It has been 65 years since India — the largest democracy in the world — attained independence. Yet, justice for all is still a far cry in the country where the caste system continues to determine political, social, and economic lives of a billion people. Money and muscle power, together with political string-pulling, often result in denial of justice for the hapless 'have-nots', especially the Dalits (untouchables), ravaged by poverty and illiteracy.

Atrocities and extortion on the Dalits, fake encounters, refusal to register complaints against the well-heeled, arbitrary arrests on false charges, illegal detention and custodial deaths are in commonplace.

In the absence of a modern social audit system, the keepers of the law often unleash a 'police raj', especially in rural India. A crippled National Human Rights Commission and its state subsidiaries with limited recommendatory control and a dysfunctional Legal Aid System depict a gloomy picture indeed.

In a unique way, Lenin Raghuvanshi, a veteran human rights activist, fighting the case-studies primarily drawn from Uttar Pradesh, registering the highest rate of crime against the Dalits, chronicles how with implicit support from the administration, the Dalits are tortured and subjected to humiliation by the higher castes, like being garlanded with shoes, their faces blackened or being forced to ride an ass; yet, in most of the cases, violence, deaths or custodial tortures that are committed against the marginalised and deprived castes go unrecorded.

Ironically, even after having shed the colonial yoke, its legacy continues in the administrative framework of our independent India marked with widespread corruption which has rendered many government-sponsored schemes in rural India a failure.

Lenin Raghuvanshi, an Ayurvedic physician by profession, has been working for the rights of bonded and child labourers and other marginalised people in Varanasi and eastern part of Uttar Pradesh, India. In 1996, he and his wife Shruti founded People's Vigilance Committee on Human Right (PVCHR), a community-based organisation, to break the closed, feudal hierarchies of conservative slums and villages by building up local institutions and supporting them with a high profile and active human rights network.

He has become the symbol of nonviolent resistance among millions of Dalits fighting for dignity. For his commitment in favour of marginalized people, he has periodically suffered death threats.

Already an Ashoka Fellow, Lenin was the President, United Nations' Youth Organisation (UNYO),Uttar Pradesh (India) Chapter. Lenin's work has been recognised with Gwangju Human Rights Award for 2007. In 2009, in collaboration with the Rehabilitation and Research Centre for Torture Victim (RCT), Denmark, Lenin developed Testimonial Models for torture survivors in India. City Council of Weimar in Germany selected Lenin Raghuvanshi for the International Human Rights Award for 2010.

    Lenin Raghuvanshi was born into an upper caste – caste Hindu family in Varanasi, India. Lenin and his wife Shruti came face to face with the reality in Indian villages where dalits household live a humiliating existence subjected to the most inhuman treatment by the upper caste and face atrocities treatment from the upper caste gangster elements in connivance with the corrupt politicians and administrative officials as a result of caste based discrimination. The realization that only awareness, education and unity could lift them out of this cycle led Lenin to found Peoples' Vigilance Committee on Human Rights or PVCHR in May, 1995

    आज देश के कई हिस्सों में जो जुल्म धाये जा रहे हैं गरीबों पे, कम से कम पहले उन्हें दो वक़्त की रोटी तो मिल जाती थी पर आज तो उनके जीने के ऊपर सवाल खड़ा हो चूका है, आज के मौजूदा हालत को देखा जाये तो हर रूप में गरीबों का उपहास और सारे जुल्म उन्ही पर हो रहे हैं पर जिन छेत्रों में ये संगठन काम कर रहा है वहां के हालत का जायजा लिया जाये तो निश्चित ही पिछले दस सालों में काफी सुधर हुआ है
    इस संगठन के बारे में अगर लिखने बैठ जून तो वक़्त कम पढ़ जायेगा , पर इस संगठन के कार्यकलाप का ब्यौरा नहीं ख़तम होगा

