In an April 18th 2009 article on the development of GM-Food for the African continent, 'Strange Fruit: Could genetically modified foods offer a solution to the world's food crisis? the author mentions that the Rockefeller Foundation has recently set out to fund the process of 'biofortified rice' for third world nations, invented by a Swiss scientist named Ingo Potrykus.
 

On behalf of the Rockefeller Foundation, Representative Akinwumi Adesina stated before the Congressional Black Caucus Legislative Conference on September 28 2007 that the continent of Africa was especially chosen as the Foundation's favourite playing ground.

 
 
 
 
 
 
In 2000 a Swiss scientist named Ingo Potrykus modified rice, adding a bacterial gene and two genes from the daffodil, to add Vitamin A to rice. His plan was to find an easy way of countering the vitamin deficiency which causes blindness in around half a million people, mainly children, every year. Half of them die within 12 months of going blind and others die of diseases such as malaria because the deficiency affects their immune system. Professor Potrykus called his invention Golden Rice.'
 
But there]s nothing recent about the Rockefeller Foundation's involvement in the research and development of genetically enhanced rice, as we learn from a November 14, 2000 publication by the Rockefeller Foundation in which the director of Food Security of the Rockefeller Foundation Gary H. Toenniessen states that in the early 1990's the Swiss scientist along with a colleague:
 
'… approached the Foundation. Dr. Ingo Potrykus of the Swiss Federal Institute of Technology in Zurich was a specialist in plant genetic transformation and his lab was one of the first to genetically engineer rice. (…)
 
These two scientists proposed to genetically engineer `rice with daffodil genes to produce nutritionally significant levels of beta-carotene in the rice endosperm. At a foundation-sponsore d workshop, other scientists agreed that this task was difficult but achievable, and the effort was funded.'
 
Ten years later, it seems, the experiments had proven a great success. In a keynote speech by Rockefeller Foundation's president Judith Rodin on October 17 2008, the speaker points out that the research concerning genetically engineered rice has been underway for at least 65 years- and all this time received the generous support of the Foundation's deep pockets. Rodin explains:
 
'In the sixty-five years since they began, we've funded the work of Golden Rice's engineers, Dr. Peter Beyer, Dr. Ingo Potrykus, and others for more than fifteen of them. (…)
 
I'm delighted to announce, today, that we will be providing funding to the International Rice Research Institute - which we helped establish almost fifty years ago -
 
 to shepherd Golden Rice through national, regulatory approval processes in Bangladesh, India, Indonesia, and the Philippines. And we hope this is just the beginning.'
 
On behalf of the Rockefeller Foundation, Representative Akinwumi Adesina stated before the Congressional Black Caucus Legislative Conference on September 28 2007 that the continent of Africa was especially chosen as the Foundation's favourite playing ground. But he laments:
 
‘Regarding genetic engineering, by and large, African countries do not currently have in place regulatory frameworks that allow their use for food production. Many challenges face the introduction and cultivation of GM crops in Africa, including fear of GE crops.'
 
Adesina goes on by bringing climate change into the equation, dumping fear upon fear, and hoping perhaps that a new fear will eliminate the former one:
 
‘Assisting Africa to meet its food needs has other advantages for climate change. (…) Increasing population pressure and reliance on extensive agricultural practises will likely lead to further deforestations and carbon dioxide emissions and contributions to climate change.'
 
Under the umbrella of 'climate change' all serious concern about playing God with the earth's flora (and Fauna) can be thrown aside without a second thought it seems. Rockefeller Foundation representative Gary H. Toenniessen stated during a conference in his lecture 'Opportunities for and challenges to Plant Biotechnology Adoption in Developing Countries':
 
‘Public acceptance of transgenic crops and genetically modified (GM) food, or rather, lack thereof, is a major constraint to the adoption of plant biotechnology, particularly in Europe.
 
(…) Orchestrated campaigns against GM foods have consequently found a receptive audience amongst urban consumers. The situation in developing countries may well be different', he adds slyly.
 
This same opinion is being conveyed in a 2005 'strategic review of the organisation (the Rockefeller Foundation), wherein several 'challenges' are brought forward that might stand in the way of the next level of globalisation that the Foundation has mapped out for all of us, one of these being 'resistance to the development and use of genetically modified foods'.
 
 
Here comes into play the promotion of 'global warming'. By claiming global warming will affect all nations and all peoples, and coupling the supposed climate hazard to the necessity of GM-crops lest the third world starve and die by the lack of it, the different peaces of this diabolical puzzle come together. The spectre of global climate change hangs over the world food situation, they claim, and the anticipated resistance might well be lessened if the people are adequately bamboozled into accepting the Foundation's genetically modified foods program for fear of a vengeful God raining his wrath onto their heads. If the globalists would lie to lure the people into accepting GM foods, they would certainly not think twice about lying about the motives behind the development of these foods for mass production.
 
 
In an October 8 2006 editorial by Dean Kleckner (member emeritus of the World Food Prize Board of Advisors) on AgWeb.Com, he comments on the announced investments by the Bill and Melinda Gates Foundation in conjunction with the Rockefeller Foundation's ambition to spark a 'Green Revolution' on the impoverished continent of Africa. He states that 'The 21st-century' s Green Revolution must also be a Gene Revolution.'
 
The Foundation itself is strangely upfront about its long-term objectives, when it bragged in the 2006 ]The Rockefeller Foundation's International Program on Rice Biotechnology' :
 
'The Rockefeller Foundation has a long, complex, and rich history in promoting agricultural development throughout the developing world. The Foundation began its major field-based program in Mexico in the 1940s, which led to the series of technologies, insights, and processes collectively known as the 'Green Revolution'. (…) Through a series of strategically placed grants, some of the world's premier laboratories were invited to participate in the program.'
 
As we learn from the 1968 Rockefeller Foundation annual report, the term Green Revolution has been around for quite a while. In the report the Foundation's president J. George Harrah already speaks of the 'Green Revolution', built upon 'miracle rice' and 'miracle wheat'.
 
In a  panegyric ten years later, dedicated to the Foundation's founder John D. Rockefeller III, there is mentioned as one of his merits:

 
'Mr. Rockefeller was one of the great guiding spirits of The Rockefeller Foundation over a 47-year period, and was the chairman of the Board of Trustees from 1952 to 1971. During this period, the Foundation carried out a major part of its commitment to agricultural development and the conquest of hunger, resulting in the so-called Green Revolution.'
 
Further on (page 21) in an unlikely frank revelation, the president of the Foundation elaborates on the true countenance of this supposed 'Green Revolution'
 
'Because of the Green Revolution, per capita protein consumption kept pace with the doubling of populations in the less-developed countries (LDC's) which occurred between 1950 and 1975. But it was recognised by most, and certainly by the Foundation staff, that we were merely buying time, and that the geometric expansion of population had to be reduced lest the Malthusian prediction became true globally, as contrasted with just regionally, as now applies.'
 
In another publication- Africa's Turn: A New Green Revolution for the 21st century-
 
the foundation states that 'Before all else, the original Green Revolution was a product of philanthropy, in a carefully negotiated partnership with government.(…)
 
After first seeking and receiving an invitation from the Mexican government, the Foundation created the Oficina de Estudios Especiales within the Mexican Department of Agriculture, initially staffed by scientists on the Rockefeller payroll.'
 
This is no idle bragging or foundational hubris. In an April 2008 editorial in the journal Science, Nina Fedoroff (plant geneticist, currently serving as senior scientific advisor to the U.S. Secretary of State Hillary Clinton) wrote:
 
'A new Green Revolution demands a global commitment to creating a modern agricultural infrastructure everywhere.'
 
The Rockefeller Foundation thoroughly agrees with this statement. In fact, it has for decades directed all its resources to create just such an infrastructure. To illustrate how far back the research and its intended international scope go, it will suffice to quote form a Rockefeller Foundation  annual report from 1963:
 
'The Foundation conducts international projects for the improvement of the world's four most important foods- corn, wheat, potatoes, and rice.'
 
It is interesting to note here that in the very same year (1963) the Codex Alimentarius Commission was forced into being by the World Health Organisation and the Food and Agriculture Organisation of the United Nations. But then it is important to always keep in mind that these international bodies all spring from the same source and are funded by the same families. In 1984 alone, the Foundation allocated funds of millions of US dollars in appropriations to scientists on molecular genetics (Washington State University)
 
and genetic manipulation of rice (University of Leiden). In the years after, the Foundation has energetically allocated funds every single year to research and development in GM-crops.
 
And the list of allocated funds literally goes on forever, with grants handed to numerous research facilities across the globe all with the aim of producing, promoting and implementing genetically modified crops in the third, second and first world. The next step in the unfolding of the Foundation's agenda was the creation of an adequate fear on which their 'superfood' might thrive more rapidly. The more people who use the earth's resources, the more a swift policy is needed to reduce global population.
 
 
But originally it was global cooling, not global warming, with which the GM-agenda was to be helped forward. In the 1974  annual report a conference on the topic of climate change was announced called 'Climate Change, Food Production, and Interstate Conflict':
 
'This interdisciplinary conference, organised jointly by RF (Rockefeller Foundation) officers from Conflict in International Relations, Quality of the Environment, and Conquest of Hunger programs, will bring together climatologists, scientists concerned with food production (…)
 
to examine the future implications of the global cooling trend now under way and its effects on world food production.'
 
In the 1973  annual report (page 54), long before the theory of Anthropogenic Global Warming was injected into society's bloodstream, one of the funds approved for allocation to ‘international organisations’ to analyze the implications of climate modification for international affairs. The institute for World Order received a grant for the establishment of university-based world order studies.'
 
By the time it was decided by the globalists that a global warming hype would serve their interests better than a global cooling trend, they accelerated their program in a great hurry. In 1996, the Foundation mentioned in their  annual report that:
 
'The Rockefeller Foundation created the Leadership for Environment and Development (LEAD) program to cultivate a network of talented midcareer professionals from diverse disciplines and sectors committed to sustainable development. '

In regards to the many activities of LEAD, the report mentions:
 
'Economic advancement and human development are predicated on sufficient supplies of energy. Yet the byproducts of fossil-fuel energy production also pose many of humankind's greatest threats. Carbon dioxide released form fossil fuels, if allowed to build up in the earth's atmosphere, has the potential to seal in excess heat that could LEAD to global warming.'
 
So what is it all about, this elaborate program of 'magical rice' and 'magical wheat', spanning many decades in slow but strategic progression? And why is 'global warming' being mixed in the equation? In the 1968 annual Foundation report the real reason for this determined labour comes to light:
 
'Major organisations such as the Population Council and the National and International Planned Parenthood Federations have been supported (red: by the Foundation)
 
in a variety of ways. These and other existing organisations, as well as others that may come into being, represent exceedingly important instrumentalities for the extension of family planning information and contraceptive methods.'
 
In bone chilling language, the aims and future steps of the Foundation is being outlined (page 54):
 
'It will explore potentialities of training programs, seminars, public forums, symposia, and other devices for conveying information about the impact of population growth on economic and social development to government officials from ministries of health, planning commissions, and other appropriate agencies, in the interest of motivating greater action on population policy and population control programs.'
 
As we know, the call for more family planning in the name of the environment has been increasingly promoted by the Malthusian minded elite. It is clear that one of the 'other devices' the report mentions, has been found and thoroughly exploited:
 
the great myth of Anthropogenic Global Warming was created and covered with the subtle sauce of science to give the whole thing an air of credibility. And the eugenics agenda continues.

a secret Israeli government database on settlements in the occupied West
Bank, and posted the Hebrew

(pdf) of the database on their website. Last month, the ODNI Open Source
Center completed an English translation of the 200-page document. Secrecy
News obtained a copy of the

The database provides a concise description of each of the dozens of
settlements, including their location, legal status, population, and even
the origins of their names, which are often Biblically-inspired . Crucially,
the database makes clear that unauthorized and illegal construction activity
has taken place in most of the settlements.

"An analysis of the data reveals that, in the vast majority of the
settlements - about 75 percent - construction, sometimes on a large scale,
has been carried out without the appropriate permits or contrary to the
permits that were issued," according to the Haaretz

. "The database also shows that, in more than 30 settlements, extensive
construction of buildings and infrastructure (roads, schools, synagogues,
yeshivas and even police stations) has been carried out on private lands

A copy of the database had been requested by Israeli citizens groups under
that country's freedom of information law, but release was denied by the
Defense Ministry. Haaretz obtained a copy independently and,
notwithstanding Israel's military censorship apparatus, proceeded to publish

Americans struggle through a day in the recession

It's a rainy spring morning and Tamara Ogier plants herself at a table in a Spartan room in the Atlanta federal courthouse, computer and tape recorder at hand, ready to hear another day's stories of financial ruin.

Couples facing foreclosure. Down-and-out real estate agents. Merchants who've shut their doors. Some clutch folders, some couples hold on to each other as they sit on pew-like benches, waiting to tell the court-appointed bankruptcy trustee how they ended up deep in debt.

"I understand the assumption that we're the guys in the black hats," Ogier says, but "there are a lot of times when I'm actually able to do a lot of good."

It's a sunny morning 745 miles away, as Jerry Miller tools along Iowa's back roads, grumbling about folks who can't manage their money. He has just one credit card. He has no debts, but at almost 75, he feels he needs to keep working just to keep pace. He wonders, too, if he'll have to sacrifice for other people's mistakes.

"I can't believe because they got themselves in this situation, it's falling on us to pay it back," he says, heading to the first pharmacy where he'll make deliveries on this day. "Lord, you're going to set a college kid loose with a credit card? Buy a house that costs ten times your salary?"

He punctuates his disapproval with his favorite expression: Pffffft.

It's morning in America â€" but it's not a good morning.

The nation is suffering in a deep recession, there's no denying that: Unemployment is at its highest level in more than 25 years. The auto industry is on the skids. Foreclosure and for-sale signs are as common in some communities as street lights.

And more bleak days seem to be ahead.

Many private economists expect the monthly jobless rate will climb to 10 percent by the end of the year â€" it already has surpassed that level in states such as Michigan, South Carolina and Rhode Island.

The bankruptcy rate is rising, too. Nearly 1.2 million debtors filed for bankruptcy in a year period ending in April, according to federal court records collected and analyzed by The Associated Press. In March, nearly 131,000 sought bankruptcy protection â€" an increase of 46 percent over a year earlier.

Those are the numbers. Then there are the people.

This is the story of one day, and how Americans spent those hours in the shadow of economic distress, from worried debtors in a Georgia courthouse to a prospective home buyer in Michigan, from a worker in the Rhode Island food pantry to an Arizona contractor struggling to find jobs.

On this April day, no one person typifies hard times: In California, it's a homeless Army Reservist who joined up when he couldn't find work and sleeps in his 17-year-old car. In Florida, it's a Jaguar-driving pawn shop customer who sells DVDs for gas money. In South Carolina, it's an unemployed factory worker who finds comfort in prayer.

And in Greenwich, Conn., home to hedge fund billionaires, it's David Rabin, who lost his $100,000 job last October as a senior vice president for a small financial services firm. He spends part of his morning in his basement, job hunting.

In better times, Rabin would be preparing for his annual spring golfing trip with three buddies at his condo in Myrtle Beach, S.C. Instead, the 48-year-old Rabin, wearing jeans, a blue hockey sweat shirt and white sneakers, is poring over Monster.com and other online job boards. He sends out 10 resumes a day, but has had few nibbles in six months.

