अंबेडकर ने दिए हैं ।'


प्रधानमंत्री पद के भाजपा के उम्मीदवार नरेंद्र मोदी ने कहा, 'यदि कोई दावा करता है कि उसने देश के लिए कोई अधिकार या कानून दिया है तो वह अंबेडकर का अपमान कर रहा है । जो संविधान को नहीं जानते, वे आज राजनीतिक कारणों से इन चीजों का श्रेय ले रहे हैं ।' मोदी की टिप्पणी ऐसे समय आई है जब राहुल गांधी और कांग्रेस ने दावा किया है कि संप्रग सरकार ने देश के लोगों को सूचना का अधिकार, शिक्षा का अधिकार और खाद्य सुरक्षा दी है ।


यही नहीं,बीबीसी के मुताबिक अंबेडकर जयंती पर सोमवार को उत्तर प्रदेश के लखीमपुर खीरी में एक चुनावी रैली में उन्होंने गांधी नेहरू परिवार पर निशाना साधते हुए कहा, "एक ही परिवार के तीन लोगों को भारत रत्न मिला और तुरंत मिला लेकिन डॉ. अंबेडकर के निधन के 40 साल बाद उन्हें भाजपा के सहयोग वाली सरकार ने भारत रत्न दिया."

नरेंद्र मोदी ने की दलितों को लुभाने की कोशिश

भारतीय संविधान के निर्माता कहे जाने वाले डॉ. अंबेडकर को 1990 में भारत रत्न दिया गया और उस समय देश में राष्ट्रीय मोर्चा और वाम मोर्चा की सरकार थी जिसका नेतृत्व वीपी सिंह कर रहे थे और भाजपा का उसे समर्थन प्राप्त था.

मोदी ने कहा, "अगर बाबा साहब अंबेडकर न होते तो मेरे जैसा अति पिछड़े परिवार में पैदा हुआ व्यक्ति आज इस जगह पर खड़ा न होता. ये बाबा साहब अंबेडकर की कृपा है जो मैं आज आपके सामने खड़ा हूं."

अपने भाषण से जहां उन्होंने दलितों को लुभाने की कोशिश की, वहीं एक फिर कांग्रेस और यूपीए सरकार पर निशाना साधा.

भारतीय जनता पार्टी इस चुनाव में दलितों को लुभाने के लिए रामविलास पासवान और रामदास अठावले जैसे नेताओं के साथ गठबंधन कर चुकी है जबकि दलित नेता उदित राज पार्टी के टिकट पर दिल्ली से किस्मत आज़मा रहे हैं.

मोदी ने अंबेडकर जयंती पर उत्तर प्रदेश में रैली कर अंबेडकर की तारीफ़ की है जहां दलित वोट बैंक को बहुजन समाज पार्टी के पीछे लामबंद माना जाता है.



आपको याद दिला दें कि 2009 में भाजपा का भारत उदय नारा था प्राइम मिनिस्टर वेटिंग लौहपुरुष लाल कृष्ण आडवाणी के हक में तब भी हवाें केसरिया थीं।


तब भी विज्ञापनी बहार थी बदस्तूर और कांग्रेस के हक में कहीं कोई पत्ता भी खड़क नहीं रहा था।लेकिन पुणे में ब्राह्मण सभा ने शंकराचार्यों की अगुवाई में फैसला किया कि कांग्रेस को जिताना है।


जिन कालाधन और बेहिसाब संपत्ति के आरोपों में घिरे, औषधि में मिलावट से लेकर श्रम कानूनों के उल्लंघन मामले में यूपीे जमाने में बेतरह फंसे बाबा रामदेव का वरदहस्त सबसे घना घनघटा छाया नमोअभियान पर योगाभ्यास सहज की तरह है,उन बाबा रामदेव की अगुवाई में हरिद्वार में तब कारपोरेट मीडिया प्रधानों,शंकराचार्यो ने आडवाणी के हिंदुत्व के सिरे सेखारिज करके मनमोहनी जनादेश की रचना की थी।

ब्राह्मणसभा जैसे जाति संगठनों,क्षत्रपों,अस्मिताओं,परमआदरणीय शंकराचार्य और जनता की अदालत सजाने वाले कारपोरेटमीडिया के नक्षत्रों का आचरण चमकदार विज्ञापनी चरित्रों के जैसा ही है कि कोई ठिकाना नहीं कि उनकी मधुचंद्रिमा ठीक किस शुभमहूर्त पर प्रारंभ होती है और कब अप्रत्याशित पटाक्षेप हो जाये।


जाहिर है कि यहां नमोमय भारत का फैसला अमेरिका ने पांचवें हिस्से के भारत के मतदान में खड़ा होते न होते कर दिया है।अमेरिकी फतवा के खिलाफ कोई बोल ही नहीं रहा है।


सैमदादा के खिलाफ खड़े होने में फट जाती है सबकी।

सारे फतवे पर भारी है सैम दादा।

मध्य भारत के खनिज इलाकों में बहुराष्ट्रीयछिनाल पूंजी का सबसे बड़ा दांव है।आदिवासियों के विस्थापन और कत्लेआम,संविधान की पांचवीं और छठीं अनुसूचियों की हत्या,भूमि पर आदिवासियों के हक पर सुप्रीम कोर्ट के आदेश की अवमानना के तहत विकास की गाड़ी को पटरी पर लाने के लिए इसी इलाके में खास तौर पर गुजरात माडल का विकास लागू करना है।


जैसे कि कच्छ समेत पूरे गुजरात में कारपोरेट कंपनियों को भूदान करके मोदी अब नवउदारवाद के मौलिक ईश्वर के बाद कारपोरेट तोते के प्राण और नमो भारत के हिंदू राष्ट्र के नये ईश्वर बनकर वैदिकी हिंसा सर्वस्व अश्वमेधी सभ्यता के मर्यादा पुरुषोत्तम है,जिसने अपनी सीता का भी वहीं हैल किया जो राम ने किया था जैसे कि अनुसूचित समुदायों को गुजरात में कायदे कानून ताक पर रखकर बेदखल किया गया है,बाकी देश में भी वहीं तय है और इसी से सधेंगे अमेरिकी हित।