    Really Dr. Lenin fighating against cast system, Dignity of Dalits, tribles,Women,Minority in India since long time.     I met for the first time Dr. Lenin in Gujarat during the 2006 National Convention of NAFRE Peoples' Movement (an alliance of representatives from the 16 states of India). He along with Faisal Anurag had drafted the vision paper for the NAFRE Peoples' Movement. The paper presented a road map for the civil society struggle for the people's sovereignty. During the convention I was campaigning for the removal of the Armed forces Special Powers Act which is enforced in my state Manipur since 1958 by the Government of India. I chaired one of the sessions along with him and thus came to know him more closely about his outstanding performance in all dimensions of the Human Rights.
    I also had an opportunity of visiting Dr. Lenin's home town Varanasi at the invitation of the Asian Human Rights Commission & PVCHR for a workshop. There I witnessed more deeply his association with the grass root movement empowering the common man to work for the democratic rights of those in marginalized communities & most vulnerable group of the society i.e. women, children, weavers and Dalits (the lower caste). I was very much satisfied seeing his commitment as a Human Rights defender. Dr. Lenin not only worked in Uttar Pradesh but also moved from State to State in other parts of the country extending his solidarity.
    After Dr. Lenin received the Gwangju Human Rights Award from May 18 Foundation of South Korea, he came to Manipur. He met Miss. Sharmila Irom who had started a fast unto death demanding the withdrawal of the Armed forces Special Powers Act (AFSPA), alleging that the security forces were using excessive force against the civilian population. Miss Sharmila currently in judicial custody for the last 8 years on the charge of attempted suicide and now survives through force feeding via a nose tube. Dr. Lenin after meeting Miss Sharmila started a campaign for the removal of AFSPA through various medium especially through his strong online connections. He has chaired the State Convention on 50 years of AFSPA on 9/11/08 as the Chief Guest which was held in Imphal. He also initiated the start of his testimonial model and folk school to bring a change in the rule of law in the State of Manipur. He is also developing a TOT manual on testimonial for north east India which is hit by arms conflict. PVCHR is also our partner organisation in the EU project "Promoting organised initiative of victims and civil society institutions for ending violence against children" under the sponsorship of European Union's European Instrument for Democracy and Human Rights (EIDHR) and Country Based Support Scheme (CBSS) India.
    Thus you see why I would strongly support the proposal for the nomination of Dr. Lenin Raghuvanshi for the Human Dignity Award. He has been a leading force in building a people's movement for the last 14 years through various platforms in order to bring justice & true democracy in India. His life has been threatened so many times by those who do not want the common man to rise but not fearing any thing Dr. Lenin continues to be committed to bring equality in human society. I wish him all the best. He truly deserves this reward.

    Historically, Varanasi has always been a place of striking adversities and contradictions. On the one hand, for centuries, it has been one of the most important centers of Hindu culture and civilization which in due course of time turned into the worst kind of reactionary form for the

    large section of the society, but at the same time Varanasi has also been a battleground for its opposite progressive forces. In 6th BC, Buddha started his struggle from Varanasi against the caste based social structure of hindus which was the main reason for the inequality and exploitation of the large population of Indian society. In later ages Kabir, Raidas and other social and religious reformers followed the tradition of Buddha and challenged the unequal and exploitative structure of hindus based on patriarchal and caste based discrimination.

    Despite of long struggles and innumerous sacrifices and sufferings of millions even today the exploitative caste system is still causing miseries and has been the prime source of all sorts of inhuman treatments of lower caste of the Indian society. In such a situation, almost 38 years ago, Mr. Lenin Raghuvanshi born in an upper caste family in Varanasi . During his study he experienced the vulnerable situation of depressed communities of the society and became impatient to fight it out and decided to hit it hard. After completing his study with distinction as

    A Physician, he followed the tradition of the greatest Buddha to bring about the human change on the face of the Indian society and refused to live a comfortable life. For last more than 22years he has been waging a non violence crusade against the caste system in the area of eastern Uttar Pradesh and going through strenuous struggle against the exploitation and inequality of marginalized communities.

    Mr. Lenin Raghuvanshi shares his experiences and often says "Buddha was the greatest man the human civilization has ever been produced in the whole history of mankind. Today, even a man of highest rank of imagination can not imagine the social and religious changes he brought about in the whole Asia . He was undoubtedly the first man who introduced humanity in its true sense. Further he asks the question, what the reason was behind the greatness of Buddha? And he himself gives the answer. According to him "People says that he was a genius man. There might be little doubt that he was a man of great intellect and a man of logic but it was not the real reason of his greatness. "Actually", as further he clarifies, "his boldness, his courage and conviction to stand firm in any adverse condition made him great and brought about great changes on the face of Indian society".

