AIR MARSHAL KJ MATHEWS NEW HR HEAD OF IAF

Air Marshal KJ Mathews AVSM YSM took over as the new Air Officer-in-Charge Personnel (AOP), the Head of Human Resources of the Indian Air Force (IAF) at Air Headquarters, on 01 Sep 09.
Commissioned in the year 1973, the Air Marshal has over 3,500 hours of flying to his credit on various aircraft that include HF-24 (Marut), Hunter, MiG-21M and MiG-29. He was also a team member of "Thunderbolts" – IAF's erstwhile Aerobatic Team.
His appointments include Station Commander of an operational base during Kargil operations, Air Officer Commanding of Air Force Station Adampur, Principal Director of Concept Studies, Assistant Chief of the Air Staff (Operations) at Air HQ and Commandant, Air Force Academy before his current appointment.
Air Marshal Mathews is an alumnus of National Defence Academy, Defence Services Staff College, Wellington and Air War College, USA.

DR. FAROOQ ABDULLAH INAUGURATES HYDEL PLANT TO BRING ELECTRICITY TO A REMOTE VILLAGE IN LEH

Dr. Farooq Abdullah, Union Minister for New & Renewable Energy today inaugurated a 30 KW micro hydel plant at village Udmaroo in Nubra block of Leh district. Shri Omar Abdullah, Chief Minister of Jammu and Kashmir, Shri Chering Dorjay, Chief Executive Councillor, Ladakh Autonomous Hill Development Council (LAHDC), Shri Deepak Gupta, Secretary, MNRE and Shri S.S.Kapur, Chief Secretary, Government of J&K graced the occasion.
The village has about 90 households who had to use costly diesel generator sets to get access to electricity. With setting up of the micro hydel plant, the villagers are able to not only save money but also generate employment opportunities. They can now access basic services like electricity in the evenings and income generation activities through installation of end-use machines like flourmill, oil expeller and multi-purpose carpentry machine operated by the Micro Hydro Electrical Power Unit.
The Minister and others guests also held meetings with LAHDC members, senior officials of Army and ITBP at Leh. They discussed to deployment of large scale solar energy equipment and micro hydel units to replace diesel and kerosene in civil, army and para-millitary establishments.

SCHEME OF COMMUNITY DEVELOPMENT THROUGH POLYTECHNICS LAUNCHED

The Ministry of Human Resource Development has launched a new Scheme of "Community Development through Polytechnics" (CDTP. This scheme aims to provide non formal, short term, employment oriented skill development programmes to various sections of the community, particularly the rural, unorganized & disadvantaged sections, by harnessing the infrastructure available with Polytechnics. These courses are to be offered without any fees from the candidates and there is no restriction of age and qualification.
The CDTP Scheme is one of the components of the Ministry's major new initiative – "Sub-mission on Polytechnics under coordinated action for Skill Development", which has been formulated as a part of the National Skill Development Mission. Under the CDTP Scheme, the selected Polytechnics will be provided financial assistance by the Ministry of Human Resource Development, to run short duration non-formal skill development courses. A variety of employment oriented courses are envisaged to be offered under the Scheme depending on local demands and needs. These courses will be offered by the Polytechnics in its premises, as well as its extension centres, to be set up in nearby locations, from where, these courses can be offered to the local community.
The Scheme also envisages transfer of technology and extending technical support services to the local community for which the Polytechnics would demonstrate, adapt and aid the assimilation of new technologies useful for the economic activities of the local community and provide technical support for their adoption.
The CDTP Scheme is to be implemented through 1000 AICTE approved polytechnics all over the country. The Ministry has invited applications from all eligible Polytechnics, interested in implementing the Scheme and contributing to a vital area of the nation's development, to submit their proposals in the prescribed format, latest by 10th September, 2009. TWO NEW PROJECTS FOR UTTAR PRADESH UNDER JNNURM APPROVED