A day earlier, he learned he didn't get a job recruiting members for a gym. That hurt.

"I didn't sleep a freakin' wink," he says. "If I don't fit that job, what the hell am I going to do?"

Rabin's wife, Lauren, has a marketing job. And he receives $476 weekly unemployment â€" about a quarter of his former salary â€" that runs out in July. Both checks keep them afloat.

Rabin copes by keeping busy. He and Lauren compile a daily list of chores. Each time he completes one, he checks off a box.

Today's list: Drive his 19-year-old son to school. Search online for cheaper auto and home insurance. (No luck there.) Look for work; his target area has expanded to Buffalo, N.Y., Ohio and Florida â€" any city where he has friends or relatives. Walk the dog. Buy flip flops for his Florida-bound wife. Work out at the YMCA. Paint the basement.

"You have no idea how humbling all this is," he says. "It's extremely humbling. I'm ready to go to Stop & Shop and start bagging groceries."

"I've been in this situation before and I wasn't nearly as frightened," he says. "This is the Great Recession we're in."

But watching Jim Juristy work, you wouldn't know that we're in hard times.

A nursing supervisor in Morgantown, W.Va., Juristy will spend his 12-hour shift at Ruby Memorial Hospital trying to fill jobs, calling, cajoling and charming nurses to come to work.

Not only is Juristy in a relatively secure profession, but he lives in a thriving area (the county's jobless rate is a relatively low 4 percent), home of West Virginia University and some recession-proof employers.

A former coal miner, the 54-year-old Juristy made the unlikely transition in the mid 1990s after his mine closed. With baby boomers aging, he thought health care would be a growth industry. So he went to nursing school.

"I figured I could adapt or become a dinosaur. And dinosaurs became extinct, so I thought I'd darn well better adapt," he says.

On this April morning when WVU Hospitals â€" which include Ruby Memorial â€" had 200 job openings, TV news is announcing higher-than- expected March unemployment rates.

Juristy doesn't hear a word. He's telling a supervisor: "We need seven nurses at 11, and we have three. It's a good day!"

He calls charge nurses and approves overtime. He tells his wife, Stephanie, a part-time clerical worker at the hospital, to start calling contractors, a pool of nurses from Maryland, Pennsylvania and West Virginia who earn $42 an hour (but no benefits) by working extra shifts.

When she starts dialing around 10:30 a.m., there are 11 jobs to fill.

At the opposite end of the country, in Scottsdale, Ariz., 36-year-old Mark Zimmerman is struggling, too. The contractor's printer spits out an estimate for a project he never would have taken two years ago: replacing concrete blocks supporting a carport.

The numbers aren't pretty: Three days of labor. About $35 an hour for his workers. Another $250 in material. Zimmerman does some fast math on a handheld calculator. He gets 10 percent, so he'll make a meager $109.

"That doesn't cover me for anything â€" not my time sitting and putting the bid together, not my time driving out to go look at it," he says. "I'm actually losing money."

But Zimmerman wants to make sure his two full-time workers don't leave to find other jobs before the construction industry picks up. He hands the estimate to his assistant.

"$1,594?" she asks, eyebrows raised. "That's it?"

The downturn in construction has rippled across the Sun Belt, from Arizona to Florida, where the pawn shop is often the stop of last resort.

At Best Value Jewelry and Pawn in the working-class town of Fort Pierce, manager Scott Herman first noticed trouble signs about 18 months ago. As construction dried up, so many workers wanted to pawn or sell tools that Herman had to stop accepting them.

In St. Lucie County, the jobless rate in construction hovers around 40 percent; foreclosures (about 10,000 in 2008) more than doubled from a year earlier.

Standing behind glass cabinets in a store filled with diamond rings, pearl bracelets, stereos, televisions, even centuries-old silver Spanish coins, Sherman says he hears a similar refrain.

"I need to make sure my electric bill stays on ... I can't make my mortgage payment."

At 10:55 a.m., Tim Salyer, a 42-year-old unemployed construction worker, proffers an acoustic guitar in a beat-up case. He lives with his mom, who just lost her job as a nurse.

"Trying to hang in there," he says, sunglasses covering his left eye, blinded in a car crash at 16. "There is no work out there."

Salyer pawns his guitar for $50. He'll need $62 to retrieve it.

"I can't believe I gotta part with it. I played it all night last night, so hopefully I got it out of my system. Hopefully, I'll be able to get it back," he says with a heavy sigh. "But I'm riding on reserve in my car. Gotta put a little gas in there."

Outside, Salyer clutches the cash, glancing at his 2004 purple Chrysler. He and his mother can no longer make the $300 monthly payment.

Soon he'll head to the dealership to give it up.

"So long PT Cruiser," he says, wiping his brow in the sun.

By late morning, Tamara Ogier, the Atlanta federal bankruptcy trustee, has wrapped up about 30 interviews.

She is a gentle-but-firm interrogator, sifting through the financial records of the debtors, looking for anything of value â€" a home, a car, a diamond ring â€" that can be sold to satisfy creditors.

It takes just five minutes to hear how a life has unraveled.

A 40-year-old former accounting consultant, looking forlorn and wearing a button-down shirt and dark pants, tells Ogier in a near whisper that his clothes are all he owns. His business fell off last summer.

"I'm just hoping things will turn around," he says later, adding that he plans to return to school to take more accounting courses.

A Vietnamese couple who owned a hair and tanning salon explain, through a translator, they have a staggering $600,000 credit card debt. The husband was getting free credit cards in the mail, and using one to pay off the other.

Over and over, Ogier calmly asks the same questions: Will they receive any life insurance or inheritance within the next six months? Have they bought a vehicle in the last six months?

These kinds of crushing debts are unimaginable to Jerry Miller, the frugal Iowan. He has never bought a new car and still lives in the house he got for $8,500 in 1960, the house where he and his wife of 54 years, Barbara, raised six kids.

This is a man who once logged every purchase he made in a year â€" down to a .29 cent pint of ice cream.

As the silver-haired grandfather heads toward another pharmacy on his five-stop, 160-mile route, Miller talks about fiscal responsibility. It's not just about money, he says. It's reputation, too.

"If you've got a good name, they can't take that away from you," he says, jabbing a finger in the air to make a point.

It would have been nice, he adds, if he had a choice about retirement. But Miller says he needs the cash from this 15-hour a week job to pay for health care for himself and his wife.

Just after 12:30 p.m., Miller arrives home in Conrad, Iowa and the veteran of many recessions has some parting words:

"This, right now, is something different," he says. "You've got to have faith in the system. But can you tell me, where did all the money go?"

It's just past 1 p.m. in Morgantown, W.Va., and Jim Juristy still needs 10 nurses to cover all shifts.

No sweat.

"If you had 10 people call off in a coal mine, that's a whole unit," he says. We have the resources and the people we can call who are willing to come in. It's an opportunity to make more money. That's why people work."

The search goes on.

In San Francisco, Khaaliq Parker, 32, is mounting his own search.

The unemployed auto mechanic is holed up in a cubicle at Career Link employment center in the Mission District, checking e-mail for responses to resumes he has sent out.

"The job market is really tough," he says. "It's crazy. I don't give up."

Parker was laid off a year ago and has been homeless since December. Until then, he had lived in Oakland with his wife and 4-year-old son and her parents, but he says they kicked him out when he wasn't making progress looking for work.

So he sleeps in his 1992 red Mustang.

Today is a good day, all things considered. Parker receives his first $422-monthly workfare assistance check; he washed city buses in the morning to help earn that. He also squeezes by with food stamps and $60 a month from the Army Reserve.

Parker, clad in a gray ARMY T-shirt, joined several months ago to bolster his resume and get job training. He may be headed to Afghanistan within a year. He's resigned to it.

Parker is far from alone. In March, the nation's jobless rate rose to 8.5 percent â€" more than 13 million Americans. The recession, experts say, has eliminated more jobs as a proportion of the work force than any downturn since 1958.

The crash in the housing market is partly to blame.

Take Joe (no last name, please.) He says he was a well-known real estate agent before the housing bubble burst. Now he's jobless, driving a 2005 Jaguar, carrying some DVDs and a red suitcase-like tool kit into the Fort Pierce, Fla., pawn shop.

"It's sad, it's real sad," he says over his shoulder. "And it's embarrassing. "

Moments later he returns, hopping into his Jaguar, looking defeated.

"Got some gas money now," he says, "so I guess I'm doing OK."

Paul Maples quit his job as a medical technician in January and can't find a replacement. Doing odd jobs around his girlfriend's downtown clothing store is not enough.

He enters the pawn shop, hauling a big box of stereo speakers in one arm and a chain saw in the other.

"Fridge is empty," he announces, "but we're getting by."

The news isn't good. The pawn shop dealer has no need for the chain saw. And $15 is his final offer for the speakers.

"No, those are $200 speakers!" Maples protests.

"Sorry, that's the best I can do," the dealer says.

Maples shakes his head in disgust, plunks the speakers in a red wheelbarrow and wheels them down the street.

"Times are tough," he says, "but they ain't that tough."

Rhode Island has weathered some of the toughest times in this recession. In March, the state's unemployment was 10.5 percent.

At the Woodlawn Baptist Church, in a poor section of Pawtucket, the number of families visiting the weekly food kitchen has doubled since the winter.

By 3:15 p.m., workers have stacked tables with boxes of red tomatoes and yellow apples, containers of onions, kaiser rolls and whole-grain bread, lemon meringue pie and crumb cake.

Carolyn Profughi, the church clerk who runs the pantry, spends a lot of time listening to other people's troubles.

"You want to try to help them as much as you possibly can," she says. "Some of them bring their children with them â€" your heart just goes out to these kiddos."

This day, Christine Fuss, 46, sips a paper bowl of Italian wedding soup in the church basement and talks of how she lost her job as a hairdressing instructor last year because of complications from multiple sclerosis. She shares a leaky, bare-bones apartment with her cats and goldfish.

"No food, no money, no help," she explains.

She pauses, holding a spoonful of soup near her mouth.

"Spent out," she continues, adding that she has recently begun feeling desperate.

"There's a lot of God in me," she adds, "because otherwise I wouldn't keep getting up."

Lynette Davis leans on her faith, too. Tonight, the widow joins a friend for a weekly Bible study group at a red-brick church a dozen miles from her South Carolina home, where about two dozen parishioners sit on folding chairs. They begin with a hymn and prayer, then turn to the book of Matthew.

Over three decades, Davis has worked at a now-shuttered Russell Stover candy plant, a textile mill that closed when the jobs moved overseas and an auto parts factory that trimmed its work force â€" leaving her unemployed since last June.

Finding work in Marion County, where unemployment exceeds 20 percent, seems near impossible. Davis recently enrolled in a technical college, hoping to become a pastry chef.

She's not one to despair.

"I have running water," she says. "I have lights. I have my kids and I have my family. I feel good about life. There is always someone out there worse off than I am. ... I was brought up to know the Lord will make a way and that's what he has been doing."

One day, she says, her light and water bills were due "and I didn't have a dime. I went to the mailbox and there was a check. All I could say was 'Thank you, Jesus.' I know it wasn't nobody but him."

As night approaches, Jim Juristy has four open beds and figures the 11 p.m. shift will get by OK if he can just get two more nurses for the West Virginia hospital.

"Actually, this has not been that bad a day," he says.

Enough people call in. At 6:35 p.m., he has reached his goal.

Ten minutes later, Ballroom B at the DeVos Place convention center in downtown Grand Rapids, Mich., is humming with anticipation.

About 450 people are waiting to bid on nearly 75 foreclosed homes being auctioned off this night. For the right price, one family's misfortune can become another's American dream.

Auctioneer Mike Carr tries to break the tension with a mock auction, supposedly for a Las Vegas home. When the bidding stops at $1 million, a photo is flashed on a large TV screen â€" an old flatbed truck carrying a rundown shack. How could someone fork over $1 million for a house, Carr asks, without seeing it first?

Laughter ripples through the crowded ballroom.

Tonight's first property for sale is a mobile home on 3.62 acres. Its previous value: $199,900. The starting bid: a lowly $1,000. Within two minutes, the home is sold for just $15,000.

Next up is one of four houses that Marilyn Heidenfelder wants to bid on â€" three bedrooms, 2,280-square- feet, valued at $204,000. She's hoping to buy a place for her 41-year-old daughter, a school bus driver and mother of three, who recently lost her house when her mortgage increased $350 a month.

Heidenfelder hasn't told her daughter, so she wouldn't get her hopes up.

The 61-year-old retiree is bargain hunting tonight. She doesn't want to spend any more than $20,000. But the bidding quickly exceeds her limit. The first home she wanted goes for $105,000.

The auction continues at a breakneck pace, with tuxedo-clad men in the audience prowling the aisles, shouting the latest bids to the auctioneer as houses are flashed on five TV screens. Carr doesn't stop for an instant.

Heidenfelder is no more successful when the three other houses she had scouted out are sold. The cheapest one goes for $45,000 â€" more than twice what she was willing to pay. And it didn't even have a furnace.

Shortly after 7 p.m., she leaves with her $2,500 cashier's check â€" and without a home. There were $10,000 houses, she notes, but "they were trash."

Heidenfelder is disappointed. "There were too many people," she says. "It was too competitive. "

Lynette Davis is heading home, too. Her Bible study is over, the hymns sung, the prayers spoken.

"This takes a lot of things off my mind," she says.

As she makes her way outside, the birds are singing, the leaden sky brightens and finally a glimmer of sun breaks through the clouds.

Officials say in Kathmandu a key political party has quit Nepal's coalition government to protest the prime minister's decision to fire the army chief. The general secretary of the Communist Party of Nepal (United Marxist Leninist) announced the party's withdrawal. It was the second largest party in the coalition government.
 
Prime Minister Pushpa Kamal Dahal, a former Maoist rebel leader, sacked army chief Rookmangud Katawal on Sunday after accusing him of defying government orders.
 
Nepal Premier Prachanda on Sunday fired army chief Gen Rukmanga Katawal for defying government orders but he shot back rejecting the decision, plunging the country into a fresh political crisis despite repeated calls from India for a rapprochement.
 
61-year-old Gen Katawal was sacked as he had disobeyed government's instructions, the PM's Press Adviser Om Sharma said, shortly after the decision was taken at a special cabinet meeting chaired by Prachanda and boycotted by four key constituents of the Maoists-led government. Lt Gen Kul Bahadur Khadka, the number two in the army and a confidant of Prachanda, was immediately named as acting army chief to replace Gen Katawal, who was to retire after three months.
 
"The Army Chief was removed because he failed to give satisfactory explanation on why the government orders were ignored," Information Minister Krishna Bahadur Mahara told reporters.
Gen Katawal, however, declined to step down, according to media reports. He called an emergency meeting of top Generals at the Army Headquarters, private radio Nepal FM reported. The Maoist government's decision came despite domestic and international calls against such a move, including from India.
 
India earlier repeatedly conveyed its concerns to Nepal over the Maoists-led government's plans to sack Gen Katawal. After returning from a whirlwind trip to New Delhi, Indian Ambassador Rakesh Sood met Prachanda on April 26, their fourth meeting in 10 days amid Army-government stand-off here. The Maoists' move came a fortnight after they served an ultimatum to Gen Katawal, seeking his clarification on recruitments by military, its "hastiness" in reinstating eight generals retired by the government and its decision not to participate in the National Games.
 