छिनाल पूंजी बदनाम हुई नाचने लगी है शेयर सूचकांक में।

इस विजय का उत्सव सोनी सोरी के भाई को पीटकर सलवाई पुलिस ने मनाया। चूंकि सोनी सोरी के बहाने बागी कथित माओवादी आदिवासी जनता लोकतांत्रिक प्रक्रिया में मुख्यधारा के साथ खड़ी हो गयी,तो स्थाई बंदोबस्त का तिस लिस्म टूट ही जाना है।

यक्ष प्रश्न है छत्तीसगढ़ी नमो सरकार का,सोनी सोरी नक्सली है और तुम लोग एक नक्सली की मदद क्यों कर रहे हो ?.

बाकी संवाद से पहले माननीय हिमांशु कुमार की जुबानी वाकया जो हुआ,उसपर गौर जरुर करें और समझ लें कि नागरिक और मानवाधिकार की हत्या के उदात्त घोषमा के साथ जो हिंदू राष्ट्र का कारपोरेट एजंडा अमेरिकी तत्वावधान में अमल में आना है,जनादेश पर ईवीएम मुहर पड़ते ही ,उसके आखिर नजारे क्या क्या होंगे।

आज आदिवासी पत्रकार और सोनी सोरी के भतीजे लिंगा कोडोपी और सोनी सोरी के भाई रामदेव के साथ सीआरपीएफ ने सिपाहियों ने मारपीट और गाली गलौज करी और उन्हें छह घंटे से ज़्यादा बंधक बना कर रखा .

सोनी सोरी खबर मिलते ही उनकी मदद के लिए दौडी .

सीआरपीएफ वालों का कहना था कि सोनी सोरी नक्सली है और तुम लोग एक नक्सली की मदद क्यों कर रहे हो .

सिपाहियों की शिकायत यह थी कि आप जैसे नक्सली समर्थकों के कारण सीआरपीएफ वाले मारे जाते हैं .

पिछले कुछ दिनों की घटनाएं, उनकी मीडिया कवरेज, जनधारणा का निर्माण और ''लहर'' का आकलन करने पर समझ आता है कि मामला अब नरेंदरभाई के प्रधानमंत्री बनने का नहीं रह गया है। उनका प्रधानमंत्री बनना देश के लिए एक रस्‍म अदायगी ही होगा, न बने तो उनके लिए निजी तौर पर आत्‍मघाती।

असल मसला यह है कि जो प्रक्रिया उन्‍हें प्रधानमंत्री बनाने के लिए पिछले दिनों इस समाज में कई स्‍तरों पर चलाई गई है, उसने एक इकाई के रूप में नागरिक समाज का विवेकहरण कर के उसे अंधकूप में धकेल दिया है। तकरीबन पूरा मध्‍यवर्गीय शहरी समाज फिलहाल ''मॉब साइकोलॉजी'' यानी भीड़-चेतना से संचालित होता दिख रहा है। पिछले दिनों मेरे पास और कई मित्रों के पास आए धमकी भरे फोन कॉल/ चैट इनबॉक्‍स में मिली गालियां/ आलोक धन्‍वा से लेकर प्रो. उमेश राय और केजरीवाल के साथ हुई बदसलूकी/ सीएसडीएस जैसे संस्‍थानों में सत्‍ता परिवर्तन/ सिद्धार्थ वरदराजन जैसे बड़े अंग्रेज़ी पत्रकारों की बेरोजगारी/ पड़ोस के पनवाड़ी से लेकर अपने-अपने हनुमानों के बदले हुए तल्‍खी भरे सुर- सब बताते हैं कि यह समाज बिना नरेंदरभाई के भी फासीवाद (अपनी पसंद का पर्याय ढूंढ लें) के लिए तैयार है।

ऐसा पहली बार हो रहा है कि इस देश की सत्‍ता पर काबिज कोई नेता फासीवाद नहीं ला रहा, बल्कि फासिस्‍ट हो चुका समाज फासिज्‍म को राजकीय वैधता दिलवाने के लिए एक नेता चुनने का अभियान चला रहा है। इसे क्‍लासिकल शब्‍दावली में reverse-bonapartism कह सकते हैं। यह खेल बड़ा दिलचस्‍प है क्‍योंकि जैसा समाज पिछले एक साल में झूठ, फ़रेब, हत्‍याओं, बलात्‍कारों, धमकियों, साजिशों और बेईमानियों से मिलकर बना है, वह कांग्रेस, आम आदमी पार्टी और भाजपा तीनों के लिए बराबर काम का है। ऐसे में हमारे जैसे अल्‍पसंख्‍यकों को 16 मई तक और उसके बाद खतरा नरेंदरभाई या उनके गुर्गों से उतना नहीं है, जितना अपने पड़ोसियों/सहयात्रियों/परिजनों से है।

मोहल्‍ले में, गली में, बस में, कभी भी कोई भी आपसे लपट सकता है। अपने सामान की सुरक्षा स्‍वयं करें...।