    Mr. Lenin, inspired by the struggle of Buddha, Kabir, Raidas, Jyoti Ba Phule and Dr. Ambedkar, has continued his work even on the cost of his life. Several times he was threatened to his life, faced obstructions and physically and verbally assaulted but he always stood resolute against the all sorts of adversities' and has been successful to attract the attention of the common people as well as media persons at a great extent.

    There have been many stories of sufferings, sacrifices and commitments of fighting and struggles against adversities of human beings and to ensure them more space of human dignity and integrity and independence. Every era has created its own heroes much known to the world. But it is rarely known to the world that there was a couple, which coincided their, objectives, struggles and sacrifices to make the world worth living. It is our great luck here in India that there is such a couple of Dr. Lenin and Shruti, striving tirelessly, irrespective of audacities and other manifold backwardness of a cast ridden society, to provide more space to human dignity and integrity by campaigning strenuously against inequality and exploitation based on caste discrimination. Through their full-fledged commitment and deep involvement, they have inspired a large number of energetic youth to join their mission.

    At very earlier stage of their social intervention Dr. Lenin and Shruti reached to the understanding that dominating feudal remnants in Indian society in general and particularly in eastern UP need an impetus to exert effective resistance against it. Therefore Dr. Lenin and Shruti resolved to follow two pronged methods to fight against social evils. On one hand they developed strong organization at ground level to secure the democratic rights of the marginalized communities and on the other hand they developed dynamics to take help of national and international institutions to high light the irregularities of local administration and atrocities of upper castes inflicted upon Dalits and other marginalized communities.

    Dr. Lenin and Shruti have been successful to construct the structure of strong CBOs(community based organization) and mass based organizations(MBOs) in eastern UP and think that one might reach to the policy through practice of consciously democratic mode of resistance made by CBOs and MBOs and it can make possible the implementation of policy to practice. Dr. Lenin and Shruti have also developed a good networking among these CBOs so that they could be able to exert joint pressure upon authorities and upon representation of political parties. Dr. Lenin and Shruti call this "Networking of ground level resistance of marginalized." Their activists and advance elements from marginalized communities have full confidence in Dr. Lenin and Shruti. The main hymn of struggle of Dr. Lenin and Shruti is 'Be resolute and win victory.'

    I do fully endorse Dr Lenin for honouring him with the said award, he has been instrumental for various human rights and civil liberties movement be it in other main land Indian states or Manipur, be it for the cause of downtrodden Dalits or for repeal of a black law- Armed Forces (Special power) Act 1958 imposed in North-east India and Jammu and Kashmir.

    Peoples' Vigilance Committee on Human Rights (PVCHR) Secretary General / Executive Director Dr. Lenin Raghuvanshi received a notice from police station of Catt in Varanasi on January 24, 2013 at around 2.30 pm on complain of perpetrator Mr. Sunil Kumar Gupta on 16 January 2013, the day when the news were published after the press conference of survivor Mrs. Sapana Chaurasiya. But no action on complain on 3 December and 5 December 2012 about violence against woman, threat on December 16 and 20, 2012 by husband of Mrs. Sapana to Shruti Nagvanshi & Lenin Raghuvanshi respectively and again threat on Lenins' mobile on 16 January 2013.

    Savitri Bai Phule Women Forum and PVCHR organized a women convention on 10 March as Indian Women Liberation Day in memory of Savitri Bai Phule. Pledge of women against all type of exploitation,discrimination and injustice against women and child marriage. They affirm their commitment for education for girl against child marriage.
    Dalit women are, like their male counterparts, subordinated by poverty and caste, but at the same time they are also subjected to the patriarchal power that makes them vulnerable to exploitation and domination not only by upper castes, but also by Dalit men. These women suffer from double disability in the Indian society. The first disability of being female is doubled with the caste tag over their head. In all states, an overwhelming majority of Dalit women work outside of their homes – mostly with labour connected to agriculture, which is known for exceptionally low wages.