He had furnished his reply contending that he had not disobeyed the government's directives on removing eight generals and halting recruitment in the military.
 
Following the Government's decision to fire him, a defiant Gen Katawal said the Prime Minister had no authority to remove him, the private radio said. The Cabinet meeting was boycotted by ministers belonging to four coalition partners, including the second largest constituent CPN-UML. Others who boycotted belonged to Madhesi People's Rights' Forum, Sadbhavana Party and CPN-United.
The ministers from the four parties walked out of the meeting in protest soon after Prachanda proposed sacking the army chief, said Sunil Manandhar, General secretary of CPN-United, a member of the ruling five-party alliance.
 
Prachanda made the proposal despite opposition from other parties, he said, adding the Maoists got into self isolation by making the unilateral decision -- which needs the endorsement from the President.
 
During the meeting of the High Level Political Mechanism, the Prime Minister was advised by the Maoists' coalition partners not to make the decision in a hurry but he did not listen, Manandhar said. The government has forwarded the Cabinet decision to sack the army chief to President Ram Baran Yadav, who is yet to endorse it.
 
President Yadav is currently busy consulting legal experts and political leaders on the matter.
 
 Unless the President endorses the Prime Minister's decision, it will not come into effect, legal experts said. According to sources, Gen Katawal was inside the army headquarters and discussing the matter with the top Generals. Main opposition Nepali Congress and 16 other political parties had for long been opposing the Maoists' plans to remove the army chief.
 
Soon after the Cabinet took the decision, there were reports of rallies here both in favour and against the move to sack the army chief. Nepal Students Union affiliated to opposition Nepali Congress organised protest shows in front of various colleges against the Maoists' decision to sack the army chief.
 
Maoist-affiliated students and cadres of Young Communist League also demonstrated welcoming the decision. Security personnel have been deployed at various sensitive areas to maintain law and order amid reports that Maoists were burning tyres and blocking roads.
 
Nepali Congress acting President Shushil Koirala, former Prime Minister Sher Bahadur Deuba and leader of Terai Madhesh Democratic Party Mahanta Thakur met President Yadav and discussed the latest political situation. Nepali Congress has also convened an all-party meeting, excluding Maoists, to discuss the situation emerging out of the sacking of the army chief.
 
CPN-UML too is holding a crucial meeting of its Standing Committee to come out with a stand on the matter while the Maoists are engaged in internal discussions.
 
The Maoists' unilateral decision to sack the army chief was made with "ill intention" and was "illegal", said constitutional lawyer Dinesh Tripathi. This may derail the peace process and obstruct the Constitution drafting, he said. Since the government itself is in minority, the decision can be questionable on legal grounds, Tripathi said.

How to make slaves enjoying their slavery to get angry & fight Brahminical oppressors?
After about 30 years of running Dalit Voice, having circulation in every part of India, also visited and interacted with our DV family, we fully agree with the thrust of Brother Ayyankali’s scathing attack on us. (See below the Editorial: DV failed to inspire people to fight Brahminism).
If one is an honest intellectual, she or he has to accept such equally honest criticisms in the interest of the movement one is leading. Dalit Voice is not a business but a mission. Having been in this mission for the past 30 years, we have ever so many times confessed how we have converted our “blood into sweat� and yet with no result. Alas, our people are in deep, eternal coma.
Advice to revolutionaries: We don’t know who said it, whether Mao or Lenin: a revolutionary leader should not run too fast. He will go out of sight of those following who will get perturbed on missing the leader. He should lead and run fast enough and yet be within their sight.
This may not be the exact quotation but sums up the thought. May be the “Father of India�, Dr. Babasaheb Ambedkar, was guided by such a thought.
Dr. Ambedkar first thought of reforming Hinduism (Brahminism) but when its owners rejected any reform, he launched the second phase of confrontation by establishing Untouchables as a separate entity outside Hinduism.
Poona Pact: The Brahmins then set up the cunning Bania, M.K. Gandhi, who got bloated when Big Brahmin leaders approached him to save their Hinduism from Dr. Ambedkar’s onslaught, namely “separate electorate�, which would set about 30% of the slaves (SC/ST) of India against them.
Here also Babasaheb failed when Gandhi resorted to his famous bogus fasting stunts.
The “Poona Pact� (1932) finally sealed the fate of Untouchables and made them part of Hinduism. The constitutional reservations to SC/ST offered in place of separate electorate helped the Brahmins to convert them into obedient Hindus and their slaves.
Unity with Muslims: The credit for saving Hinduism, therefore, goes solely to Gandhi â€" and not the Hindu terrorist RSS.
Dr. Ambedkar then thought he could join hands with Muslims so that the country’s two single largest communities could together defeat the common enemy â€" the Brahminical saboteurs. But by then Gandhi and his Brahmin followers had generated country-wide anti-Muslim poisoning which whipped up so much of hatred and violence leading to many bloody anti-Muslim riots. M.A. Jinnah who was then in the Congress Party got so much disgusted that he started demanding Pakistan. Dr. Ambedkar opposed partition but by then it was too late.
As soon as the country got partitioned (1947), the hard core Brahminical terrorists shot dead M.K. Gandhi who did so much to Brahmins and made them the unquestioned leaders of the land. Brahminical strategies and tactics were superb.
Heart broken: Dr. Ambedkar by then was too disgusted, old and crippled health-wise. He had none to look after him except his hostile Brahmin second wife.
He had given all the warnings he could to the Brahminical leaders but they simply dismissed him.
After getting convinced that Brahminism could never be repaired, he decided to quit the poison-filled Hindu house and take his people to the liberating Budhism. And soon he died - or killed?
There is no point in blaming the enemy. The enemy will do whatever in its interest. His own people betrayed Babasaheb by refusing to follow him to Budhism. Some “educated� Dalits even turned against him.
Brahminism killing India: History has given its verdict that Dr. Ambedkar is independent India’s greatest revolutionary philosopher. And the country’s tallest titan. But the Brahmins have killed this revolution and thereby killed the country also. What do they care for India?
A second Babasaheb will not be born in “independent� Brahminical India.
The role played by our Brahminical marxists is yet another shameful chapter of our history.
So much so India is neither living or dead. It is brain-dead.
Closing down DV: When this is the actual historical reality of India what can we do? How many times we have expressed our disgust. We even announced closing down DV. (DV Edit May 16, 2007: “Sunset over Dalit World? Editor seeks permission to close down Dalit Voice�).
Every “educated� Dalit is injected with Brahminical poison. And he is in a state of coma.
Raging counter-revolution: Before a revolution begins, the country or a society will develop a “revolutionary situation�. We know every part of India. What we see here is not a “revolutionary situation� but a first-rate counter-revolutiona ry movement. There is not even one political party pledged to bring about a revolution. In fact the country’s constitution itself blocks development of any genuine revolutionary movement.
If an individual or a group shows signs of revolutionary tendencies, immediately all efforts are made to corrupt and co-opt its ring leaders. That is the end. The rulers have set in place an array of police, paramilitary and military forces to keep watch and pounce only our people.
Many such attempts to corrupt and co-opt were made on us but we resisted. But what one single person can do? Revolution is not a tea party.
Dalit youth corrupted: Brahminical forces know that the country’s most explosive elements are the Untouchables. All-out efforts are being made to do the fire-fighting. They keep a watch on the up and coming Dalit youth and see to it that they are recruited to a political party or an NGO. Both are sure path to living death. Some revolutionary youth are there but they are brainwashed to fight their own brothers. Divide and rule.
Marrying Brahmin girls: Brighter and more influential Dalits join govt. services through reservation and marry fair-skinned Brahmin girls or pushed to corruption and then caught. The govt. service in a way also helps the ruling class to get the fellow co-opted to the system.
Retired govt. servants are not only retired but also tired. They easily fall into the trap of the Marwari Goenka and suffer a living death in his Vipassana meditation. Babasaheb Ambedkar’s Budhism has been corrupted and reduced to nothing but idol worship. What a tragedy?
When Dalits turn revolutionary: There is another side of the picture that brings us real shock. The SC/ST/BCs may be lifeless, starving, devoid of all revolutionary fervour and least interested in hitting back at those drinking their blood.
But these very “cowardly� fellows once got recruited by the Hindu terrorist forces like Bajrang Dal, Shiv Sena, Rama Sena and such other lumpen crackpots they become really ferocious, uncontrollable and blood-thirsty.
Babri Masjid was demolished by the Hindu terrorist outfits with the help of such Andhra Pradesh Dalits. Killer Chief Minister Narendra Modi launched his “Gujarat Genocide�, killing about 3,000 Muslims in Ahmedabad with the help of the Dalits and Tribals. Hundreds of such instances are reported daily in the media. All Brahminical- controlled rowdy forces in the country comprise mainly Dalits. In Bengal, it is the Dalits who are the fighting arm of the manuwadi marxist leadership.
Cutting throats of blood brothers: Grass-eating Brahminical forces are cowards. They are afraid of blood. They might have been throughout violent but preach non-violence lest our angry people butcher them in cold blood.
Our people die as Maoists: The fighting arm of the Maoist (Naxalite) outfits in Bihar, Chhattisgarh, Orissa, AP, Karnataka and all other areas are all our own people. They know nothing of marxism or maoism but simply get thrilled to take the guns to kill the “class enemies� because that gives them a chance to kill their oppressors. Fight the police and fall dead. Their bodies are then thrown into jungle. Look, how heroic and bold they turn out when on the payroll of the enemy?
The leadership of both the Hindu terrorist and maoist parties are our upper caste enemies. Our people know it and yet they fight and die like flies under a burning lamp because of the intense enemy brain-washing technique.
NGO mesmerism: Alas, we have none to educate and motivate our own people who naturally fall prey to the machinations of the enemy and fall dead for the sake of the enemy. What to do? Educated SC/ST/BC youth have fallen prey to the temptations of “political power� or NGO mesmerism.
Why do our people â€"always complaining of exploitation and daily persecution by the Brahminical upper castes and yet silently suffer all the insults and violence â€" yet refuse to get angry and protest and fight? We get no answer to this question. Nor a clue in history.
How do the same “cowardly� people, once given some drink and cash by the very enemy, cut the throat of their own brothers in cold blood?
This is because of the intense Brahminical brainwashing and the media manipulation.
Hundreds of Hanumans have died in killing their own Muslim, Christian blood-brothers in hundreds of anti-Muslim riots and in recent Orissa (Kandhamal) anti-Christian riots.
Slave dying to defend slave-master: How do you like this scene of a slave dying to defend his slave-master â€" exhibiting extraordinary “revolutionary fervourâ€�?
Have you seen a parallel to this in world history?
This is the wonder that is India.
No media: RSS and its many hydra-headed outfits are today threatening Muslims, Christians and Dalits only because of the SC/ST/BC muscle power.
We have no powerful media to educate these unthinking lumpen elements. This is our biggest drawback. If the micro-minority Brahminical people have been ruling India it is mainly because of their total monopoly on the media. But we the over 85% Bahujan slaves have none except this tiny Dalit Voice.
Weeping in silence: Financially we are crippled. Our only income is the subscription revenue. DSA books are selling well. Our DV family members never bothered despite repeated appeals for “media centre�.
Individually, “educated� SC/ST/BCs may be happy but individual happiness is no happiness. Liberation is always collective. But our people simply can’t understand these things. We are helpless. What else to do except simply weep in silence?
Have you seen a parallel to this in any part of India? This is the wonder that is India that is Bharat.
Will the slaves of India continue to enterally enjoy their slavery? History of 3,000 years says so.
India becomes a failed state: This is the heart-rending pathetic picture of India, seeing which we silently weep. What else to do? We are helpless. Financially crippled, with total media blackout, our words are not reaching the masses hungering for an exploitation- free life.
Over 50% of the country’s population is dirt poor. May be another 30% hand-to-mouth. About 15% of the upper castes led by the 2% Brahmins are the rulers. The Western rulers know this truth and yet call India as the world’s largest democratic country to spite China. But we the oppressed only know what type of democracy is practised here. India has become a failed state. In the process the country itself is dying. But who cares? Brahminical rulers are more interested in a Security Council seat, not the health and happiness of the country. Darkness is surrounding us.
Muslims are also in a deeper coma. The mere 15% ruling class among Muslims, comprising political, religious and business leaders have turned traitors to the community. The Muslims being converts from SC/ST/BCs their liberation is ultimately connected with our future. But the Muslim leadership under the thumb of Brahminical rulers will not pass this message to the Muslim masses.
Who can save this country? We have no answer.

I began examining why Dalit Bahujans have not been successful in rebelling against Brahminism. That is when I realised that they never had any culture of armed resistance, except in the very rare case of the late Ayyankali of Kerala who successfully butchered the Aryan cowards.
DV’S DEFEATIST ATTITUDE
I was also forced to examine the entire tradition and socio-cultural habit which was hindering this. That is how I realised that even you are very much responsible and that too directly.
Even though you have spoken about the need for more anger, very subtly, you too have been adopting a very timid and nonviolent position in your own writings. Of course, this has been a defect of the Dalit Bahujan leadership right from the very beginning itself. You too seem to have internalised all its cultural flaws.
I don’t think people who seem to be very proud to be called “Persecuted Nationalities Denied Human Rights� will ever have the courage to stand up and butcher their enemies.
You have been disseminating a very defeatist attitude and mentality. You keep on saying that political power will never come without cultural struggle. But what is the use if the culture that you yourself disseminate is one of “Oh, people of the world, take pity on us. Oh somebody help us poor weaklings. Help, help...�. How long must we keep on saying that we are “persecuted� and that “we are denied human rights�?
Anybody will tell us “If you are persecuted, then hit back severely�. So, this persecution complex and defeatist despairing culture simply won’t do.
“CASTE IDENTITY� IS WONDERFUL
Frankly, it is of no use at all and unless you stop spreading defeatist despair â€" no revolution will happen. You can have the best theory of “caste identityâ€� and “caste warâ€� which happen to be a very historical ideological breakthrough, but unless you inculcate a culture of mass revolutionary violence, you will not get anywhere at all.
You may argue that you have been doing enough by fighting for Lotus Sutra. Well, you are right â€" but you are wrong. Simply change that defeatist slogan on your masthead which seems to actually convey some sort of enjoyment of the pain of being persecuted in a most masochistic manner and screams: “Voice of the Persecuted Nationalities Denied Human Rightsâ€�. Enough breast-beating, moaning and groaning.
IDEOLOGICAL ERRORS
You simply substitute it with: “War cry of the persecuted and angry nationalities thirsty for revolution�.
Are you willing to do this? I have serious doubts. You may argue that “No, this may make the Brahmins angry and they may shut DV down�. I say: “so be it�. Let them get as much angry as they want. We are here precisely to make them run for their lives. I don’t care if our circulation comes down to even a single digit figure. I actually mean this.
Only those who are interested in armed struggle need to read Dalit Voice. Those who are in a mood to beg, moan, weep and enjoy doing so can stop reading Dalit Voice and do anything else. In fact, you must tell this to your readers very, very clearly.
You must stop all sorts of defeatist despair by sweetening and glamourising the pain of moaning, groaning and weeping. Stop promoting this bloody masochism immediately. Sadists get pleasure by cruelly troubling others, while masochists get pleasure out of troubling themselves. Stop making such masochistic pain, the opium of Dalit Bahujans, immediately. Are you willing to do it?
Of course, this point is merely supplementary to your very serious ideological errors, where you have been adopting absolutely non-revolutionary positions with regard to Sri Lanka / LTTE issue, the Muslim question, China etc. You cannot adopt non- revolutionary pacifism sometime and then become slightly “revolutionary� the next day. This kind of dilution sends out precisely the wrong message.
But I will write in detail â€" not because I have any hopes of changing established social and cultural habits â€" but only because you must know why people get tired of Dalit Voice and stop reading it after some time.
STOP DV AT LEAST TEMPORARILY
Also, you have to be given a chance to defend yourself ideologically. I must also tell you that there is a very good connection between your personal actions at the micro level and your public actions at the macro level. Both are very much inter-related to socio-cultural habits and norms.
Unless you yourself â€" who still happen to be the leadership of most advance section among genuine revolutionaries â€" decide to change, precisely nothing positive will ever happen. You have to change your methods and destroy established socio-cultural mindsets and habits.
Without such constant flow of refinement and improvement, nothing revolutionary will happen. For that, you will have to lead by example. This is all the more important.
Because, really stunning and unprecedented things are happening all over the world. If we have to take positive advantage of all this, then personally you yourself will have to change first.
And let me tell you very frankly â€" running DV this way â€" is not going to achieve anything. Not because I have anything against you or DV, but because â€" to be effective, we must be willing to change. It would be a good idea to shut down DV for at least sometime, if that will help you take it to a higher and more effective level.