Ministry of Urban Development has approved two new projects for Agra and Meerut,Uttar Pradesh under JNNURM. The Central Sanctioning and Monitoring Committee (CSMC) under the Ministry for sanctioning of projects under Jawahar Lal Nehru National Urban Renewal Mission (JNNURM), Submission-I on Urban Infrastructure and Governance (UIG) has approved Agra Sewerage Scheme Project Phase-I (Part-1) and Sewerage Works in Sewerage Zone-5&7 of Meerut city under the Chairmanship of the Secretary, Urban Development Dr. M.Ramachandran.
The Agra Sewerage Scheme, Phase-1 (Part-1) project has been designed to provide sewerage facilities in two main important zones of Central & Tajganj in a comprehensive manner, out of eight zones of Agra city. The existing sewerage system is available in 25% of the core area of the city, about 15% of the Northern and Western Sewerage zones are being covered under ongoing projects under YAP-II / JNNURM projects and a part of the southern zone is in the State sector programme making the total available sewered area in the city at 30%. Central zone consists of 40 wards while Tajganj zone covers 8 wards. The project aims to collect, convey, & treat the sewerage and disposal as per PCB standard. The project will be completed by December 2009.
According to the State Government the project will achieve 100% standardized service level benchmarks in collection and treatment of waste water, capacity utilization of waste water treatment facility, and 70-80% benchmarks in respect of reuse & recycling of treated water and cost recovery in waste water management. Toilets constructed in slum areas and other location will be connected with sewer lines. Nagar Nigam will be taking steps to eradicate the open defecation and manual scavenging by the year 2010. About 37% population will be benefited through this project which will cover 19% of the area of the city. The existing STP is for 156 MLD and will provide additional 28 MLD under JNNURM project.
Sewerage Works in Sewerage Zone-5&7 of Meerut City: This project is the first sewerage project under JNNURM in Meerut and aims to provide sewerage facility in zone 5 and 7 which comprise the core areas in Meerut City. The project aims at a comprehensive and planned systems to collect, convey, and treat the sewerage and disposal as per PCB standard. At present only 460 Km branch sewer exists in the Nagar Nigam Area. The present coverage of city with sewerage system is about 12% of total area and covers 25% of population. There are 6 intermediate pumping stations, one main pumping station and one 5 MLD treatment plant at Pallapuram against requirement of 184 MLD. The project will lay 246.8 kms of sewers, 4 intermediate pumping stations, 2 main pumping stations, 3.32 kms of rising mains, 72 MLD of STP. Water supply project has already been sanctioned under JNNURM and by the time the project is implemented, the desired level of 150 Ipcd would be achieved. Meerut is categorized as Minority town. The entire project will be completed by March 2012.

Your Excellency President Hifikepunye Pohamba,
Madam Pohamba,
Distinguished Guests,
Ladies and Gentlemen,
It gives me great pleasure to welcome Your Excellency, Madam Pohamba, and other distinguished members of your delegation to India. Your historic visit is a manifestation of our shared keenness to build on our historic partnership and pursue a more substantive bilateral agenda.
As the world's largest democracy, we in India, have long viewed with admiration Namibia's continuous march as a standard bearer of unity, plural democracy, social cohesion and stability. Under your able leadership, Namibia is setting an example in securing justice and equity for its citizenry. We laud your efforts to ensure peace, promote development and above all, create opportunities for all to progress under Namibia's "Vision 2030" and the Millennium Development Goals.
Namibia and India enjoy very warm and mutually supportive ties. Our relations are based on a profound understanding and appreciation of each other's concerns and we rejoice at their steady growth. Our two countries have been working hard to broaden and deepen our bilateral engagements. The volume of trade and investment, though small, is growing steadily. It is our desire to continue building a stronger partnership with Namibia. I am confident that your visit to India would open up many more new opportunities for cooperation between our two countries. The MoUs and Agreements signed earlier in the day would contribute to building an enabling framework for further deepening of our political, economic and commercial relations.
India is committed to setting up a number of projects in education, health, agriculture, mining, infrastructure, industry and ITC in Namibia under the grants of the Government of India and Lines of Credit. We will further strengthen our cooperation in human resource development and capacity building under ITEC and other schemes.
Excellency,
Our bilateral relations have been further consolidated through our harmonious interaction at various international fora such as the UN, the Non-Aligned Movement, the Commonwealth and the World Trade Organization. India and Namibia share a commonality of views on major international issues and on combating international terrorism. We welcome your forthright condemnation of the Mumbai terrorist attack and the strong expression of solidarity with India. The fight against terrorism must be given priority and it should be recognized that there is no justification whatsoever for terrorism.
We sincerely appreciate Namibia's consistent and unequivocal support for India's candidature for permanent membership on an expanded UN Security Council. International institutions must reflect contemporary reality.
India greatly values the important regional role being played by Southern Africa Development Community and deeply appreciates Namibia hosting the inaugural India-SADC Forum in 2006. We attach importance to developing our relations with that Forum.
Excellency, a cornerstone of India's foreign policy is to help friends in Africa with their socio-economic development and for the continent of Africa to be at peace and gain its rightful place in the comity of nations. The Delhi Declaration issued after the India-Africa Forum Summit held in New Delhi in April 2008 provides a road map for giving new momentum and dynamism to relations between India and Africa.
Excellencies and Distinguished Guests may I now request you to join me in raising a toast to:-
- the good health of His Excellency President Pohamba and Madam Pohamba; and
- the further strengthening of the bonds of cooperation and friendship between India and Namibia.