खाप पंचायतों को समर्थन करने वाले व आरक्षण विरोधी संगठन (यूथ फॉर इक्वलिटी) के आरक्षण विरोधी बैठक में हिस्सा लेने वाले अरविन्द केजरीवाल के सन्दर्भ में इटली में घटित 22-29 अक्टूबर, 1922 की घटना का जिक्र करना बहुत प्रासंगिक है। इटली की सिविल सोसाइटी के लगभग तीस हजार लोगों ने रोम की सड़को और संसद को घेर लिया। इन्हें इटली के उद्योगपतियों का समर्थन था। इसके बाद वहां के राजा ने चुनी हुई सरकार की जगह मुसोलिनी को सत्ता सौंप दी। यह यूरोप के अधिनायक तंत्र के विस्तार की दिशा में निर्णायक कदम था। इसकी परिणति दूसरे विश्व युद्ध में हुई, जिसमें 6 करोड़ लोग मारे गये। तो क्या आप भी भारत में ऐसा करने के पक्ष में है? ये तो महात्मा गांधी जी का रास्ता नहीं है। ये तो महात्मा गांधी और उनके मूल्यों से गद्दारी होगी। फिर आम पार्टी व अरविन्द केजरीवाल दिल्ली से करीब पर हुए मुजफ्फरनगर दंगे पर कुछ नही बोले। क्यों?http://lenin-shruti.blogspot.in/2014/04/blog-post.html

कल हिमाचल के एक गाँव के नौजवानों के साथ बाबा साहब की जयंती मनाने पर चर्चा हुई .

तय हुआ कि जात पात मुक्त भारत बनाने के बारे में बातचीत करी जाए .

गाँव के ही युवा दोस्त साहिल के हमराह आस पास के पहाड़ी गाँव में जनता को इस कार्यक्रम की सूचना देने गया .

खूब ऊंची ऊंची चढ़ाईयां चढी .

धुप खूब चमकदार है लेकिन सामने ही बर्फ से ढके पहाड़ हैं इसलिए हवा ठंडी आती है .

दलित बस्ती के मकान भी बिलकुल अन्य जाति के लोगों जैसे ही पक्के और शानदार बने हुए हैं .

साहिल ने कहा कि ये सब कोटे की वजह से हुआ है .

इन सब के लड़के अब नौकरी करने लगे हैं इसलिए इनके मकान भी पक्के बन गए हैं .

यह देख कर मुझे जाति आधारित आरक्षण के पक्ष में एक और सबूत हासिल हुआ .

अब तो मुझे संदेह होने लगा है कि नक्सलों (माओवादियों) की कोई वैचारिक-सामाजिक अभिप्रेरणा कभी रही भी थी !

विवेकशून्य धारावाहिक हत्याओं के चलते आदिवासियों के बीच भी वे अपनी बची-खुची विश्वसनीयता को खो देंगे ! ‪#‎निरपराध_निहत्थे‬ लोगों की हत्याएं ‪#‎धुर_दक्षिणपंथी‬ ताक़तों को ही मज़बूत कर सकती हैं. यह उदाहरण है‪#‎अति_वाम_और_धुर_दक्षिणपंथ_के_गंठजोड़‬ का ! दर असल यह वामपंथ को बदनाम करता है ! जो इस गंठजोड़ के लाभार्थी हैं, उन्हें वामपंथियों के खिलाफ़ ज़हर उगलने का मौक़ा देता है. जिन व्यापक समुदायों के हितों का प्रतिनिधित्व करने का यह दम भरता है, उनके ही जीवन को और दुखमय बनाता है, उनकी जान को जोखिम में डालता है!

इस तरह के अमानवीय कृत्यों की भर्त्सना होनी चाहिए. मैंने पहले भी कई बार कहा है कि यह क्रांतिकारिता नहीं है, बल्कि क्रांति के नाम पर बचकाना उग्रवादी मर्ज़ है. सारतः यह आत्मघाती क्रिया ही है !

फिर यह खबर

मीडिया जगत की बड़ी खबर सामने आ रही है. नरेंद्र मोदी और रजत शर्मा के बीच अनैतिक डील होने के विरोध में इंडिया टीवी के प्रधान संपादक कमर वहीद नकवी ने इस्तीफा दे दिया है. नकवी के इस्तीफे से रजत शर्मा और इंडिया टीवी के मंसूबे को झटका तो लगा ही है, नरेंद्र मोदी-रजत शर्मा के बीच की अनैतिक डील की भी पुष्टि हो गई है.


इस डील के बारे में बताया जा रहा है कि रजत शर्मा ने केंद्र में नरेंद्र मोदी की सरकार बनवाने के वास्ते पाजिटिव मीडिया कंपेन करने का निर्णय लिया है. बदले में मोदी और भाजपा की तरफ से रजत शर्मा को भांति भांति तरीके से ओबलाइज किया गया और किया जाएगा. कमर वहीद नकवी ने जब देखा कि इंडिया टीवी और रजत शर्मा अब नरेंद्र मोदी के भोंपू बन चुके हैं तो उन्होंने इस्तीफा देना उचित समझा. हाल के दिनों में नरेंद्र मोदी के प्रति वैचारिक विरोध रखने के कारण कई पत्रकारों को नौकरियां छोड़नी पड़ी या उन्हें नौकरी छोड़ने को मजबूर किया गया.

अंबेडकर के सपनों को साकार करेंगे मोदी?

तमाम सर्वे बताते हैं कि देश की सत्ता बदलने वाली है। जनता सत्ता की चाबी नरेंद्र मोदी के हाथों में सौंपना चाहती है। इस लोकसभा चुनाव में मोदी के बूते भाजपा को जबर्दस्त सफलता की उम्मीद है। इस उम्मीद को पूरा करने के लिए समाज के सभी तबकों का भरपूर समर्थन भी मिल रहा है। अगड़ी जातियों, पिछड़ा वर्ग के अलावा दलितों ने भी मोदी में भरोसा जताया है। अब सवाल यह उठता है कि अगर मोदी देश के प्रधानमंत्री बनते हैं तो क्या आजादी के 67 साल बाद भी हाशिए पर पड़े 20 करोड़ दलितों का उत्थान हो पाएगा? यानी मोदी बाबा साहेब डॉ. भीम राव अंबेडकर के सपनों को साकार कर पाएंगे?