Even in Pakistan Hindus persecute Dalits

Dr. Khatumal Jeewan, who has become Pakistan’s first Dalit Senator, was born in a remote village near the historic town of Umar Kot , the birth place of Mughal emperor Akbar, and the commercial centre of desert zone communities. Jeewan received his medical degree from the Dow Medical College (DMC). When he joined the Pakistan People’s Party (PPP), it was probably these attributes which inspired leadership, and he was awarded a ticket to contest elections several times (traditionally, Hindu families would get ticket for elections). He was elected a Member, National Assembly (MNA) more than once, and worked for the well-being of the deprived Scheduled Castes in the province.
He was elected MNA for the first time in 1988 and re-elected in 1990, 1993 and 1997 on a reserved seat.
He was against the joint electoral system (introduced by former President Musharraf) which helped Hindus under this system. Previously, there were four seats for Hindus/Scheduled Castes, four for Christians, one for Parsis, Budhists and Sikhs, and one for Ahmedi/Qadiani. As per the last census, there are 2.4 million Hindus in Pakistan of which 80% are Scheduled Castes. When the Hindus are not ready to tolerate the Scheduled Castes.
Even in the Islamic state of Pakistan, the minority Hindus are discriminating against Dalits.
Hindus insist that their animals should drink water first from the wells, and then Dalit women are allowed to fetch water. Dr. Jeewan has provided separate wells to about 300-400 villages in Thar and schools to each village in Mirpurkhas.

Rev. Tsuchiya wrote me that his friend, the priest Ven.Shurei Sasai, has been making efforts to revive Budhism in India for 40 years. It has also been for liberating Dalit from human discrimination. To save Budhists, Ven. Sasai was a member of National Commision for Minorities, Govt. of India. Rev. Tsuchiya believes the problem of Dalit should not be a fight against the govt. because there is no law on the books to discriminate against the Dalit in India. It is the terrible religious custom and practice of the Hindus that is the problem.He says that only one book of The Lotus Sutra in digest form in Hindi remains and he has already distributed 10,000 books in India together with Ven.Sasai. He will send the last book to you. If possible, he wants to reprint the Hindi version. He is going to negotiate with the Honda Nissho foundation of the Kempon Hokke in the middle of March about this matter.
Media is against Ven. Sasai
We have been very close to Ven. Sasai. In fact it was he who converted us to Budhism at Patna (Bihar) some 20 years ago. When we were in Nagpur (March 15) at the headquartes of Ven Sasai, we met him and spent sometime discussing all these things. Even a person of the stature of Dr. Ambedkar could not convert even a fraction of Dalits to Budhism because the Brahminical opposition, if not obstructions both legal and otherwise, is appaling. Budhism could liberate the peoples of entire Eastern Asia including China and Japan but failed in its very land of birth because the Brahminical enemies killed it reosrting to largescale violence. Dr. Ambedkar has written volumes on that. Even today the same people are keeping the Dalits as slaves. Ven. Sasai is struggling and he is the only Budhist monk with the largest following because he is a Japanese. Yet he is not able to make much headway because the media controlled by the enemy, is against him â€" EDITOR.

DV as the vanguard of Dalit thought

Brother V.T. Rajshekar, you have much to be proud of the numbers of Dalit Voice in the early 1980s were at the cutting vanguard of Dalit thought. Your early pioneering thoughts then was adopted ten or more years on by Dalits in general throughout India. This is well illustrated by the calls in Dalit Voice in the early 1980s for Dalits to exit from the rural areas and migrate to the bigger cities of India. After a decade, the Dalit press in Hindi was repeating and developing the suggestions of DV. Take your call in the Editorial, “Landless people should leave the villages and migrate to cities�, reproduced in Patna’s Ambedkar Mission Patrika of September-October 1998. This Editorial took up exactly the same points that you and other Dalit Voice writers had been arguing in the early 1980s more than a decade before. This Editorial depicted the life of landless people who continued to live in the country-side without any hope. They had no any source of
income. They are just the slaves of the Hindu land-owners upon whom they were dependents for happiness or sorrow. They had no choice for any other profession that would give them independence. Rural Dalits live in extreme hardship with no hope of economic improvement. The only source of livelihood in rural India is land. Their offspring too had no hope of getting land. The moment they migrate to cities, their slavery ends. Your Editorial showed considerable sophistication in projecting what the effects of the migration to cities would be on both the rural and urban economies. Dalits and low castes in villages who owned a few acres each would not be affected. They would continue to cultivate, subsist. But the migration of Dalit workers to the cities would force the landowners to pay higher wages to the fewer day laborers who stay.

Whether you agree or not with his views, there is no denying the fact that Neerav Patel is a good soul. His questions are genuine, honest and pointed (DV Nov.16, 2007 p.15).
As a born teacher, a devout reader of the Dalit Voice, I think Dalit Voice is also a forum, a workshop to enlighten the members of the Bahujan family to awaken them from slumber in which they are laid by the Brahminic mantra. Hence this reply to Neerav’s questions on “caste identity�:
(1) Do you want caste without casteism? Brahmin without Brahminism? (2) Do you want to establish a casteless society without abolishing the castes? (3) Is not your (DV Editor’s) “caste identity� theory contradictory to your aim of casteless society?
SPIRIT OF HINDUISM
Q.No.1: Neerav is right, very right.
Answer: The casteism of the upper castes (Brahmins) are not the same as the casteism of the “lower castes�. The Brahmin casteism is the hatred for the lower castes by the higher castes as unalloyed dogma of their faith. It is because the Brahminic casteism is based on hierarchical view of the society based on caste. The lower the caste, the more is the hatred heaped on it. This is the spirit of Brahminic casteism, which is the spirit of Hinduism, diversified in many forms of harvests reflected through Brahminic way of life initiated by Hindu down the hierarchy.
But the casteism of the lower castes is their hatred for the Brahminic theory of caste system as a hierarchical order of society. It is based on hatred and thus the whole penumbra of “Hindu society� is stinking with the stench of hatred. But the lower caste casteism is based on love. As such it is based on equality. Love cannot be hierarchical. It does not admit of degrees of comparison. Love is based on equality, justice, morality etc. Or, in other words, love must, of course, entail equality, fair-play, justice, charity etc.
CASTEISM HELPS BRAHMINS
The Brahminic casteism, being based on hatred cannot establish a just society. It has to be hierarchical in order to have ascendant hatred for the descendant castes: the lower the caste, higher the hatred. But how to abolish Brahminic casteism which is hatism? Who will abolish this cancerous casteism which eat into the vitals of the people, and spoils the brain of all people including the haters?
The Brahmin will never come forward to abolish it. The Brahmins are the gainers of this system. Therefore, they would try, solemnly, shrewdly, surreptitiously and if necessary, by application of brute force to preserve this system.
NEHRU LOVE FOR VEDAS
The Brahmins through their “independence movement� stealthily anointed Nehru, an orthodox Brahmin at core masquerading as liberal, as Prime Minister, by observances of all rites and rituals as prescribed by the Vedas. Nehru himself enjoyed them.
It is a very common conclusion that the sufferers, the Dalits, the lower castes, who are the victims of the Brahmin casteism would, therefore, have to come forward to abolish it. But how? How to abolish the existing system dominated by the Brahmins? “Caste identity� theory is a pointer to the direction.
REVOLUTIONARY CONCEPT
It is a tool to fight the Brahminic evils. In this, the theory is a renovation. It is revolutionary in consequence. Had there been no “caste identity theory� to abolish casteism the Brahminic spirit of hatred of one low caste by another low caste by hierarchical spirit would eternally continue. Again in hierarchical way. Low castes, the lower castes and the lowest castes, would have hatred in ascending order of hatred and they descend down the caste scale. Consequently the enmity among the low castes would be eternal. The Brahmins by creating hierarchical order of society, of which they occupy the head, virtually create a two-rank society: the Brahmins and others, who are all under their heels.
BRAHMINS AS OUR COMMON ENEMY
Broadly, “caste identity� theory wants to affirm that all low castes are one and the same in their suffering under the clutches of the Brahminism. And therefore the Brahmins are their common enemy.
Suffering of one caste may be more than that of another caste. But suffer they must under the heels of the Brahminism. Together and only together they must fight back in challenge.
The hierarchical order is the shrewdest kind of Brahminic cunning. It is constructed on the principle of hierarchy of the military order where one rank spies over the lower rank successively in order to crush any sign of dissatisfaction anywhere.
So low-lower-lowest castes must act together now, or never. This stigma of low-lower-lowest order must be swept away in one hatchet. You cannot fight the evil in phase-by-phase way.
LOW CASTES ASHAMED OF THEIR IDENTITY
There is a psychological barrier against launching the fight together. In the caste-ridden society, under the Brahminic cunningest stroke of strategical hue, you, the low castes, are ashamed of your own castes â€" as chhota logs of Bengal are. You can heroically fight among yourselves. But you are ashamed to unite by crossing the barrier of shame to unite with each other.
So “caste identity� theory is a clarion call to all lower castes to be conscious of their own castes as caste which is in no way inferior to any higher castes strategically posted over you. You have only to see through the Brahminic cunning. And your blinks will automatically fall off. Your caste suffers as a conquered caste. That means or entails a meaning that you were once responsible and respectable people. So you have to find out your caste history by probing through history, religion, your culture and contribution to human history, all of which the Brahmins have carefully distorted and destroyed. That is the meaning of “caste identity�.
We have one single enemy
Such an effort will promote “caste consciousness� which is nothing but “class consciousness�.
“Caste identityâ€� asserts your dignity. With sense of dignity the “low castesâ€� together can valiantly fight with enthusiasm. Their slogans to expose Brahminic misdeeds will silence the enemy, Brahminic voice, to shame. They would find their enemy, one single enemy â€" the Brahmin, Brahminism and Brahminised, those victims of Brahminism, the philosophy of casteism, communalism and regionalism â€" in one word the narrow-mindedness, the Brahminic exclusiveness as unique caste.
Intercaste differences among the “low castes� once removed there will be all too easy unity among the “low castes�, the proletariat, on caste-basis to rise up against the Brahminic varnashrama.
HOW BRAHMINS SOLVED THEIR CASTE DIFFERENCES
Remember, the Brahmins too had hundreds of castes â€" each hating the other. Two sects among the Iyengar Brahmins of Tamil Nadu went up to the Privy Council in London, before “independenceâ€� fighting over the shape of the tilak on the head of their temple elephant. The case dragged on for over 100 years. How did they resolve all their caste differences and today stand solidly behind the RSS-BJP? The answer is caste identity.
“Nationalism� means becoming conscious of one’s own nation, the national identity being no less honourable than other nations, the “caste identity� theory is aglow in like manner.
“Caste identityâ€� is a tool to fight â€" social, ideological and political.
So long caste is there, there cannot be any human identity. Before being human you are sub-human in your existence in a caste. In a caste-based society the caste is prior to human being.
I am open to questions and answer as far as I am capable.
Questions 2: You want to establish casteless society without abolishing castes?
CLASS CONSCIOUSNESS IS CASTE CONSCIOUSNESS
Answer: (A) Yes, we want to establish a casteless society without abolishing the castes at the initial stages of our of our struggles, like marxism which aims to establish a classless society without jettisoning classes. The struggle to reach the aim by waging, in the class society a struggle of the proletariat, the poor class against the bourgeoisie, the rich class, the exploiter of the poor class await the opportune moment. It is not an impromptu moment but consciously created moment by the poor classes.
(B) In the class society, the class ridden society, the disadvantaged class must take up weapon against the advantaged class. You don’t import your weapons for waging struggle against the bourgeois from heaven. You have to seek and get weapons from your own society, the class society, you seek the weapons and get the weapons from your own class, the proletariat class, rather classes because the proletariat class is splintered in numerous divisions, subdivision and actually they fight among themselves and not against their enemy.
BRAHMINS ARE FULLY CASTE CONSCIOUS
So the aim to reach the classless society is achieved by forging the unity of the diverse classes of the poor in the class society, the capitalist society. In other words, the bourgeois society. The slogan is launched to create class consciousness (caste consciousness) among the poor classes.
The Brahmins in the caste society already have their caste consciousness, just as in the class society the bourgeoisie has its own consciousness. They create it by self effort among themselves, to protect their interests in the gurgling grievousness of the proletariat rising in the surroundings now mute then mighty in protest against their exploitation dimly lost in the confusion not knowing the historical causation of their lot.
The class consciousness means the consciousness of its separate existence, the consciousness of being exploited by the haves, the rich.
The consciousness of creating unity among the exploited classes in existence at variance with each others, so the low castes in the caste society must adopt conscious means to create their unity among themselves in the same process in order to ultimately launch war against the privileged in the caste society.

