Bombay High Court (HC) directed the state government Wednesday to reimburse unaided schools for expenses incurred on education of SC/ST students as per RTE Act.

 

The money — Rs 10, 463 per student per year till standard 7 or the actual amount spent, whichever less — is to be reimbursed irrespective of incomes of parents or guardians of the students from academic year 2010- 2011.

 

For higher secondary school students, the reimbursment is according to recommendations made by a state-appointed committee in 2010.

 

For schools in Mumbai, it is Rs 350; for those under other municipal corporations, it is Rs 250 and for the rest of the state, Rs 200.

 

Schools are also to be reimbursed for OBC, VJNT and SBC students the annual income of whose parents is less than Rs 1 lakh.

 

HC clarified while RTE Act could not be invoked against the wishes of minority unaided schools, institutions admitting students from disadvantaged sections could claim reimbursement.

 

A division bench of justices Mohit Shah and N M Jamdar said provisions of RTE Act should be read in the light of articles 21A (right to education) and 46 (promotion of educational and economic interests of weaker sections) of the Constitution.

 

HC noted though RTE Act applied to elementary education, the state had been giving the benefit of reimbursement to classes 9 and 10 as well.

Medininagar: Four persons were arrested on Wednesday for allegedly piercing the tongue of a woman with a needle after dubbing her a witch in Jharkhand's Latehar district last Sunday, police said.

 

The four, Subhash Mehta, Arvind Bhuiyan, Dulal Bhuiyan and Bijan Bhuiyan were arrested after the woman Kalawati Devi filed a FIR naming 12 persons yesterday, the sources said.

 

The woman was beaten up last Sunday at a meeting called by villagers for allegedly practicing black magic at Piprakala village under Maneka police station.

 


The villagers also fined the woman Rs 10,000 and forced her husband to sell his land to pay the fine, the police said.

The four also pierced the woman's tongue with a needle, they added. PTI

Report by India Education bureau, Hyderabad: The Chief Minister Mr N Kiran Kumar Reddy will arrive at Gannavaram Airport, Krishna District from Hyderabad by regular flight at 10.10 am on Friday, 5th April, 2013. From there he will reach the helipad at Guravaigudem, Jangareddygudem Mandal, West Godavari district by helicopter. 

 

The Chief Minister will reach Indira S.C.Colony, Vegavaram by bus and inaugurate solar street lights and domestic lights at 10.55 am and interact with the SC families there. The Chief Minister will reach the Zilla Parishad High School, Jangareddygudem at 11.25 am and participate in the celebrations of Late Babu Jagjivan Ram's 106th Jayanthi foundations and inaugurations. He will also launch the SC-ST sub plan programme and address a public meeting and distribute assets worth Rs.150 crs to the beneficiaries from 11.25 am. 

 

The Chief Minister will reach Alapati Ganga Bhavani Kalyana Mandapam, Jangareddygudem by car and will join the community lunch at 1.05 pm. He will reach helipad at Kothuru hamlet of Sudimalla Gram Panchayat, Yellandu Mandal, Khammam District by helicopter at 2.20 pm and reach the meeting place at Kothur and interact with the ST families from 2.35 pm. He will unveil the SC-ST sub plan stupam opposite Singareni High School, J.K.Colony, Yellandu at 3.05 pm. He will reach CER Club ground of Singareni Collieries by car at 3.15 pm. 

 

He will participate in the 106th Jayanthi celebrations of late Sri Babu Jagjivan Ram. He will lay foundation stones and participate in the inaugural celebrations and also dedication of SC-ST sub plan programme and address public meeting and distribute assets there. The Chief Minister will reach the helipad at Sudimalla Cross roads, Yellandu by car at 5.25 pm and return to Hyderabad by helicopter. He will reach Camp Residence by 6.35 pm.

The National Commission for Scheduled Castes (NCSC) today issued an arrest warrant in the name of Secretary, Higher Education, Government of India, for his continued non-appearance before the panel in a case involving denial of rights of SC teachers at Banaras Hindu University, Varanasi.

 

PL Punia, chairman of the commission, which has statutory powers under the Constitution of India, ordered the Commissioner of Delhi Police to arrest Ashok Thakur, Higher Education Secretary and produce him before the panel on April 15.

 

The arrest warrant was issued after Thakur failed to honour the previous directions of the commission to present himself before it for clarifications in massive allegations of discrimination against SC teachers at BHU, a central university directly funded by the Ministry of HRD. The commission had earlier issued summons for Thakur, asking him to attend the hearing on April 1.

After he failed to make a personal appearance yesterday, chairman PL Punia issued the arrest warrant after recording his displeasure over the disrespect the Secretary showed to the constitutional authority by non-appearance when summoned.

 

The Higher Education Secretary's appearance was ordered in the case of Indu Choudhary, General Secretary of SC, ST Employee Welfare Association, BHU, Varanasi, who alleged in her complaint to the commission that the BHU authorities ignored the reservation policy while filling up vacant posts, giving promotions and other benefits. Out of 362 SC posts for teachers at BHU, 247 are lying vacant.

 

The complainant also produced evidence of her victimisation by the university after she made a complaint to the commission.

 

"The complaint has alleged that the university has wrongfully deducted a sum of Rs 27,000 from her salary and even framed a vigilance case against her when she objected to it. Registering similar complaints, General Secretary and Joint Secretary of the association had also requested the commission for immediate intervention and corrective measures," the SC Commission order said today.

 

Speaking to The Tribune about the order, PL Punia said the attitude of BHU and the Ministry of HRD had been one of extreme indifference and also disregard for the orders of the constitutional commission.

 

"There have been a series of complaints against BHU. This time, the complainant has been chargesheeted by the university on absolutely frivolous grounds. One reason cited in the chargesheet is use of official BHU residence address on the association letterhead by the general secretary. This is injustice. Higher Education Secretary has failed to explain the matter," Punia said.

 

The state of SC/ST teachers' recruitment against quota in all the 40 central universities is very poor, with none having filled the sanctioned teaching posts for SC and ST candidates. More than 70 per cent sanctioned teaching positions across universities are lying vacant.

Free coaching classes for SC/ST students

RANCHI: Scheduled Caste, Scheduled Tribe and minority students of Ranchi University will get free coaching for competitive examinations under a scheme of the University Grants Commission (UGC).

 

Students who enrolled in the second session of the coaching class that was inaugurated on Wednesday appeared upbeat about the whole concept.

 

Divya Xalxo, a history department student of RU, said, "I always wanted to crack some competitive examinations and get a good job but financial crisis did not allow me to join any coaching class. I am really happy that the university thought about needy people like us and gave us a place where we can study and clear our doubts."

 

Head of the anthropology department Karma Oraon said the programme had begun previous year to provide free coaching to SC/ST and minority students of the university. "As many as 125 students enrolled of whom many cracked several competitive examinations and are working in various private and public sectors."

 

He added this year also 125 students enrolled themselves into the programme. "Many more students are approaching us to join the coaching classes but we cannot increase the number of seats as of now."

 

The coaching classes will prepare students for all levels of examinations like objective, written, group discussions and personal interviews.

 

"Ranchi University teachers will train the students for general studies and optional papers," said Oraon.