अंबेडकर की 123वीं जयंती के अवसर पर उनके सिद्धांतों और विचारों का जिक्र करना लाजिमी है। महात्मा गांधी के समकालीन रहे अंबेडकर ने अपने दर्शन की बुनियादी सोच का आधार जाति प्रथा के समूल नाश को माना था। उनका कहना था कि तब तक न तो राजनीतिक सुधार लाया जा सकता है और न ही आर्थिक सुधार। उन्होंने कहा था कि जातिवादी समाज के समूल नाश के बाद जो स्थिति पैदा होगी उसमें स्वतंत्रता, बराबरी और भाईचारा होगा। एक आदर्श समाज के लिए अंबेडकर का यही सपना था। एक आदर्श समाज को गतिशील रहना चाहिए और बेहतरी के लिए होने वाले किसी भी परिवर्तन का हमेशा स्वागत करना चाहिए। एक आदर्श समाज में विचारों का आदान-प्रदान होता रहना चाहिए।

अंबेडकर का कहना था कि स्वतंत्रता की अवधारणा भी जाति प्रथा को नकारती है। जाति प्रथा को जारी रखने के पक्षधर लोग राजनीतिक आजादी की बात तो करते हैं, लेकिन वे लोगों को अपना पेशा चुनने की आजादी नहीं देना चाहते। अंबेडकर समग्र समाज की उन्नति चाहते थे। उन्होंने शिक्षा के महत्व को समझा तथा उसको बढ़ावा दिया।


आजादी के बाद देश में करीब 60 सालों तक कांग्रेस का शासन रहा है, परन्तु दलित हमेशा उपेक्षा की शिकार रही है। दलितों का बड़ा तबका आज भी आर्थिक और राजनैतिक रूप से समृद्ध नहीं हो पाया है। हालांकि लोकसभा और राज्य विधानसभाओं में 15 प्रतिशत सीटें दलितों के लिए आरक्षित की गई हैं। इन आरक्षित सीटों की बदौलत दलित नेता राजनीति के मुख्यधारा से जरूर जुड़े, लेकिन दलित समाज जाति प्रथा जैसे दंश से बाहर निकालने में असर्मथ रहे। दलितों के दिग्गज नेताओं में राम विलास पासवान, मीरा कुमार और मायावती ने राष्ट्रीय राजनीति में अहम छाप छोड़ी है। इतना ही नहीं ये नेता यदाकदा केंद्रीय सरकार का हिस्सा भी रहे हैं। लेकिन इन्होंने भी न तो आर्थिक रूप से और ना ही सामाजिक रूप से अपने समाज को ऊपर उठाने में कोई कारगर कदम उठाया, सिर्फ अपनी कुर्सी बचाए रखने के लिए दलितों को वोट बैंक के रूप में इस्तेमाल किया। अंबेडकर की कसमें खाने वाले ये नेता सत्ता से चिपके रहकर सिर्फ दलितों को ठगने का काम किया है।


हम 21वीं सदी में जी रहे हैं, लेकिन आज भी छुआछूत की प्रथा जारी है। दक्षिण भारत के कई मंदिरों में दलितों को प्रवेश नहीं करने दिया जाता है, दलित समुदाय के दुल्हे को घोड़ी पर नहीं चढ़ने दिया जाता, होटलों में दलितों के लिए अलग से बर्तन रखे जाते हैं। डॉ. अम्बेडकर ने 26 नवंबर 1949 को संविधान सभा की बैठक में कहा था कि सामाजिक और आर्थिक गैर-बराबरी भारत के लिए चुनौती है। दलितों और पिछड़ों की जिंदगी में जो भी बदलाव आए हैं, वो सिर्फ आरक्षण की वजह से हैं। आरक्षण के चलते दलितों को सरकारी नौकरियों और राजनीति में जगह देनी पड़ी है। देश में जिस रफ्तार से कई क्षेत्रों का निजीकरण हुआ है, उससे सरकारी नौकरियां घटकर नगण्य रह गई हैं। प्राइवेट नौकरियों में आरक्षण नहीं है। क्या ऐसे में दलितों और शोषितों के उत्थान की कल्पना की जा सकती है? शिक्षा का भी निजीकरण कर दिया गया है। प्राइमरी स्कूल से लेकर उच्च शिक्षा और तकनीकी शिक्षा में निजीकरण का बोलबाला है जिससे दलित तबका अर्थ के अभाव में शिक्षा से भी वंचित रह जाता है। फिर भी चुनावों में उनके मुद्दे सियासी चर्चा और चुनावी वादों में ज्यादा नजर नहीं आ रहे हैं।


अब तक ठगा सा रहने वाला दलित तबका इस बार नरेंद्र मोदी से आस लगाए बैठा है। पिछड़ी जाति से आने वाले मोदी अगर देश की बागडोर संभालते हैं तो उनके ऊपर सबसे बड़ी जिम्मेदारी शोषितों और दलितों के कल्याण के लिए कारगर कदम उठाने की होगी। भारत तभी विकसित देश कहलाने का हक रखेगा, जब तक निचला तबका आजादी का स्वाद न चख ले। निश्चित रूप से इस चुनावी साल का यह बड़ा सवाल है, 'मोदी के नेतृत्व में भारतीय जनता पार्टी अगर देश की सत्ता में आती है तो भाजपा के घोषणा पत्र 'एक भारत श्रेष्ठ भारत' के तहत नरेंद्र मोदी सामाजिक, शैक्षणिक, राजनैतिक और आर्थिक रूप से पिछड़े दलितों को समानता का अधिकार दिला पाएंगे और क्या ऐसा कर के नरेंद्र मोदी दलितों के मसीहा बाबा साहेब भीम राव अंबेडकर के सपनों को साकार कर पाएंगे?'