In marxism, the class consciousness of the proletariat is a vital step forward in their advance to classless society. So also in a caste society caste consciousness of the low castes is. This is the “caste identity� theory, a strategic weapon to emphasise castes at the initial stages to achieve casteless society in the ultimate stage. Just as in the class society the spirit is obtained by stressing equality, unity and justice among the splintered classes of the poor, so among the proletariat castes the spirit of forging among the “low castes� of unity is to be conscious of their own lot as deprived castes.
Just as in the capitalist society, unity of and in the Nation is breathlessly pronounced by the National leaders equated with the capitalists. So in India’s caste society unity of the country is relentlessly stressed by the Brahminic leaders like Nehru and his Brahminic broods under the broad umbrella of the higher castes.
NEERAV GROPING IN THE DARK
They want unity between the capitalists and proletariats. They want unity of the “low castes� with the upper castes. Unity between masters and the slaves.
Brother Neerav wants abolition of castes without knowing the means of abolishing it. You grope in the dark.
You cite, recite, resuscitate the same slogan of unity in altered forms and infinitely without reaching the desideratum. You don’t know how you are entangled in slogan after slogan to tire yourself. You then curse yourself and condemn everything as futile to be intellectually imbecile and dumb; thereby you reach your doom and there you see how your enemies are all damn glad and go about in arrogant steps over your chests and you are on your back.
CASTE CARTEL OF THE UPPER CASTES
Question no.3: Is “caste identity� theory self-contradictory? Destroying its own aim?
Answer: No. An emphatic no. All for certain it is the most effective means to abolish castes.
The spirit of Brahminic caste is division of society in the high and low castes. It is hierarchy. If equality is established among the low castes altogether between SC/ST/OBC/minoritie s, the Brahminic casteism is lost, condemned. A new kind of casteism based on caste-equality descends on India to enlighten, to break out in joy of freedom, a freedom of games of Truths to forsake gloom which condemns us all in darkness of impenetrable depth.
Inequality among castes of lower order is more prominently, more openly accentuated than the inequality among the higher castes.
They have been able to create a caste cartel among themselves.
BENGAL’S CASTE STRUGGLE
In Bengal the cartel of castes among the Brahmins, Baidyas and Kayasths is a glaring example of caste solidarity, “caste identity� for protection of their caste interest. None of them accepts even a modicum of facility in the form of the quota system in favour of the deprived castes. The question of support does not arise.
The Bengali psyche of the higher caste is soaked with hatred for the lower castes and the hate as a consequence is more accentuated.
CASTE STRUGGLE IS LIKE CLASS STRUGGLE
As against this (the cartel of higher castes), the “lower castes� have as yet failed to create their own cartel. Unless there is a spirit of equality among themselves, they cannot create their own cartel.
This spirit of equality is exactly the “caste identity� theory of our Editor:
(1) The exploited castes in the initial stage vaguely feel in their subconscious level a nebulous awareness of being exploited individually as a caste. The more exploited the more is the subconscious stirring.
(2) India has a series of castes in existence, many centres of sub-consciousness similarly experiencing same or more or less sense of pangs of suffering in subhuman existence in literal sense (the castes of lower orders are shaped in human figure only but not in substance. The sudras, the Untouchables are exactly not humans). The psychological process of creation of consciousness from subconscious works to create a prodding, prone to burst out.
(3) This proneness gathers its own momentum in wordings of order in language, which silently again works. As next the call, the inner call, the slogans as the shortest form of direction burst out.
(4) The many centres of sentiments, similarly fertilised by suffering exist, ready and receptive to be inspired by the slogans for unity.
(5) Thus many streaks of resentment, the urge to revolt, join together, to make a mighty stream of revolution conscious for action.
BOGUS SLOGANS OF UPPER CASTES
This is caste consciousness, a consciousness of similar kind, colour and tinge, not at all tainted by caste hierarchy but sainted with sense of humanity, without depravity, division, despair and tragedy of individual caste desolation of silent suffering ends.
The caste is annihilated in caste struggle, as class is annihilated in class struggle.
Mere slogans are barren. Barren are the bourgeois slogans. Some specimen of the bourgeois (upper caste) slogan:
(1) Gandhian: I “dream of a future India after independence which would be free from poverty, illiteracy, diseases of any kind, without caste distinction and communalism etc.�. But the means of establishing such an India is never spelt out. New kinds of slogans are slapped abroad by the same leaders or their broods of higher castes.
(2) Slogans of exhortation: (a) produce or else perish. You produce and actually they (upper castes) eat your products. Even a crumb to be thrown over to you is denied. (b) This is philosophy of renunciation. Do not covert another’s riches, prosperity. (c) I am your prophet, I am your Mahomed â€" I will deliver you from your distress. In death you revive, you neo-brand of Jesus. Deliverance from life condemned to suffering in earth; Hinduism containing the seeds and offering of all fields/soils, so fertile for growth of fantasy â€" phantasmagoria, the Brahma.
HOW MUCH JINNAH IS HATED
(3) another kind of Nehruvian slogan: (a) Let us all close our distinctions among us and unite under the flag of the Indian National Congress. (b) The Congress is India; India is the Congress. (c) The Congress represents the interests, well-being and welfare of all sections of Indian people and is committed to bring prosperity to all sections of our people. You know in an unequal society there is no single means to usher in prosperity for all. (d) If the Congress is India and Nehru is the undisputed leader of the Congress, then he is the undisputed leader of the country. (e) To oppose Nehru, is ultimately, to betray the country.
WILL SLAVE OWNER ABOLISH SLAVERY ?
(f) If Jinnah aspires to draw even in the rank of leadership of India, he is a rank, rotten hated person. And hence untouchable. (g) Jinnah cannot claim leadership of the Muslims even as a consequence. Therefore, if Jinnah persists in his obstinacy, he should be jettisoned with his people from India.
(4) We should congregate all, without distinction between castes class, religions etc. under our national flag.
In our Republic Day assemblies or “independence� day rallies all over India, I have never seen presence of a single known sweeper class people anywhere, in any such gathering, in any part of India.
(5) Still the constitution of India calls: “the state shall not discriminate against any citizen on grounds only of religion, race, caste, etc...� Who cares and how? “Untouchability abolished and its practice in any form is forbidden�. Will the master legalize abolition of slavery sincerely, honestly and seriously?
Radicalism is born and dies in mere slogans.
(6) India is a subcontinent of diverse caste, class, community, religion, language etc. But our national flag is eminently Hindu in its colour-design of Hindu religious ideals.
AMBEDKAR’S MEANING OF CASTE ANNIHILATION
But Dr. Ambedkar’s philosophy calls for a radiant, radical, fundamental changes. When he says (a) “Educateâ€�, he does not mean flailing of new-born brats in the voids. He means “Educateâ€� through “Agitationâ€� â€" to “Agitateâ€� for basic tenets provided by him and those basic tenets can best be permented by “Organisationâ€� â€" to “Organiseâ€� into permanent institutions, the state. You seek the tenets in Annihilation of Castes, the caste system of which the spirit is casteism, the hierarchy of castes. The Brahminic casteism is protected by untouchability which oozes through hierarchy of hatred up the caste scale.
IF CASTE SYSTEM GOES HINDUISM IS DEAD
You abolish this casteism, the caste system is dead. The death of caste system means the death of Hinduism. Our Editor has very laboriously cleared this point.
If all castes below the Brahmins stand on the spirit of equality as all classes below the capitalists do, and wage a struggle, the Brahminic casteism stands abolished. And Brahmins are decapitated. The castes with their casteism falls dead.

WHEN BRAHMINS JOINED MUSLIMS

Elections alone can’t make India proud to call itself a democracy

Bangalore: At the April 2, 2009 G-20 summit in London, whenever the BBC referred to India it was called the “world’s largest democracy�. BBC like all Western institutions is also anti-China. And to spite China, they praise India. May be they get a vicarious pleasure out of it. Fine.
But we the Untouchables of India (20%) know what type of democracy is practised here.
The recent parliament election in April â€" and the periodical elections to state legislatures and other sundry elections â€" are India’s only argument to claim that India is a democracy.
CASTE AS SOLE CRITERION
Elections have become a big business. We have many elections to a variety of bodies: zilla parishad, panchayat, taluk board, legislative council, Rajya Sabha, cooperative institutions etc.
We found a very sound argument to discredit Indian elections as a barometer of democracy in the just published book, Wars, Guns & Votes: Democracy in Dangerous Places, by Paul Collier, an academic economist (Harper Collins, 2009, pp.277, $30).
The recent parliament elections proved that every party selected candidates only on the basis of caste which became the sole criterion for selection, plus the candidate’s ability to spend money. Can this be called democracy?
Many parliament elections have been held â€" one worse than the other. Genuine people’s representatives can never get elected. They lack the right jati and the strength of money. Plus the right political connections.
Our Khatri Sikh PM, Manmohan Singh, is called a “good man� by the upper caste rulers. But even such a “good man� cannot get elected even to the country’s lowest elected post: a panchayat. The masses of people of India simply do not know him.
Even if you have the right jati and the Big Money, when your supporters go to the polling booth, your votes are already cast by the rowdies employed by your opponent.
In the words of G.K. Galbraith India is a “functioning anarchy�. It is not a functioning democracy.
PERMANENT UPPER CASTE RULE
In Karnataka, the Lingayats and Vokkaligas â€" the two dominant upper castes â€" permanently rule. The overwhelming majority of “lower castesâ€� have no say.
“If democracy means little more than elections, it is damaging to the reform processâ€�, Paul Collier says. He is right. Elections in India is nothing but caste power and money power â€" plus gangsterism. Such elections can retard rather than advance a country’s progress, he warns.
The worst sufferers are the Muslims (15%) and Christians (2.5%) who can never get elected. These two sections have suffered under this great Indian “democracy�.
Dalit representatives can get elected only from the “reserved constituencies� in which only the puppet of an upper caste landlord is set up. A Dalit who challenges the upper caste hegemony will never be selected. And if he contests as an independent he will be put down.
Every candidate, irrespective of his party, concentrates his attention mainly on the densely populated urban slums â€" where the poorest Indians, Dalits and Muslims live â€" but always ignore the fashionable upper caste localities. But once a candidate gets elected he never visits the slums but always found in the company of upper caste rich who never go to vote. How can this be democracy?
Indian electoral system is totally corrupt and loaded against the over 85% of the oppressed castes and communities.
Still India is praised as the “world’s largest democracy� to spite China which has better democracy than what it is in India, according to Jaya Prakash Narayan (JP).

Cultural movement to fight Brahminism launched

Bangalore: A “Balijan Cultural Movement� was launched from Delhi to fight Brahminism after a group of scholars met for three days (March 9 to 11, 2009),headed by Dr. Kancha Ilaiah of Osmania University and one of the rare intellectually honest persons of the country.
Dr. Gail Omvedt, noted social scientist, has sent the following communication to the Editor of Dalit Voice :
A question was raised about the connection of the “Balijan cultural movement� with “Truthseekers�. The connection is simply that “Truthseekers� has hosted the initial meeting of the movement and will continue to provide support. Otherwise there is no connection and the “Balijan Cultural Movement� is a new beginning.
It was noted that as written in Hindi the word “Balijan� has different meanings: with short “i� it means “we ourselves have to be sacrificed; with long “i� it means strength: we must have our dignity. There was a general consensus that the meaning of “strength� should be stressed.
Who is Bali: There is a familiarity with the radical use of “Bali Rajaâ€� in some areas of the country. For example, in Maharashtra “Bali Rajaâ€� is looked on as a “peasant kingâ€� and there is a common saying, ida pida javo, Balica rajya yevo â€" “let sorrow and exploitation go and the kingdom of Bali comeâ€�; in Kerala, Onam or the return of “Mahabaliâ€� is a joyous festival of the year. In other parts of the country, part of our work will be to stress our interpretation of the term.
It was pointed out that “cultureâ€� is a broad term; that some local cultures are dying; and that there is a need for documenting these â€" documenting folk stories, songs, art, and having projects to preserve local and indigenous cultures. For example, a dictionary of the Dom language could be made.
It was emphasized that the purpose should be to fight Brahmanism and the caste system and work for equality.
Brahmin domination: We feel a concern about language: the Constitution does not recognize linguistic diversity; it superimposes one language over others.
Our “Indian culture� is dominated by Brahmans; so Brahmanic culture has become synonymous with Indian culture to most people.
Since the common link between various groups or cultures is oppression, we have to struggle against the various forms of oppression: caste, class, race, linguistic, religious.
This cultural activism also has to be synchronized with or /linked to the developmental aspirations of the people.
Definition of culture: In the discussion on culture, the question was raised of the need to define what we mean by “culture.� What is culture itself, what is included in the term “culture� and what are the special characteristics of Indian culture?
Following the equalitarian culture of the tribal period, there has been in every human society a cultural, political and economic conflict between the elite and the masses, which has included a conflict between the culture of the people and the culture of the elites. In every human society also this has included a conflict between patriarchy and the more gender-equalitarian culture of the masses.
The term “culture� includes the norms, values, and practices of the people of a society. Thus a society can be “multicultural.�
Sanskrit not ancient: It was also stressed that it is not true to say that Brahmanism (or “Hinduism� as it is called by most people today) arose first and that others followed as a reaction; or that Brahmanism was an “orthodoxy� and the others were “heterodoxy�.
If anything, the shramanic traditions could claim a greater antiquity than Brahmanism, since there is some evidence that they can be traced as far back as the Indus Valley Civilization, before the entry of the Vedic Aryans.
Similarly, it is not true to say that Sanskrit is the oldest language of India; even aside from the language of the Indus Civilization, we can trace evidence of popular speech much earlier than Sanskrit. The language of the Jains (known today as “Ardha-Magadhi�) and of the early Buddhists texts (“Pali�) derived from languages spoken in the area of the earliest kingdoms (Magadha) and central India (an important center of the Ashokan empire). The term “Prakrit� should be avoided since it is also a Sanskrit term. Early Dravidian literature and the languages known today as Munda/Ho/Santhali (including perhaps the earliest language of the Bhils) from a “tribal� belt stretching across central India can also claim priority over Sanskrit. Religion or spirituality is a crucial part of human culture, and whatever our personal feelings are, we should recognize and respect the opinions of other religions.
(We do not consider “Brahmanism� a religion but as a purely exploitative ideology).

Flu pandemic likely even as Mexico cases easing
 Mexico City Mexico's swine flu outbreak appeared to be easing on Saturday with a decrease in serious cases, the government said, but world health officials warned the unpredictable virus could still become a pandemic. "Each day there are fewer serious cases and the mortality has been decreasing," Health Minister Jose Angel Cordova told a news conference in Mexico City, where millions were heeding government advice to stay at home. Of the more than 100 suspected deaths from the new H1N1 virus that have emerged in the Latin American nation, 19 had been confirmed, Cordova said. Mexico had already scaled back from its original estimate of 176 suspected deaths. However, new cases of the mongrel virus, which mixes swine, avian and human flu strains, were still being tracked across the world. Costa Rica, Italy and Ireland confirmed cases of the disease, which has now been found in 18 countries.
In Geneva, the World Health Organization said H1N1 influenza had not spread in a sustained way outside North America, as required before the pandemic alert is raised to its highest level. But it said that would probably happen soon. "I would still propose that a pandemic is imminent because we are seeing the disease spread," Michael Ryan, WHO director of Global Alert and Response, told a briefing. Few are ready to take chances with the new virus, widely dubbed swine flu.
In Hong Kong, police quarantined a hotel after a Mexican guest fell ill with the virus. Mexico, the country hardest hit by the virus, called the action "unjustified" and advised its citizens to avoid travel to China. China's Foreign Ministry had no immediate response.
Mexican authorities said earlier they believed the situation was stabilizing as fewer patients with severe flu symptoms were checking into hospitals. The WHO said 15 countries had reported 615 infections, not including the reports of confirmed cases in Ireland, Italy and Costa Rica. The United States, the second hardest-hit nation, has confirmed 160 cases in 21 states. But public hospitals in Mexico have noted a steady drop in patients turning up with fevers, suggesting the infection rate may be declining as people use hand gel and avoid crowds. U.S. officials said they were encouraged by the developments in Mexico but added it was too early to relax.
"We are remaining vigilant," said Dr. Anne Schuchat of the U.S. Centers for Disease Control and Prevention. "We have seen times where things appear to be getting better and then get worse again. ... I think in Mexico we may be holding our breath for some time." Almost all infections outside Mexico have been mild. The only death in another country has been a Mexican toddler who was taken to the United States before he became ill. Canadian health officials announced that a swine herd in the province of Alberta had been infected with the virus, apparently after contact with a Canadian carpenter who had brought the virus back from Mexico. People are known to infect pigs with influenza, just as pigs can infect people.
Canadian officials noted the outbreak did not pose a risk to the food supply and Canadian pork remained safe to eat. The WHO and other international organizations warned on Saturday against imposing any trade restrictions on pigs or pig products as a result of the emergence of the new flu.
President Barack Obama said the United States was responding aggressively to the new flu strain, closing some schools temporarily and distributing antiviral drug supplies as needed. Obama spoke to Mexican President Felipe Calderon on Saturday about cooperating to stop the virus. Scientists are still trying to assess how the new virus behaves and compares to regular seasonal flu strains, which kill between 250,000 and 500,000 globally every year.
WHO hiked its pandemic alert level to 5 from 3 this week -- the last step before a pandemic -- due to its rapid spread and the possibility it could hit hard poor and disease-prone communities, including among people with HIV.
Ryan said the WHO would send more than 2 million treatment courses of antiviral drugs to poor countries to help them prepare for the virus, which is already causing havoc with a travel industry that flies hundreds of thousands of people to and from Mexico each week. Interior Minister Fernando Gomez Mont called on Mexico's political parties to cooperate with efforts to prevent contagion by not holding major public rallies in the campaign for mid-term congressional polls scheduled for July.
India need not worry about the Sikhs: Pak
 
Islamabad Pakistan dismissed the unhappiness expressed by India about the Taliban imposing tax on Sikhs and demolishing their homes in the restive tribal belt, saying the issue was of "no concern" to New Delhi.
Foreign Office spokesman Abdul Basit said Pakistan had responded to India's "verbal demarche" on the issue by making it clear that the Sikhs in this country are Pakistani citizens and are of "no concern of India."
"Pakistan is fully cognisant of the issue of the Sikhs and of the welfare of all its citizens, especially the minorities," said Basit.
Diplomatic sources said the issue of Sikhs being forced out of their homes in Pakistan's Aurakzai tribal agency after they failed to pay 'jiziya' or tax imposed on non-Muslims was taken up on Friday with the Foreign Office by the Indian High Commission in Islamabad.
It was also taken up with the Pakistani High Commission in New Delhi by the External Affairs Ministry.
The Indian side was told by the Pakistanis that it "need not worry about the Sikhs" and that the move was "tantamount to interfering in Pakistan's internal affairs," the sources said.
 
Rift in Fourth Front, as Paswan defends Kalyan
New Delhi Differences in the Fourth Front over the relationship between Kalyan Singh and Samajwadi Party deepened on Sunday with LJP chief Ramvilas Paswan on Sunday jumping to the defence of the former BJP leader, a day after he was described as a "convict" in the Babri Masjid demolition case by a clearly unhappy RJD Lalu Prasad.
"Kalyanji will remain with us. He is with (SP chief) Mulayam Singh Yadav. Kalyan Singh has said that two big leaders had given assurance that such things will not happen," Paswan said. The LJP chief's comments came after Prasad said that Singh was a "convict" in Babri Masjid demolition case and questioned his role as a star campaigner for SP which is contesting Lok Sabha polls in alliance with RJD.
"He (Kalyan) is a convict in the demolition of the Babri Masjid... Is he a member of SP?.. He is not a member of the SP," Prasad said in Patna on Saturday. Kalyan, who was Chief Minister of Uttar Pradesh when the Babri Masjid was demolished in Ayodhya on December 6, 1992, is an accused in the case. Ahead of the Lok Sabha polls, Kalyan quit the BJP to join hands with his erstwhile detractor Mulayam Singh Yadav.
On Prasad's attack, Kalyan Singh said "he (Lalu) is referring to the past, he should speak about the present. Muslims have accepted me and I am comfortable with them, this is the fact today".
Meanwhile, Mulayam Yadav said Kalyan has always fought for the welfare of farmers like himself.  
Manmohan Singh is our PM candidate, reaffirms Rahul
 Barmer Congress General Secretary Rahul Gandhi on Sunday said Manmohan Singh is UPA's and Congress candidate for the post of Prime Minister, reaffirming the stand of the party leaders that there is no vacancy for the top job.
"Manmohan Singh is our PM, he is UPA's PM," Gandhi said while addressing a rally in support of the Congress candidate Harish Choudhury here.
Taking a dig at the BJP's 'India Shining' campaign in the last elections, Gandhi said, "NDA has India Shining ideology, its India for stock market, privatisation and the rich and the elite."
Stating that Congress ideology was for the development, he said, "I can never say that India is shining till the time there is even one single poor person living in the country." Gandhi also questioned NDA's commitment toward farmers, who formed a majority of the gathering today and said, "One of the leaders of the NDA's former allies in Andhra Pradesh said that the country did not need farmers as they were so many call centres operating there."
On the nuclear deal issue, Rahul Gandhi said he was ridiculed by the NDA for taking after names of Shashikala and Kalawati in the parliamentary debate on the issue but "the electricity generated after the deal will help the poor to get richer".
Stating that NDA has "forgotten" the farmer, Gandhi pointed out that the Congress-led UPA government had waived off farm loans worth Rs 70,000 crores and launched schemes such as NREGA and mid-day meal to benefit the farmers.  
Jobs cannot be left to mkt forces alone: Govt
 New Delhi Without leaving job creation to market forces, India needs to grow at nine per cent consistently for the next eight years to achieve near-full employment by 2017, a high-powered Government panel has said.
The country will need policies with focus on unorganized sectors, employing 94-98 per cent of the workforce, the National Commission for Enterprises in the Unorganised Sector (NCEUS) said in its report submitted to Prime Minister Manmohan Singh yesterday.
It said without changing basic policies "we shall have to wait till about 2017 for a near full-employment situation, only if our economy grows at 9 per cent (on) average."
The Commission, headed by noted economist Arjun Sengupta, said, "Market forces alone may produce a high rate of expansion of India's GDP, but for expanding employment a well-designed set of policies and programmes will have to be adopted and implemented. "
It said the share of informal workers in the workforce is not likely to decline. "Hence the problems of quality employment will continue to persist," it said.
The NCEUS, appointed in September 2004, completed its term yesterday, almost coinciding with the UPA Government's tenure.
 
Govt may offer general amnesty to LTTE cadres
Colombo With the Tiger rebels on their last legs, the Sri Lankan government is mulling a general amnesty to the surrendering LTTE cadres as well as to those who are in detention in the Island country.
"Regulations are being worked out in consultation with the Attorney General and they would cover anyone who agrees to lay down weapons and surrender before the security forces," Minister for Human Rights Mahinda Samarasinghe said.
However the amnesty will not be granted to those who have already been charged or convicted in courts. "In these cases, the legal process will be applied," the minister told reporters.
He said an undisclosed number of LTTE members had come along with the displaced people to the camps in Wanni. "While some have confessed they are members of the LTTE, others are being investigated for their links with the group". Samarasinghe said he was not aware of the exact number of the LTTE cadres among the displaced people but some estimates put it at 3000.
The LTTE members would be rehabilitated and later allowed to re-integrate with others once the investigators get convinced that they have shunned separatism, Samarasinghe was quoted as saying by the 'Sunday Times'.
Officials said that around 1000 rebels had already confessed their involvement with the LTTE and were undergoing rehabilitation in special transit camps in Wanni and elsewhere, the newspaper said.
Earlier the United Nations had urged the government to consider a general amnesty for the LTTE members willing to give up arms. Late last month, President Mahinda Rajapksa had said there will be no amnesty for Tamil Tiger supremo Velupillai Prabhakaran as he has "spurned chances for pardon".
"The LTTE leader Velupillai Prabhakaran has spurned the possibility of pardon by us. In doing so, by not giving up arms and surrendering as required, he must now face the consequences of his acts," Rajapaksa said.
Rajapaksa said his government has earlier shown the example by offering clemency to Karuna Amman and Pillaiyan, who are now a Minister and a Chief Minister respectively. "Such clemency would have been possible for Prabhakaran if he had surrendered, given up arms and abandoned violence, as called for on several occasions, and not caused so much suffering to the people," the President had said.
 
Lanka seeks counter-terrorism as NAM's top agenda
 
Colombo With LTTE on the verge of total defeat, Sri Lanka has demanded that ways to counter terrorism be highlighted in the agenda of Non-Aligned Movement (NAM). Addressing a ministerial meeting of the NAM nations in Havana, Sri Lanka's Deputy Minister of Foreign Affairs Hussein A Bhaila sought greater international cooperation in combating terrorism.
He lavished praises on the security forces for their "successful" humanitarian operations, which "helped rescue more than 150,000 civilians from the LTTE-held areas in the last ten days".
Bhaila said the "impressive advances" made by the Lankan government in the North under the leadership of President Mahinda Rajapaksa heralded the end of the road for terrorism and violence in the country.
Emphasizing that "counter-terrorism" should be kept on the top of NAM's agenda, he maintained that "no entity postulating or practising terrorism should be allowed to claim to represent any community, ethnic or religious interests."
"Each sovereign state has an inalienable right to protect its territorial integrity and maintain peace and security and the rule of law within its borders," the minister told the meeting on Thursday.
The Sri Lankan Minister also identified the current financial crisis as the leading cause for the decline in growth levels among developing countries.
He said NAM could play a major role in taking initiatives on behalf of the member countries to address this situation.
"Exacerbated by the ongoing financial crisis, numerous challenges including lack of food security and threats to energy security, have the potential to roll back national economic and development gains, so painfully realized by developing countries over the decades," he said.
Bhaila led the Sri Lanka delegation to the two-day NAM ministerial conference, which ended in the Cuban capital on Thursday.
This preparatory meeting to the forthcoming 15th NAM Summit in Egypt in July 2009 adopted the final document and communiqué on the situation in the Middle East.
The meeting was attended by foreign ministers and high level representatives of more than 125 member states and observer countries.
 
 knew nothing about Babri demolition: Kalyan Singh
 
Lucknow/Patna Notwithstanding Kalyan Singh's efforts to distance himself from Babri Masjid demolition, RJD chief Lalu Prasad made known his discomfiture with the former BJP leader's association with ally Samajwadi Party as he branded him a "convict" in the case on Saturday.
Prasad also questioned Kalyan Singh's role as a star campaigner for Samajwadi Party, which is contesting Lok Sabha elections in alliance with RJD.
"He (Kalyan) is a convict in the demolition of the Babri Masjid... Is he a member of SP?.. He is not a member of the SP," Prasad said, when his opinion was sought on the former UP Chief Minister's appeal to Muslims to "bury" the BJP.
Kalyan had made the appeal at an election rally on Friday, saying he had already "dug a grave" for BJP and Muslims should "put soil to fill it".
Kalyan, who was Chief Minister of Uttar Pradesh when the Babri Masjid was demolished in Ayodhya on December 6, 1992, is an accused in the case.
Ahead of the Lok Sabha polls, Kalyan quit the BJP to join hands with his erstwhile bete noire Mulayam Singh Yadav. Seeking to distance himself from the demolition, Kalyan Singh claimed that he was "kept in the dark" by BJP.
"I was told that nothing will happen (demolition of mosque)... there was a conspiracy by BJP behind it. Two big leaders who were kar sevavadis, had given to Supreme Court in writing that only a symbolic kar seva would be held there (in Ayodhya)," Kalyan Singh said.
Kalyan said that believing the two unnamed BJP leaders, he also told Supreme Court "that yes, I will provide security (to the mosque). However I can say that BJP leaders were probably thinking how to remove me, because I belong to the backward caste community, which is not acceptable to that party".
On Prasad's attack, Kalyan Singh responded by saying "he (Lalu) is referring to the past, he should speak about the present. Muslims have accepted me and I am comfortable with them, this is the fact today".
 
Key party quits Nepal's coalition govt in protest over Katawal's sacking
 
Kathmandu Officials say a key political party has quit Nepal's coalition government to protest the prime minister's decision to fire the army chief. The general secretary of the Communist Party of Nepal (United Marxist Leninist) announced the party's withdrawal. It was the second largest party in the coalition government.
Prime Minister Pushpa Kamal Dahal, a former Maoist rebel leader, sacked army chief Rookmangud Katawal on Sunday after accusing him of defying government orders.
Nepal Premier Prachanda on Sunday fired army chief Gen Rukmanga Katawal for defying government orders but he shot back rejecting the decision, plunging the country into a fresh political crisis despite repeated calls from India for a rapprochement.
61-year-old Gen Katawal was sacked as he had disobeyed government's instructions, the PM's Press Adviser Om Sharma said, shortly after the decision was taken at a special cabinet meeting chaired by Prachanda and boycotted by four key constituents of the Maoists-led government. Lt Gen Kul Bahadur Khadka, the number two in the army and a confidant of Prachanda, was immediately named as acting army chief to replace Gen Katawal, who was to retire after three months.
"The Army Chief was removed because he failed to give satisfactory explanation on why the government orders were ignored," Information Minister Krishna Bahadur Mahara told reporters.
Gen Katawal, however, declined to step down, according to media reports. He called an emergency meeting of top Generals at the Army Headquarters, private radio Nepal FM reported. The Maoist government's decision came despite domestic and international calls against such a move, including from India.
India earlier repeatedly conveyed its concerns to Nepal over the Maoists-led government's plans to sack Gen Katawal. After returning from a whirlwind trip to New Delhi, Indian Ambassador Rakesh Sood met Prachanda on April 26, their fourth meeting in 10 days amid Army-government stand-off here. The Maoists' move came a fortnight after they served an ultimatum to Gen Katawal, seeking his clarification on recruitments by military, its "hastiness" in reinstating eight generals retired by the government and its decision not to participate in the National Games.
He had furnished his reply contending that he had not disobeyed the government's directives on removing eight generals and halting recruitment in the military.
Following the Government's decision to fire him, a defiant Gen Katawal said the Prime Minister had no authority to remove him, the private radio said. The Cabinet meeting was boycotted by ministers belonging to four coalition partners, including the second largest constituent CPN-UML. Others who boycotted belonged to Madhesi People's Rights' Forum, Sadbhavana Party and CPN-United.
The ministers from the four parties walked out of the meeting in protest soon after Prachanda proposed sacking the army chief, said Sunil Manandhar, General secretary of CPN-United, a member of the ruling five-party alliance.
Prachanda made the proposal despite opposition from other parties, he said, adding the Maoists got into self isolation by making the unilateral decision -- which needs the endorsement from the President.
 
During the meeting of the High Level Political Mechanism, the Prime Minister was advised by the Maoists' coalition partners not to make the decision in a hurry but he did not listen, Manandhar said. The government has forwarded the Cabinet decision to sack the army chief to President Ram Baran Yadav, who is yet to endorse it. President Yadav is currently busy consulting legal experts and political leaders on the matter. Unless the President endorses the Prime Minister's decision, it will not come into effect, legal experts said. According to sources, Gen Katawal was inside the army headquarters and discussing the matter with the top Generals. Main opposition Nepali Congress and 16 other political parties had for long been opposing the Maoists' plans to remove the army chief.
Soon after the Cabinet took the decision, there were reports of rallies here both in favour and against the move to sack the army chief. Nepal Students Union affiliated to opposition Nepali Congress organised protest shows in front of various colleges against the Maoists' decision to sack the army chief.
Maoist-affiliated students and cadres of Young Communist League also demonstrated welcoming the decision. Security personnel have been deployed at various sensitive areas to maintain law and order amid reports that Maoists were burning tyres and blocking roads.
 