When Easing Limits Isn't Enough

BJP's declaration that it will further liberalize FDI norms, except in multi-brand retailing, makes little difference to foreign investors. What matters more is making the investing process simpler

   Few reforms impacting the corporate sector in India have been extrapolated as much in recent times to discern the government's intent to drive growth as foreign direct investment (FDI) in multi-brand retail. Ever a political hot potato, it has also provided for much grandstanding among political parties. The Congress-led United Progressive Alliance (UPA) government in late 2012 allowed foreign retailers like Walmart, Tesco and Carrefour to own up to 51% in multi-brand outlets in India, which was subsequently okayed by parliament.

But the move came with riders like a minimum FDI of $100 million, mandatory sourcing of 30% of items from local small and medium companies, and 50% of the foreign retailer's investment in backend infrastructure. The Centre also mandated that the retailer had to seek the state government's approval.

Touch and Go

While Congress-ruled states like Andhra Pradesh, Himachal Pradesh and Maharashtra toed the Centre's line, the reform attracted vociferous opposition from the likes of West Bengal chief minister Mamata Banerjee and Uttar Pradesh chief minister Akhilesh Yadav, on the grounds that it is not in the interest of farmers and mom-and-pop stores. The retail industry accounts for over a fifth of India's gross domestic project and for under a tenth of its employment. Formerly Congress-ruled states like Delhi, which the Aam Aadmi Party ruled for 49 days, and Rajasthan, where the Bharatiya Janata Party is in power, retracted their approvals after the Congress was defeated in state elections late last year.

   While BJP's prime ministerial candidate and Gujarat chief minister Narendra Modi appeared to back the proposal recently — in February at an event in Delhi he urged traders to face up to global challenges — BJP has been opposed to it, with its president Rajnath Singh saying the party would reverse the UPA's decision once in power. So it did not really come as a shock to many supporters of the reform when BJP in its election manifesto said it is open to FDI in all sectors but multibrand retail. "BJP is committed to protecting the interest of small and medium retailers, SMEs and those employed by them," says the manifesto. So far, reportedly only Tesco, the UK's largest retailer, has shown interest, with a plan to pick up 50% in Trent Hypermarket, a Tata group company, and an initial investment of $110 million. A day after BJP released its manifesto Walmart said it would continue to focus on and expand its cash-and-carry operation.

   While several key infrastructure segments like highways, ports, airports and power already have 100% FDI, demands for a hike in FDI limits from 26% to 49% in insurance, pension and defence are still pending. FDI is allowed through the automatic or ap-proval route. The government in July 2012 relaxed FDI limits in 12 sectors, including telecom and single-brand retail, both of which have 100% FDI. Saurabh Mukherjea, chief executive, institutional equities, Ambit Capital, feels FDI is not the burning issue it was a decade ago. "It is not central to the debate on economic reforms anymore. Moreover, FDI inflows have been steady in recent years," he says.

Sectoral Hurdles

India attracted inflows of $28 billion in 2013, a growth of 17% over 2012, according to the United Nations Conference on Trade and Development. The figure is the second lowest, after South Africa's, among the BRICS (Brazil, Russia, India, China, South Africa) economies (see FDI Inflows...), though South Africa registered the highest growth among them, of 126% on a low base, to $10 billion in 2013.

   Rashesh Shah, chairman and CEO, Edelweiss group, admits that raising FDI limits in insurance and defence will have a big positive psychological impact on investors. "But it is only the first of measures that should be taken to encourage investors. After FDI, we have to ensure all the approvals for a project or a venture are given quickly," he adds. According to the Reserve Bank of India (RBI), half of the infrastructure projects worth 150 crore or more each and awarded by the central government are stuck due to regulatory hurdles and sector-specific problems.

   Some RBI statistics in an August 2013 report are startling. Less than a third of 576 special economic zones approved so far are operational; just over a fifth of the targeted 50,621 km of road projects have been awarded in the 2008-13 period; just four of the planned 16 ultra mega power projects (of 4,000 MW and above) have been awarded; and under the New Exploration and Licensing Policy for exploration of crude oil and natural gas, under half of the 251 blocks allotted have reported discoveries but only six are operational. Foreign investors can pick up 100% in these sectors, save some exceptions, so FDI limits are clearly not the problem here.

Fixing the Infra Mess

"You haven't really seen the [FDI] floodgates opening in what is being billed as the world's biggest PPP [public-private partnership] opportunity," says Vinayak Chatterjee, chairman and managing director of Feedback Infra, a consultancy. India plans to spend about 50 lakh crore on infrastructure in the 12th Five-Year Plan (2012-17), with about half of it coming from the private sector, up from over a third in the previous plan. Mukherjea says the key issues to be tackled in infrastructure are "coal shortage, the finances of state electricity boards [SEBs] and bailing out independent power producers who have signed long-term power-purchase agreements at sub-optimal tariffs".

   Demand for coal has been growing at twice the rate as the growth of domestic production and Coal India, which accounts for four-fifths of the coal produced here, has struggled to meet its targets, which has made India the third largest importer of coal. This has increased the cost of power producers, which have been demanding a hike in tariffs to make their projects viable. SEBs are worse off, with the government having to intervene in 2012 to clear a recast of their 1.9 lakh crore debt. Indian banks' woes have been increasing, too, with gross non-performing assets (NPAs) growing every year since 2008. In 2012, their gross NPAs grew at nearly three times the rate of growth in advances.

   If foreign investors are turned away by the inefficiency of Indian regulators and stateowned companies, the sheer venality of government bodies coupled with India Inc's disregard for rules is not making them any keener on India. Irregularities in the allocation of 2G spectrum and coal blocks, the losses to the government from which have been pegged at tens of thousands of crores, have led to CEOs, politicians and bureaucrats coming under scrutiny, with some like former telecom minister A Raja, Unitech and DB Realty chiefs, Sanjay Chandra and Shahid Balwa, even spending time in jail. The increased scrutiny of the Comptroller and Auditor General, the judiciary and activists have made bureaucrats and ministers wary of signing off on contentious projects, adding them to a worrying backlog of files.