Nepali Congress acting President Shushil Koirala, former Prime Minister Sher Bahadur Deuba and leader of Terai Madhesh Democratic Party Mahanta Thakur met President Yadav and discussed the latest political situation. Nepali Congress has also convened an all-party meeting, excluding Maoists, to discuss the situation emerging out of the sacking of the army chief.
CPN-UML too is holding a crucial meeting of its Standing Committee to come out with a stand on the matter while the Maoists are engaged in internal discussions.
The Maoists' unilateral decision to sack the army chief was made with "ill intention" and was "illegal", said constitutional lawyer Dinesh Tripathi. This may derail the peace process and obstruct the Constitution drafting, he said. Since the government itself is in minority, the decision can be questionable on legal grounds, Tripathi said.
 
Taliban militants hold 2,000 villagers as human shields: Report
London Taliban militants were holding 2,000 people in Buner district of restive North West Frontier Province in Pakistan to use them as human shields in case the army attacked. Taliban's move came as Pakistani forces stepped up their campaign to retake territory in the districts of Buner, Dir and Swat. The military said they had killed more than 100 militants and lost several soldiers since fighting began on Tuesday. Taliban militants are holding 2,000 people as human shields in Pir Baba in Buner district, a local newspaper reported on Sunday.
"Kidnapping has become routine in our village. Armed Taliban were picking up people and then demanding a huge ransom for their release," said an elderly refugee now living with his family in a tent in Timergara, a town in Dir. According to the paper, many of the 90,000 refugees fleeing the conflict zone in NWFP welcomed the military action despite their anger at being forced to leave their homes.
The militants promised to disarm but instead moved their forces into neighbouring Dir and Buner, about 100 km from federal capital triggering panic in Pakistan and heightening fears in the US about the stability of the nuclear-armed state.
Although Pakistani officers described their onslaught as a "mopping up" operation, much of Buner remained under Taliban control, the report said.

Bengal Red Fort: As voice of discontent rises, the Party is in a rectification rush

At Bimal Dasgupta Bhavan, the CPM office adjacent to Durgapur’s gleaming City Centre, party comrades are unsure of the name of the Congress candidate contesting the newly formed Burdwan-Durgapur Lok Sabha seat. “I think she is called Begum Nasreen,� says one. No, corrects another, her name is Begum Nargis.
Nasreen or Nargis (it is Nargis), the Opposition doesn’t really matter â€" old habits continue to die hard in these parts, it seems.
If the districts of Bankura, Birbhum, Purulia, West Midnapore and Burdwan together comprise the “Red Fort� of Bengal, Burdwan is its very epicentre.
The district, which has witnessed a vibrant “reindustrialisationâ€� process centred around Durgapur since 1994, is also the state’s granary â€" land struggles of an earlier era and extensive rural credit schemes have led to high productivity. The fields are never fallow; rice cultivation through the year has turned the golden grain into a “cash cropâ€� in many parts of the district.
After delimitation, the number of Lok Sabha seats in Burdwan has come down from four to three (Burdwan-Durgapur, Burdwan East and Asansol), with some segments becoming part of Bolpur and Bishnupur constituencies.
Burdwan has thrown up some of the biggest communist leaders of Bengal â€" Benoy Choudhury, Harekrishna Konar, Rabin Sen, and currently Nirupam Sen among a host of others â€" and the CPM’s famed “organisational machineryâ€� works better here than anywhere else, party insiders often claim.
That is why party workers are confident of retaining the Red Fort again, with the caveat â€" “If we lose even a single seat in Burdwan, it means we are losing Bengal.â€�
Yet despite the workers’ confidence, party leaders betray no sense of complacency. The main reason for that is the jolt received less than a year ago during the panchayat polls. Compared to other districts, Burdwan fared well â€" the CPM winning 59.34 per cent of the vote. But the loss of 70 (out of 270) gram panchayats and erosion at the lowest level of the panchayat system was bad enough, impelling the district leadership to go in for an “intensive introspection and rectificationâ€� campaign to repair the cracks that had appeared on the walls of their citadel.
According to CPM leaders, the panchayat election review showed that the main reason for losses was not the “Nandigram and Singur effect� as the media would like to believe. More mundane but disturbing reasons were responsible.
One was the lack of Left unity at the grassroots. Of greater significance, though, were the unpopularity of village-level party leaders and the “structural� problems emanating from new welfare scheme norms.
After the review, district-level leaders held “interactive� sessions in village after village to find out the causes of the people’s disenchantment with the CPM. One common complaint was that party activists had become “arrogant�; the other was that CPM panchayat leaders often favoured their own when giving out BPL cards or choosing beneficiaries for various government welfare schemes such as Indira Awas Yojana and pension benefits.
As part of the “rectification� programme that followed these interactive sessions, village-level functionaries were told to mend their ways in dealing with the people and in some cases were removed from the party. The second problem is more intractable.
According to Amal Haldar, CPM district secretary, the central government’s decision to divide the poor into BPL and APL (below and above poverty level) categories is itself flawed â€" “a man earning Rs 12.26 a day is BPL and one who earns Rs 12.29 is APL. If a man sends his child to school or has sanitation at home, or has four shirts, he is denied BPL status â€" this is playing havoc with education and sanitation programmes in the villages because people would rather not go in for them if it means losing out on a BPL card.â€�
And choosing beneficiaries out of hundreds of BPL cardholders is a bigger headache. The CPM’s Durgapur MLA, Diprendu Chakroborty, points out that if there is a quota of just 10 per village for a particular scheme and there are 290 BPL card holders in that village, the remaining 280 are bound to feel deprived and accuse the local leaders of “favouritism�.
In order to minimise the problem, “we have decided to take people into confidence at every stage as far as possible. There should be total transparency in choosing beneficiaries and the villagers should have a direct say,� Chakroborty says.
Both Haldar and Chakroborty underline that this is what the CPM’s so-called organisational machinery is all about. “Regular monitoring, regular self-criticism, learning from the results of each exam (panchayat, Assembly, Lok sabha), that is what we do 365 days a year,� says Chakroborty. Adds Haldar: “Amra kaaj kori, kaaj korte bhool kori, bhool hole taar sanshodhan kori (we work, while working we make mistakes, and then we seek to correct our mistakes).�
Trade union leader and former Rajya Sabha MP Jibon Roy takes the argument further. The CPM is not just a political party in this part of the world; it is a world unto itself. “Earlier, we were involved in land struggles or the trade union movement. Now we are everywhere, in every field â€" social, cultural, sports, education, entrepreneurship, women’s development. Shukhe, dukkhe, janmo theke burning ghat porjonto, aamra thaki. (In sorrow and joy, from the moment of birth till the cremation ground, we are always with the people.)â€�
That all-pervasive nature of “the Party�, we discover, can be both reassuring and oppressive. Just as the party benefits from the dedication of the bulk of its cadres, it also loses out because, over the past 30 years of continuous rule, many of them are seen to be arrogant or self-serving.
In Durgapur, the owners of Sova Ispat Alloys Ltd as well as its workers swear by the CPM. The owners talk of their “problem-free� relations with the Left Front government and the many subsidies offered to woo industry post-1994, while the workers insist that only the “red flag� is their saviour.
But as we drive from Durgapur to Burdwan and onto Katwa past fields laden with a golden harvest, farm labourers â€" taking a break from cutting the crop under a sweltering afternoon sun â€" are vocal with their complaints. The effects of the “rectificationâ€� programme have clearly not reached them.
At Nigon village (which is now part of the Bolpur seat) a group of men and women, who refuse to give their names, insist that this time they will vote en masse against the CPM because the local leaders only help themselves. No, they are not sure if things will be better under the Trinamul Congress but there is no harm giving them a chance, they say.
A little distance away, there are similar complaints of favouritism and arrogance against CPM panchayat members in Dormut village but the villagers make a significant comment. “CPM party bhalo, kormi ra kharaab� (the CPM is a good party, but its workers are bad.)�
At Nasharathpur, a small kasba that falls under the Burdwan East constituency, a boisterous group of Trinamul workers are prematurely celebrating victory. “The panchayat polls cracked the citadel â€" now it is set to crumble,â€� they exult, buoyed by the fact that for the first time in memory, villagers in the red zone are openly stating their decision to vote Trinamul.
In Katwa, Antara Banerjee, who works with an NGO, makes a telling point. “This time Trinamul is making all the noise, the Party’s supporters are silent.�
The huge margins by which the CPM won seats in Burdwan are certain to come down, but it will still hold sway, she says, adding: “They may face dents and bruises, but the only way Bengal can be without CPM is if the Party takes voluntary retirement…�.

32 US banks collapse in '09; three more fail in one day

New York Starting the month on a sour note, three more American lenders have been closed down, making it an average of six bank failures every month in 2009.
A staggering 32 banks have gone belly up so far this year, a toll much higher than 25 collapses for the whole of 2008.
The latest to join the league of failures are Silverton Bank, Citizens Community Bank and America West Bank.
According to the Federal Deposit Insurance Corporation, which is often appointed as the receiver for failed banks, all the three entities were shut down on May 1.
At the time of closing, Silverton Bank had assets worth USD 4.1 billion and deposits to the tune of USD 3.3 billion.
A total of 46 banks have collapsed since September 2008 when the current financial crisis turned severe, following the bankruptcy of Wall Street titan Lehman Brothers.
US banks especially the smaller ones are being shuttered almost every week in 2009, as the world's largest economy continues to contract at a rapid pace.
In another reminder of the grim economic scenario, a stunning 57 banks have failed since the start of January 2008.
Interestingly, the American economy officially slipped into recession in December 2007.
Even as there are hopes of an early economic revival despite a 6.1 per cent GDP contraction in the first quarter of 2009, the number of bank failures are expected to rise in the absence of any significant thaw in the frozen credit markets.
On April 24, four banks -- First Bank of Idaho, First Bank of Beverly Hills, Heritage Bank and American Southern Bank -- were shuttered, whereas the same number of entities went belly up on February 13.
Eighty four US banks have been shuttered since 2000 and a major chunk of them happened after the financial turmoil turned worse late last year.
Meanwhile, FDIC data show that Citizens Community Bank had total assets of nearly USD 45.1 million and deposits of USD 43.7 million as on December 31, 2008.
Further, as on the same date, America West Bank's assets stood at USD 299.4 million, while deposits were worth USD 284.1 million.
Riverside Bank of the Gulf Coast and Sherman County Bank, FirstCity Bank, Freedom Bank of Georgia, Pinnacle Bank of Oregon and Security Savings Bank, are among the entities which have gone belly up in 2009.

But the International Monetary Fund (IMF) has just issued its gloomiest forecast ever. It says world GDP, which has never shrunk since the Great Depression, will shrink 1.3% in 2009, and then inch up to 1.9% in 2010. Growth of less than 2% indicates a global recession. So, serious recovery will not come before 2011.

The government predicts a rapid recovery in the second half of this fiscal year. The RBI projects 6.5% growth in 2009-10 . But the IMF’s projection for India is just 4.8%. Maybe the IMF will revise its projections upwards . Yet, we must ask, why is the IMF so downbeat?

Indian economists focus largely on the Indian scene, while the IMF focuses on the dismal world economy. History shows that recessions accompanied by a financial crisis are deep and long. India has no financial crisis, and so Indians are complacent. But the world has a gigantic financial crisis.

The IMF sees world growth being strangled by what it calls negative feedback loops. The financial crisis first reduces cash flow to producing sectors. This causes a recession, with producing sectors slashing production and employment. But the recession then makes the financial crisis worse, more corporations and individuals default on bank loans. The banks respond by cutting credit further, and this hits production and employment further. This is the negative feedback loop.

The IMF now estimates that lending institutions globally may eventually have to write down a staggering $4 trillion of bad debts, four times India’s GDP! The US is worst off, having to write down $2.7 trillion. But Europe also has to write down $1.2 trillion, and Japan $149 billion. Faced with this red ink, some of the biggest global banks are technically bust. They need to raise huge sums of fresh capital, enough to write off their bad debts and start lending again. But who will supply so much? Certainly not private investors, who have already lost a fortune. So governments globally have mounted a massive rescue effort. In the US, public-private partnerships are also being tried to provide fresh billions.

Banks have lent too much in relation to their own tangible capital. To move to the point where their loans come down to 16.5 times their tangible equity â€" a conservative target â€" US banks have to raise an additional $500 billion, European banks $950 billion, and British banks $250 billion of equity. These are staggeringly large sums, considering how much rescue money has already been dished out.

Yet, until the financial sector is made solvent again, it will not restart lending fast enough to kickstart the world economy. The world needs to go from negative to positive feedback loops. For that, banks must lend much more to productive sectors, which will then raise production and employment, which will then boost bank profits and encourage further lending. That’s how the current vicious cycle can give way to a virtuous one.

Obama's cowardice hits India too

India cannot return to rapid growth till the world economy recovers. And that cannot happen till the US economy recovers. Alas, the Obama
administration is prolonging the recession by avoiding surgery to remove dead wood from its financial sector.

Some call this cowardice. Others, such as former IMF chief economist Simon Johnson, writing in The Atlantic, say Wall Street has captured the White House. This is no longer a leftist accusation. Johnson says the US now resembles Russia, where business oligarchs and government officials protect each others’ financial interests, at the expense of the economy.

This is surely an exaggeration. Yet it highlights the priority given by the Obama administration to save the titans of Wall Street rather than end the recession quickly. It is now clear that the toxic assetsâ€"securities and loans with impaired values â€" of US banks are $2-2.8 trillion, while tangible assets are only $1 trillion. Technically, the financial sector is comprehensively bust.

It needs to recognise the losses, writing off trillions. But for that somebody must first inject trillions of new equity into the banks. Private investors will not do so. The market solution would be to force insolvent banks into bankruptcy, with shareholders and creditors taking a huge hit, and their good assets being auctioned (at bargain prices) to surviving financiers. Many titans of Wall Street will disappear, but others will rise to take their place.

But while this will clean up the mess, the financial sector will collapse, perhaps converting the recession into a depression. Politicians are unwilling to risk this. Their preferred alternative is to rescue insolvent banks to thwart systemic failure. So, they have provided billions to the very banks responsible for the initial mess. But the public has protested loudly that this helps horrible bankers rather than the economy, and is yelling for blood. A chastened Congress refuses to sanction additional rescue funds.

This has led to a troubling impasse. The government views banks as too important to fail. The public views banks as too plutocratic to be rescued with taxpayer’s trillions. Result: the US has a zombie financial sector, technically dead but kept on life support. It simply does not have the capital to increase lending and thus spark economic growth.

A plan last fall for the government to buy toxic assets at a premium was shot down as a gift to horrible bankers. Now, a private-public partnership is proposed to buy the toxic assets. This too has been widely criticised as a way of subsidising private financiers to buy with little risk and huge potential gains.

Accounting norms have been tweaked to permit zombie banks to pretend they are alive and solvent. The hope is that the public will swallow this fiction, animal spirits will revive the economy, and the consequent growth of bank profits will eventually suffice to write of the toxic assets. Very optimistic!