   The other scary bogeyman for foreign companies has been the taxman. British telecom company Vodafone group has been embroiled in a dispute with the Indian government over the latter's demand of 20,000 crore in retroactive taxes, interest and penalties in relation to Vodafone's acquisition of a majority stake in what is now its Indian arm in 2007. But this did not stop the company from buying Piramal Enterprises' 11% stake in Vodafone India for 8,900 crore on Thursday, to fully control the Indian unit. Even Nokia and Royal Dutch Shell are battling tax demands by the government.

Time for Haste

While it is a no-brainer that these problems need to be sorted out forthwith, any delays in passing the Insurance Amendment Bill in parliament to hike the FDI limit in insurance from 26% to 49%, which will then be followed in the pension sector, too, could dampen investor sentiment at a time when the International Monetary Fund has projected India's GDP growth to improve from 4.6% in 2013-14 to 5.4% in 2014-15 and 6.4% the year after. Vighnesh Shahane, chief executive of IDBI Federal Life Insurance, believes hiking the FDI limit in insurance is the most logical route to increasing insurance penetration in the country.

   Life insurance penetration, which is the premium underwritten in a year as a proportion of the GDP, has been falling since 2009 in India and was 3.17% in 2012. "The insurance industry is in need of long-term capital to expand. It's not as profitable as it used to be," says Shahane. IDBI Federal is a threeway joint venture between IDBI Bank, Federal Bank and Belgian insurer Ageas. "While banking, which is a more strategic sector, has 74% FDI, I don't understand why we have had only 26% FDI in insurance," adds Janmejaya Sinha, chairman, Asia Pacific, Boston Consulting Group.

   Defence production, where the government allowed FDI of more than 26% on a case-to-case basis last year, is another sector ripe for foreign investment. Since the sector was opened up to the private sector in 2001, progress has been painfully slow. MV Kotwal, president, heavy engineering at Larsen & Toubro, says FDI in defence cannot be viewed only in commercial terms given the sensitive nature of the sector. "FDI in defence should be increased to 49% on a selective basis provided the right level and type of technology comes along with it." L&T's joint venture with Airbus Defence and Space, inked in 2009, is expected to be commercially operational in a year. Other private players in the defence sector include Mahindra & Mahindra, Tata group and Ashok Leyland.

   While foreign institutional investors (FII), hopeful of a Narendra Modi-led government in May, have pumped in over $4.5 billion in Indian equities in 2014, pushing the Sensex to record highs, Sinha believes short-term FII flows should be substituted by long-term FDI, which is a better indicator of the health of the economy. But for that to happen, the next government should do a lot more than just increase FDI limits.

Great disasters spawn great art. In 1975, in Chasnala, near Dhanbad in southern Bihar, 372 miners perished in a coal mine belonging to the Indian Iron and Steel Company (Iisco). An explosion caused the collapse of a coal roof at the mine, flooding it and drowning the workers as water gushed into the mine at seven million gallons per minute. Their bodies, buried in debris and water, were never recovered.

   The lament of the miner-widow, who waits for her man to come back home through night and a day, and then suffers from a lack of closure, was immortalizedby folk singer Ajit Pandey. In 1979 Yash Chopra also used this accident for his movie Kaala Patthar with Amitabh Bachchan in the lead. A decade before the Chasnala calamity, the Dhori mines, also near Dhanbad, had seen a disaster when a fire killed 375 miners.

   Those were times when mine accidents were common. In fact, the Oscar winning 1941 movie How Green Was My Valley also shows the daily grind of coal miners in England co-habiting with the daily fear of accidental death in a mine. And back in the '60s the Bee Gees wrote the song "New York Mining Disaster 1941" — whilst no mining disaster took place in New York in 1941, the song was apparently inspired by a mining accident in Wales in 1966 when a huge pile of coal waste collapsed on a school, killing 144 people, mostly children.

   In the Chasnala case, 36 years later in 2012, two officers of Iisco were convicted for criminal negligence in the incident and handed sentences for a year each in jail. So much for speedy justice; but the belated sentencing supported the premise that the accident could have been prevented. Two other co-accused in the case had passed away years before the verdict.

Lackadaisical Attitude

Today India has moved on from those mining disasters. Southern Bihar is now Jharkhand and Iisco was merged into Steel Authority of India in the mid-2000s. Coal mining too has changed. Mine safety has improved vastly. Almost all coal is now mined in highly mechanized open-cast mines. In case of underground mine accidents, rescue has become a smart act. Even back in 1989, when 65 miners were trapped in Mahabir coal mines in West Bengal, a special capsule was used to rescue the miners one by one. However, what have not changed are accidental industrial deaths. Young men still do not come home from work, dying in harness. As India built large bridges, concrete skyscrapers and urban transport systems, workers have continued to die in these newer areas while mines have become safer. And it often concerns the top Indian companies. Larsen & Toubro, India's premier engineering and construction company, saw a spate of accidents at its projects a year ago. Between July 2011 and February 2013 at least six accidents led to an equal or more number of deaths. Tata Steel saw a worker die and 10 others injured after a gas chamber blast in November 2013. And these two companies have been working on safety for decades.

However, industrial deaths are only a part of the problem. Safety is an issue across sectors from aviation to automobiles and generic medicine. Just a month and a half back the US FAA (Federal Aviation Administration) downgraded India's air safety ratings after it found its counterpart Directorate General of Civil Aviation did not have enough officials to oversee the safe running of flights. An unhappy coincidence was that on the same day, January 31, UK-based safety body Global NCAP said that the top five popular Indian small cars have all scored zeroes in their safety crash tests.

   In end-March, the governor of Haryana, Jagannath Pahadia, and eight others on a small plane taking off from Chandigarh airport, had a narrow escape when their plane caught fire. While the governor and his entourage escaped unharmed, this incident only added to the woes of an industry already roiled by safety concerns. In Mumbai alone, there have been 13 incidents — half of them mid-air near misses — in the first three months of 2014, according to DGCA data.

   In mid-March Reuters reported that after the US Food and Drug Administrator banned import of drugs from many Indian companies, US physicians have started avoiding India-made medicines.

   So what explains the unsafe, lackadaisical Indian in a country where hazard lurks around every corner?

Blood on the Roads

Prasad Menon, who heads the safety steering committee at the Tata group, has an explanation. "Safety has very low priority in all our lives. It is poorly understood and gets no importance at home and no importance on the roads." Menon, who led Tata Power before retiring as managing director and Tata Chemicals before that, adds that people carry this attitude to their work place. "Youngsters seem to have a complete disregard for safety and this shows."

   According to the ministry of road transport and highways, 139,091 died in road accidents in 2012 — the latest year for which data is available — compared with 118,239 in 2008. The situation is so grim that, for the first time in the country's political history, a party — Congress — has included road safety in its election manifesto. Congress has pledged to launch a national road transport safety programme with the aim of reducing fatalities by 50% in the next five years.

   Every year some 4,000 people die on the railway tracks in and around Mumbai, the victim of a burgeoning city saddled with an overburdened suburban railway system that transports 550 people in a carriage meant for 200 at peak hour. "Today the situation is grave," says RA Venkitachalam, vice-president, Public Safety Mission for Underwriters Laboratories or UL, a provider of safety solutions. "Indians are used to living with risk and everyone believes they can take that one chance."

   Sunil Duggal, chief operating officer of Vedanta Resources group company Hindustan Zinc Ltd (HZL), recalls the police stopping him when he was travelling in Jaipur recently with his seat-belt fastened in the rear seat. The policemen wanted to know why he was wearing the belt, told him that they do not enforce the seat belt rule for the rear seat and asked him to unfasten it and relax!

   According to data from the ministry of road transport and highways, there was an accident every minute in 2011, which claimed one life every three minutes. A total of 497,000 road accidents were reported in 2011, which was less than the number of accidents reported in 2010. However, the number of deaths at 142,485 was an increase of 7,000 over the previous year. Contrary to popular belief, only 1.5% of the accidents are caused by defective roads — over three-quarters were due to driver error. According to estimates from an IIT-Delhi report, road accidents contribute to a 2% loss of GDP.

   Dinesh Kumar Gupta, executive vicepresident at Larsen & Toubro, echoes Menon's view when he says the apathetic attitude to safety — crossing rail tracks, jaywalking and the like — is ingrained in the average Indian right from his youth days when he carelessly climbed trees and ran through the streets.

Low Penalties

This drive for shortcuts is what, feels Satish Khanna, a former pharma sector honcho who now has turned an active investor, is the bane of the Indian pharma industry that has been found wanting again and again by the US regulators. "It is not a question of money or a question of management bandwidth. The shortcuts are in terms of time [taken to complete a task]. However, now with large Indian companies seeing their market capitalization tumble, the realization is hitting home. Shortcuts can save time today but cost a lot tomorrow," Khanna says.

   But come to industrial safety or safety at the workplace and the same lackadaisical attitude persists — this time from the management.

   VB Sant, director general of National Safety Council, a non-profit organization started by the Union ministry of labour, says there is often poor commitment from management on safety, with many of them preferring to not wear safety gear. "They talk a lot but walk little of it," says Sant, "as managers and supervisors are always in a hurry to show results in quantity."

   Sanjay Kedia, managing director of Marsh India, an insurance brokerage and safety and risk advisory firm, feels that the perceived value of human life in India is low. "Any form of penalty or compensation is low under any of the acts or settlements through courts," he says. So a few lives lost in a construction project mean very little in terms of compensation to be paid to the next of kin when compared with the total cost of a project. Kedia adds that the competition in the insurance market ensures low premiums.

   "In a developed country, after an accident, the company itself is responsible for loss of business over a month or even 40 days and insurance kicks in only if loss of business extends beyond that. In India this exclusion is usually 5-7 days, so there is little incentive to invest in safety," Kedia adds.

   Menon of Tata says that disparities between laws for contract and permanent staff with regards to occupational health and safety — only recently redressed —contributed to poor safety numbers. "If you're setting up a new factory with a lot of unskilled manpower, ensuring they comply with safety norms is a challenge," he says.

   Sant also says there are very few factory inspectors with the government today (1,400 inspectors for over 2.71 lakh functional factories) and most of them fill their inspection reports with procedural violations while not taking note of real issues.

Simple Solutions

If there is an abundance of wrong attitude on safety in India, it is matched by a scarcity — of data. Most of the government data available with the ministry of labour and the labour bureau website have been updated up to 2010. The Directorate General, Factory Advice Service and Labour Institutes (DGFASLI) mostly also works with the same set. And this data covers under 5% of India's workforce, which works in factories of large companies and are on their permanent rolls. Contractor-workers often bear the brunt of accidents but their deaths are rarely on the records.

   Major problems often have straightforward solutions. At Tata Steel, it came down to building a few changing rooms. When Tata Steel, India's second largest steel producer in 2006-07, was trying to coax its female plant employees to wear western clothes to make its plant in Jamshedpur safer, it faced stiff opposition. It was a culture issue that had no easy fixes even as loose Indian wear —primarily sarees — remained a danger.

   In the end, it came down to an American consultant taking a chance and speaking directly to these ladies to find a solution. He faced a language barrier but, having been stonewalled by the managers, he wanted to take one last chance and speak directly with the women. As it turned out, the women did not want to come from home in shirts and trousers and at the plant there were no secluded changing rooms for them. Otherwise, they were happy to change into western work-clothes once inside the plant.

   The consultant was from the American company DuPont, which operates in areas like foodgrain and chemicals, but had a beginning in gunpowder. The business of gunpowder needed stringent safety norms that led the company to spin off its safety department as a separate service. Safety services are clearly in big demand — Du-Pont started with a couple of people and today has a few hundred.