The obvious option is for the government to temporarily take over the insolvent banks, examine their books, and segregate their toxic assets into a “bad bank�. This will clean up the balance sheets of the banks, which can start lending again, and then be re-privatised at a profit.

This will not be a slide into socialism, and actually makes market sense. It mimics bankruptcy procedures â€" the owners and creditors of existing banks will take a huge hit â€" without causing the systemic financial collapse that formal bankruptcy would. The government will aim not to run the banks (as Indira Gandhi did), but to restructure them (as in bankruptcy) and sell them.

This solution has been suggested by the Financial Times and The Economist, which are surely not socialists. Simon Johnson writes: “The challenges the United States faces are familiar to the people at the IMF. If you hid the name of the country (USA) and just showed them the numbers, there is no doubt what old IMF hands would say: nationalise troubled banks and break them up as necessary.�

N-deal: India is becoming sanctions-proof

The manifestos of the BJP and Communist Party (Marxist) accuse the Congress of bartering away India’s security in the nuclear deal with the US. They
worry that India will be dragooned into signing other treaties that limit its nuclear options, and open it to nuclear sanctions if it ever tests a bomb again.

This is a needless fear. Current developments suggest that, in a decade or so, India itself will become a major nuclear equipment supplier to the whole world.

The multinationals of France, US and Japan want to manufacture nuclear equipment in India to meet not just Indian but global demand. Once India becomes part of the global supply chain, it will become effectively sanctions-proof. As a supplier of global equipment, it will be in a position to impose sanctions on others, not just be at the receiving end.
India plans to set up several massive nuclear power parks.

The sites chosen so far are Jaitapur in Maharashtra, Haripur in West Bengal, Patisonapur in Orissa, Mithirvirdi in Gujarat and Kowadi in Andhra Pradesh. Six to eight reactors, of 1,000-1,650 MW, will be installed at each nuclear park. Negotiations are in progress with four global suppliers, GE-Hitachi, Toshiba-Westinghous e, Areva of France, and Atomstroyeksport of Russia.

Earlier, when South Korea and China placed major orders for nuclear power plants, their deals mandated transfer of technology and localisation of equipment manufacture. India will follow the same path. All foreign nuclear suppliers will transfer technology and indigenise production in India.

They will do so enthusiastically, not reluctantly. Visiting teams of MNCs from France and the US have expressed great keenness to set up joint ventures in India to meet not just Indian but global demand for equipment. Why? India and China have emerged as low-cost producers of electrical machinery. Western manufacturers find the cost of new nuclear plants spiralling, casting doubts on the viability of nuclear power. To survive, they must slash costs. They can best do so by outsourcing production to India and China.

For decades, not a single nuclear power plant has come up in the US, UK, or Germany. Nuclear power has been derided as expensive and unsafe. But now global warming is a pressing issue. Nuclear power is suddenly seen as essential to produce carbon-free electricity.

The Copenhagen conference later this year will set ambitious targets for reducing carbon emissions. One key strategy will be to tax fossil fuels, either by a carbon tax or a cap-and-trade system for emissions. This taxation of fossil fuels promises to make nuclear energy economically viable again, provided equipment costs are kept down.

With cost control, the demand for nuclear equipment could quadruple. Existing capacity is not remotely enough for massive new projects in the pipeline. All major suppliers need to create new capacity. And they intend to create much of this in countries which have skills, low costs, and large local demand, India and China.

Only two plants in the whole world (in France and Japan) can make the giant forgings needed for large nuclear power plants. Bharat Forge has recently become the second biggest auto forging company in the world, thanks to its success in cutting costs. It has now signed a pact with Areva to manufacture nuclear equipment, including giant forgings . Larsen & Toubro has signed a similar nuclear equipment deal with Mitsubishi. The Jindals and Anil Ambani also appear interested. All are formidable low-cost producers.

Till now, Bharat Heavy Electricals Ltd has held a virtual monopoly on large power plants. Now, Bharat Forge has tied up with Alsthom and L&T with Toshiba to manufacture conventional power plants. These can later be upgraded to produce complete nuclear power plants.

India may still find it difficult to get plutonium reprocessing or ura nium enrichment technology. This may be true of some hi-tech com ponents too. So, India may not be come self-sufficient in every aspect of nuclear power. But if it becomes a major exporter of nuclear equip ment, it will become effectively sanc tions-proof.

If all the global manufacturers have plants in India itself, import sanctions will lose their meaning And if India itself becomes a vital supplier of nuclear components to the rest of the world, others cannot impose sanctions on India without suffering supply disruptions them selves.

That’s why the biggest hawks in our nuclear establishment, who badly want nuclear testing in the dis tant future, can relax on the issue of sanctions. De facto, India will be come a member of the privileged P 5 when it becomes part of the glob al supply chain of nuclear equip ment in the next 10 years.

Barack Obama is a brand. And the Obama brand is designed to make us feel
good about our government while corporate overlords loot the Treasury, our
elected officials continue to have their palms greased by armies of
corporate lobbyists, our corporate media diverts us with gossip and trivia
and our imperial wars expand in the Middle East. Brand Obama is about being
happy consumers. We are entertained. We feel hopeful. We like our president.
We believe he is like us. But like all branded products spun out from the
manipulative world of corporate advertising, we are being duped into doing
and supporting a lot of things that are not in our interest.

What, for all our faith and hope, has the Obama brand given us? His
administration has spent, lent or guaranteed $12.8 trillion in taxpayer
dollars to Wall Street and insolvent banks in a doomed effort to reinflate
the bubble economy, a tactic that at best forestalls catastrophe and will
leave us broke in a time of profound crisis. Brand Obama has allocated
nearly $1 trillion in defense-related spending and the continuation of our
doomed imperial projects in Iraq, where military planners now estimate that
70,000 troops will remain for the next 15 to 20 years. Brand Obama has
expanded the war in Afghanistan, including the use of drones sent on
cross-border bombing runs into Pakistan that have doubled the number of
civilians killed over the past three months. Brand Obama has refused to ease
restrictions so workers can organize and will not consider single-payer,
not-for-profit health care for all Americans. And Brand Obama will not
prosecute the Bush administration for war crimes, including the use of
torture, and has refused to dismantle Bush's secrecy laws or restore habeas
corpus.

Brand Obama offers us an image that appears radically individualistic and
new. It inoculates us from seeing that the old engines of corporate power
and the vast military-industrial complex continue to plunder the country.
Corporations, which control our politics, no longer produce products that
are essentially different, but brands that are different. Brand Obama does
not threaten the core of the corporate state any more than did Brand George
W. Bush. The Bush brand collapsed. We became immune to its studied
folksiness. We saw through its artifice. This is a common deflation in the
world of advertising. So we have been given a new Obama brand with an
exciting and faintly erotic appeal. Benetton and Calvin Klein were the
precursors to the Obama brand, using ads to associate themselves with risqué
art and progressive politics. It gave their products an edge. But the goal,
as with all brands, was to make passive consumers mistake a brand with an
experience.

"The abandonment of the radical economic foundations of the women's and
civil-rights movements by the conflation of causes that came to be called
political correctness successfully trained a generation of activists in the
politics of image, not action," Naomi Klein wrote in "No Logo."

Obama, who has become a global celebrity, was molded easily into a brand. He
had almost no experience, other than two years in the Senate, lacked any
moral core and could be painted as all things to all people. His brief
Senate voting record was a miserable surrender to corporate interests. He
was happy to promote nuclear power as "green" energy. He voted to continue
the wars in Iraq and Afghanistan. He reauthorized the Patriot Act. He would
not back a bill designed to cap predatory credit card interest rates. He
opposed a bill that would have reformed the notorious Mining Law of 1872. He
refused to support the single-payer health care bill HR676, sponsored by
Reps. Dennis Kucinich and John Conyers. He supported the death penalty. And
he backed a class-action "reform" bill that was part of a large lobbying
effort by financial firms. The law, known as the Class Action Fairness Act,
would effectively shut down state courts as a venue to hear most
class-action lawsuits and deny redress in many of the courts where these
cases have a chance of defying powerful corporate challenges.

While Gaza was being bombarded and hit with airstrikes in the weeks before
Obama took office, "the Obama team let it be known that it would not object
to the planned resupply of 'smart bombs' and other hi-tech ordnance that was
already flowing to Israel," according to Seymour Hersh. Even his one vaunted
anti-war speech as a state senator, perhaps his single real act of defiance,
was swiftly reversed. He told the Chicago Tribune on July 27, 2004, that
"there's not that much difference between my position and George Bush's
position at this stage. The difference, in my mind, is who's in a position
to execute." And unlike anti-war stalwarts like Kucinich, who gave hundreds
of speeches against the war, Obama then dutifully stood silent until the
Iraq war became unpopular.

Obama's campaign won the vote of hundreds of marketers, agency heads and
marketing-services vendors gathered at the Association of National
Advertisers' annual conference in October. The Obama campaign was named
Advertising Age's marketer of the year for 2008 and edged out runners-up
Apple and Zappos.com. Take it from the professionals. Brand Obama is a
marketer's dream. President Obama does one thing and Brand Obama gets you to
believe another. This is the essence of successful advertising. You buy or
do what the advertiser wants because of how they can make you feel.

Celebrity culture has leeched into every aspect of our culture, including
politics, to bequeath to us what Benjamin DeMott called "junk politics."
Junk politics does not demand justice or the reparation of rights. Junk
politics personalizes and moralizes issues rather than clarifying them.
"It's impatient with articulated conflict, enthusiastic about America's
optimism and moral character, and heavily dependent on feel-your-pain
language and gesture," DeMott noted. The result of junk politics is that
nothing changes – "meaning zero interruption in the processes and practices
that strengthen existing, interlocking systems of socioeconomic advantage."
It redefines traditional values, tilting "courage toward braggadocio,
sympathy toward mawkishness, humility toward self-disrespect, identification
with ordinary citizens toward distrust of brains." Junk politics
"miniaturizes large, complex problems at home while maximizing threats from
abroad. It's also given to abrupt unexplained reversals of its own public
stances, often spectacularly bloating problems previously miniaturized." And
finally, it "seeks at every turn to obliterate voters' consciousness of
socioeconomic and other differences in their midst."

An image-based culture, one dominated by junk politics, communicates through
narratives, pictures and carefully orchestrated spectacle and manufactured
pseudo-drama. Scandalous affairs, hurricanes, earthquakes, untimely deaths,
lethal new viruses, train wrecks—these events play well on computer screens
and television. International diplomacy, labor union negotiations and
convoluted bailout packages do not yield exciting personal narratives or
stimulating images. A governor who patronizes call girls becomes a huge news
story. A politician who proposes serious regulatory reform, universal health
care or advocates curbing wasteful spending is boring. Kings, queens and
emperors once used their court conspiracies to divert their subjects. Today
cinematic, political and journalistic celebrities distract us with their
personal foibles and scandals. They create our public mythology. Acting,
politics and sports have become, as they were during the reign of Nero,
interchangeable.

In an age of images and entertainment, in an age of instant emotional
gratification, we do not seek reality. Reality is complicated. Reality is
boring. We are incapable or unwilling to handle its confusion. We ask to be
indulged and comforted by clichés, stereotypes and inspirational messages
that tell us we can be whoever we seek to be, that we live in the greatest
country on Earth, that we are endowed with superior moral and physical
qualities, and that our future will always be glorious and prosperous,
either because of our own attributes, or our national character, or because
we are blessed by God. Reality is not accepted as an impediment to our
desires. Reality does not make us feel good.

In his book "Public Opinion," Walter Lippmann distinguished between "the
world outside and the pictures in our heads." He defined a "stereotype" as
an oversimplified pattern that helps us find meaning in the world. Lippmann
cited examples of the crude "stereotypes we carry about in our heads" of
whole groups of people such as "Germans," "South Europeans," "Negroes,"
"Harvard men," "agitators" and others. These stereotypes, Lippmann noted,
give a reassuring and false consistency to the chaos of existence. They
offer easily grasped explanations of reality and are closer to propaganda
because they simplify rather than complicate.

Pseudo-events— dramatic productions orchestrated by publicists, political
machines, television, Hollywood or advertisers—however, are very different.
They have, as Daniel Boorstin wrote in "The Image: A Guide to Pseudo-Events
in America," the capacity to appear real even though we know they are
staged. They are capable, because they can evoke a powerful emotional
response, of overwhelming reality and replacing reality with a fictional
narrative that often becomes accepted truth. The unmasking of a stereotype
damages and often destroys its credibility. But pseudo-events, whether they
show the president in an auto plant or a soup kitchen or addressing troops
in Iraq, are immune to this deflation. The exposure of the elaborate
mechanisms behind the pseudo-event only adds to its fascination and its
power. This is the basis of the convoluted television reporting on how
effectively political campaigns and politicians have been stage-managed.
Reporters, especially those on television, no longer ask if the message is
true but if the pseudo-event worked or did not work as political theater.
Pseudo-events are judged on how effectively we have been manipulated by
illusion. Those events that appear real are relished and lauded. Those that
fail to create a believable illusion are deemed failures. Truth is
irrelevant. Those who succeed in politics, as in most of the culture, are
those who create the brands and pseudo-events that offer the most convincing
fantasies. And this is the art Obama has mastered.

A public that can no longer distinguish between truth and fiction is left to
interpret reality through illusion. Random facts or obscure bits of data and
trivia are used to bolster illusion and give it credibility or are discarded
if they interfere with the message. The worse reality becomes—the more, for
example, foreclosures and unemployment skyrocket—the more people seek refuge
and comfort in illusions. When opinions cannot be distinguished from facts,
when there is no universal standard to determine truth in law, in science,
in scholarship, or in reporting the events of the day, when the most valued
skill is the ability to entertain, the world becomes a place where lies
become true, where people can believe what they want to believe. This is the
real danger of pseudo-events and why pseudo-events are far more pernicious
than stereotypes. They do not explain reality, as stereotypes attempt to,
but replace reality. Pseudo-events redefine reality by the parameters set by
their creators. These creators, who make massive profits peddling these
illusions, have a vested interest in maintaining the power structures they
control.

The old production-oriented culture demanded what the historian Warren
Susman termed character. The new consumption- oriented culture demands what
he called personality. The shift in values is a shift from a fixed morality
to the artifice of presentation. The old cultural values of thrift and
moderation honored hard work, integrity and courage. The
consumption- oriented culture honors charm, fascination and likability. "The
social role demanded of all in the new culture of personality was that of a
performer," Susman wrote. "Every American was to become a performing self."

The junk politics practiced by Obama is a consumer fraud. It is about
performance. It is about lies. It is about keeping us in a perpetual state
of childishness. But the longer we live in illusion, the worse reality will
be when it finally shatters our fantasies. Those who do not understand what
is happening around them and who are overwhelmed by a brutal reality they
did not expect or foresee search desperately for saviors. They beg
demagogues to come to their rescue. This is the ultimate danger of the Obama
Brand. It effectively masks the wanton internal destruction and theft being
carried out by our corporate state. These corporations, once they have
stolen trillions in taxpayer wealth, will leave tens of millions of
Americans bereft, bewildered and yearning for even more potent and deadly
illusions, ones that could swiftly snuff out what is left of our diminished
open society.