MNCs Show the Way

Anupam Jaiswal, DuPont's business leader for sustainable solutions, says company research points out that around 3 lakh unsafe acts lead to one fatality. The key is to stop the small unsafe acts. Jaiswal points out that in DuPont employees are subject to strict rules that may seem unnecessary to others. For instance, they are forbidden from using autorickshaws, not allowed to travel on highways after 9 pm and the company keeps track of even off-the-job injuries suffered by employees. If that seems stretching things too far, Jaiswal actually delights in talking about how the company insists that all employees must use seatbelts in cars when travelling.

   "Three of us reached Delhi from Mumbai and none of the taxis there had seatbelts in the back seat. So we took three taxis and all of us sat in the passenger seat in front," says Jaiwsal by way of illustration of the almost maniacal obsession with safety. DuPont has spread its safety gospel to many other companies, including Hindustan Unilever and Indian Oil, and the team devising solutions for these companies has grown from two people in 2005 to around 240 today.

   MNCs in India have already set new standards for safety and exposure to international safety norms have also helped. Duggal of HZL (a public sector undertaking before Vedanta founder Anil Agarwal acquired it) was with Ambuja Cements after Swiss cement giant Holcim had acquired it. "They insisted that we conform to Swiss safety norms," he says.

   That was Duggal's first brush with international safety rules. At Holcim US, for instance, each construction worker needs to complete a minimum of 14 hours' safety training before receiving a safety certificate that allows them to work onsite.

   Duggal points out that the mandarins at Directorate General of Mines Safety headquartered in Dhanbad are often unaware of international safety norms for mechanized mining and the company has to educate them. HZL still operates underground mines that have been moving towards mechanization after the Vedanta takeover. It helps that Vedanta also operates mines (iron ore, copper, zinc) in overseas geographies from Australia to Ireland and South Africa. Expanding overseas clearly helps and Gupta recalls how L&T — which has aspirations of becoming a truly multinational engineering and construction giant — began focusing even more sharply on safety after it started seeking business from outside India at the beginning of the last decade. As Tata group's Menon points out: "Indian companies are now globalizing and they find themselves benchmarked with global peers."

Knee-jerk Reactions

While penalties and fines are necessary — for instance, they have worked really well in cases of drink-driving in Mumbai — the carrots of safety consciousness are also visible. Especially to companies, many of which embrace them after a bad year. Jaiswal of DuPont feels that after adopting safety norms and precautions the construction and infrastructure companies have seen fatal accidents drop by 90% and productivity go up by 35%. Menon of Tatas says: "More than any amount of regulation, it is peer pressure that will compel companies to improve their safety record," he adds.

   But MNCs are not flawless either. In Bangalore, Swedish power gearmaker ABB, has had its missteps with safety norms and has spent the past few years trying to fix a rocking boat. In an interview to a business magazine in 2009, Gary Steel, the firm's global head of HR and sustainability, admitted the firm woke up late, but made significant improvements. He ordered a safety audit to make the firm's operations more secure.

   "ABB India's focus on safety and culture extends across employees, contractors and subcontractors too," says Amit Patil, its head of health and safety. Rather than relying on lagging indicators (history of past accidents), the firm is trying to focus more on leading indicators — near misses which indicate trouble around the corner. "People think before acting, find unsafe environments and report it," he adds. "Line managers are responsible for audits and it isn't left to safety managers."

   Near-miss is a term that owes its origin to civil aviation. Just like the factories inspectors, at DGCA too there is a manpower issue. But much is at stake now and a senior DGCA official said: "DGCA will soon complete the hiring of flight safety inspectors [the shortage of such officers was one key reason for the downgrade], paying them up to 10 lakh a month, after which they will undergo training. The entire process will take two months after which DGCA will approach FAA apprising them of its actions to address the safety concerns and look to regain the Category 1 ranking."

   India and Indians take shelter under the emerging markets umbrella for many metrics, but it is struggling to keep safety in this list at a time when the demand is to upgrade to developed world standards.

   The Global NCAP results indicate an increasing gap between India and other countries — both developed and emerging. "There is no reason for low-cost cars not to meet minimum global safety standards," says David Ward, general secretary, Global NCAP. "Latin America is beginning to apply more stringent safety standards — Brazil is making air bags mandatory this year — and China too is tightening the screws. Three years ago, all the cars tested got zero stars, but in the latest round all of them were five-star rated."

Shooting Costs

Ward's tests have met with a mixed response. Some makers such as Nissan, he says, were openly hostile to the findings, while others, for example Volkswagen, took a more positive view of things by phasing out a model which fared poorly in the tests.

   Maruti chairman RC Bhargava says that Global NCAP's tests take a simplistic view of auto safety. "Small cars, which people want to upgrade to, are inherently safer than the two wheelers they gave up," he says. And then it goes back to the cost argument. He says car manufacturers such as Maruti cannot pass on safety costs (the addition of ABS or airbags in low-end models) to consumers. "Adding these safety features increases costs and in a tough market, it is difficult."

   Ward of Global NCAP counters Bhargava: "When consumers get interested, the whole market dynamic changes." He adds, "Indians know a good deal…it is not true that they are not interested in safety."

   Ravishankar Rajaraman, manager, safety group for JP Research, a road and automotive safety research firm, says: "People don't have correct information on safety norms — for example occupants on the back seat not using seat belts can harm those sitting in the front seats in case of an impact." His firm has worked on the Mumbai-Pune Expressway, where there have been 213 deaths between the Octobers of 2013 and 2014, and discovered that drivers asleep at the wheel and over-speeding were the biggest culprits. The solutions may appear nobrainers, but they are not really that cut and dried. After all, telling a corporate honcho not to drive or be driven at night is one thing, telling a truck driver expected to deliver his consignment at a city port at the crack of dawn is quite another.
